Child support guidelines rewritten by House

ATLANTA - The biggest
overhaul to Georgia’s child
support guidelines in almost
30 years was approved by
the state House Thursday.
The bill calls for a “shared
income” model, where the
incomes of both parents, not
just the noncustodial one,
would be taken into account.
Sponsors say the current
model is a relic from days
when mothers seldom
worked outside the home. It
was approved 127-43.
The new plan would also
allow judges to take into
account all children, not just
ones in the child support
judgment. That means that
a divorced father who goes
on to have children with a
second wife could have those
subsequent children consid
ered by a judge.
Another provision gives
non-custodial parents a dis
count for spending at least
The March 8 Houston County
Grand Jury, in the name of the
citizens of Georgia, charge and
accuse the following suspects
with actions contrary to the laws
of the state, the good order,
peace and dignity thereof. The
names below have been
accused and charged but not
found guilty or not guilty of the
crimes.
• Carey Neil Henderson Jr.,
and Marvin Griffin IV, were
each indicted on charges of bur
glary (six counts each), for
unlawfully entering with intent to
commit a theft therein, storage
units F-2, F-4, F-6, F-7, F-8 and
E-16 at Bonaire Mini Storage on
or about Jan. 1. Randall Lewis
Schofield, was indicted on a
charge of theft by receiving
stolen property for on or about
Jan. 1, receiving and disposing
of a Roto-Zip saw, a Marlin .32
rifle and a Universal firearm
shotgun, valued at greater than
SSOO and the property of
Bonaire Mini Storage.
Addresses and ages not listed.
Schofield was also indicted on
charges of criminal use of an
article with an altered identifica
tion mark, drugs to be kept in
original container and theft by
receiving stolen property for on
or about Feb. 10 possessing the
DeWalt cordless drill with model
and serial plate removed for pur
pose of destroying and conceal
ing the identity of the drill, unlaw
fully possessing Soma in a con
tainer other than the one dis
pensed by a pharmacist, and
receiving two 8-gallon propane
tanks, which accused should of
known were stolen from
Amerigas without intending to
restore it to the owner.
• Kimberly Adkins, 24, 610
Marshall Drive, Perry, was indict
ed on a charge of burglary for
unlawfully entering the house of
another with intent to commit
therein a theft on or about Dec.
9, 2004.
• Matthew Ryan Campbell,
18, 301 Country Wood Drive,
Warner Robins, was indicted on
charges of criminal damage to
property (eight counts, one of
which is second-degree), for
shooting out the front and rear
windows of a Volkswagen Beetle
with a BB or pellet gun, causing
damage exceeding $500; and
causing damage less than SSOO
each but shooting with the BB or
pellet gun a camper shell, the
front passenger window of a
Chevrolet Venture, the driver’s
side rear window of a Chevrolet
Cavalier, the passenger side
rear window and “B” post of
another car, the driver’s side
rear window of a Mercury
Mountaineer, the rear window of
a Honda Accord, and the driver’s
side rear window of a Ford
Bronco on or about Jan. 23.
• Joseph Chatfield, 42, 1109
Gaines Drive, Lot 17, Perry, was
indicted on charges of aggravat
ed battery, false imprisonment,
criminal trespass/damage to
property and possession of mar
ijuana for maliciously causing
bodily harm to another by strik
ing a woman in the head with a
wooden chair causing a gaping
head wound, preventing the
woman from leaving, ripping the
leg of a wooden chair, throwing
two lamps and pulling a curtain
rod from the wall and possess
ing less than one ounce of mari
juana on or about Feb. 9.
• Terrence Marquis Cone,
19, 103 Crawford St., Warner
Robins, was indicted on a
charge of entering auto, for
entering the Chevrolet Camaro,
the property of another, with
intent to commit a theft therein
100 days a year with the
children. Republican spon
sors said that parents who
keep the children at least a
third of the year share the
Financial burden.
The bill’s sponsor,
Republican Rep. Sue
Burmeister of Augusta,
acknowledged that some
single mothers would see
smaller child support pay
ments. But she pointed out
that non-custodial moms
would also get a break, cit
ing two female constituents.
“They had to work two
and three jobs to make their
child support payments,”
Burmeister said. “I think we
are establishing a very fair
model that will allow a non
custodial parent to spend
more time with their chil
dren.”
Georgia’s child support
tables now call for non-cus
todial parents to pay
between 17 percent and 37
on or about Feb. 9.
• Sahg Verkale Craine, 31,
was indicted on a charge of
criminal damage to property
(second degree), for damaging
the tires of another causing
damage exceeding SSOO on or
about Jan. 29.
• Anthony Bland Edwards,
36, 900 Southern Drive, Warner
Robins, was indicted on charges
of burglary, battery (family vio
lence) and cruelty to children, for
entering the home of a person
formerly living with the accused
with intent to commit theft there
in, hitting the victim in the face
and body on or about Oct. 10,
2004.
• Jay David Emerson, 28,
100 Port Terrace, Warner
Robins, was indicted on charges
of forgery (two counts) for know
ingly with intent to defraud mak
ing out a checks for $351 and
$438 drawn on a CB&T account,
payable to himself and attempt
ing to cash them at Kroger and
Fine Foods & Famous Liquor,
respectively, on or about Nov.
29, 2004.
• Samuel Keith Harris, 41,
105 Atrium Circle, Warner
Robins, was indicted on a
charge of aggravated stalking
for calling the victim on the
phone with intent to harass and
intimidate on or about Jan. 20,
after having been told not to in a
conditional bond order on Dec.
28, 2004.
• Ashley Jacqulyn Haynes,
219 Kimberly Road, Warner
Robins, was indicted on charges
of possession of methampheta
mine with intent to distribute,
theft by receiving stolen property
(two counts), possession of a
sawed-off shotgun and posses
sion of a firearm during a crime
for possessing methampheta
mine with intent to distribute
same, retaining a stolen car and
a laptop computer, possessing a
sawed-off shotgun and having it
within arm’s reach while in pos
session of meth with intent on or
about Dec. 13, 2004.

indicted on charges of false
imprisonment (two counts), bat
tery, family violence, obstructing

victims by standing in front of the
door, prevent both from calling

the authority to deviate
from those standards on a
case-by-case basis, but
Republicans argued that
doesn’t happen often
enough.
“Judges routinely just look
at percentages,” said
Republican Rep. Mark
Hatfield. “Parents across
Georgia have waited years
for relief from Georgia’s
child support system and its
inequities.”
Divorced parents won’t
see an immediate change to
their child support pay
ments. The bill sets up a
child support commission -
made up of judges, lawmak
ers and others to study how
much it costs to raise a child
and to suggest a payment
table back to the Legislature
next year. The new table
would take effect March 1,

tocks and doing so while four
children, under age 18, were
present to see or hear it on or
about March 12, 2003.
• Darren King, 31, 128 Dixie
Trail, Warner Robins, was indict
ed on charges of aggravated
battery and cruelty to children for
punching the victim in the face,
breaking her nose and fracturing
her eye socket and doing so
while a child, under age 18, was
present to see or hear it on or
about June 3, 2003.
• Douglas Lee King Jr., 28,
449 Lake Joy Road, Kathleen,
was indicted on a charge of
aggravated assault for making
an assault on the victim with
glass bottle causing a laceration
under his nose on or about Jan.

• John Patrick Longbine, 30,
218 Shasta Drive, Perry, was
indicted on charges of aggravat
ed assault, battery (family vio
lence) and false imprisonment,
for using his hands to choke a
woman, pushing her to the
ground resulting in an abrasion
to her legs and confining her by
pushing her back into the room
on or about Jan. 16.

Bonaire, was indicted on
charges of aggravated assault
and possession of a firearm of
knife during a crime for assault

19, was indicted on a charge of
false imprisonment for detaining
the victim by blocking the door

Some Democrats fought
the plan, saying it would
hurt single mothers who are
struggling already.
Rep. Pat Gardner, D-
Atlanta, said the time dis
count provision could create
more animosity between
estranged couples.
“Making the hostility
worse, that is my concern,”
she said.
Burmeister, and
Democrats who supported
the bill, pointed out that
nothing would be final until
the Legislature reviewed the
commission’s suggestions.
“We’ve got to do some
thing. We’re dealing with
antiquated guidelines that
need to be addressed,” said
Rep. Alisha Thomas
Morgan, D-Austell.

A look at child support revisions approved by the
House
(AP) - The Georgia House voted for an overhaul of state
child support guidelines Thursday. Among the changes:
SHARED INCOME: Current models call for the non-custo
dial parents to pay between 17 percent and 37 percent of
income, depending on the number of children. The bill
calls for the incomes of both parents to be taken into
account before setting child support.
SUBSEQUENT CHILDREN: Non-custodial parents who
go on to have children in different marriages could have
those subsequent kids taken into acocunt if a child sup
port raise is considered. That change is meant to address
complaints from divorced dads that their first children get
more than kids by later marriages.
APPEAL: Both parties will have the right to appeal a child
support equal across the state.
SHARED TIME CREDIT: Non-custodial parents who care
for the children at last 100 days a year could have their
child support payments reduced. On the flip side, non
custodial parents who spend less than 60 days a year
with their kids could see their payments go up.
