Tolleson is one of the most
respected and hardest-work
ing legislators in the
Georgia Senate.

was no way I was going to

“We will see some signifi
cant improvement in the
economic indicators this
summer when some of the
changes we made come into
effect,” said O’Neal.
O’Neal said that business
es can now write off expens
es all at once instead of
spreading the write-off over
a period of years as was
required previously. The job
credit rules were improved,
and incentives for producing
movies and television shows
in the state were increased.
“Our tax code had previ
ously built barriers to com
panies doing business in
Georgia, and we tried to
change that,” O’Neal said.
He also praised civil jus
tice reform bill, which
became law.
“We finally got some tort
reform passed in an effort to
get health care costs under
control, and we also passed a
law to help the working poor
get free medical care,” he
said.
O’Neal said that under
the provisions of a law called
‘Joshua’s Law’ any 16-year
old seeking a driver’s license
will have to show proof of
having completed a driver’s
education course. The legis
lature also repealed the
state’s last Jim Crow laws
and made it a requirement
that a woman seeking an
abortion be provided with
information on the ramifica
tions of her decision.
The state also established
a virtual classroom program
where students in small
schools can take classes
offered only in larger
schools over the Internet. A

How do I get rid of programs?
Dear TechnoFiles:
Could you please give
me any information on
how to deal with an HP
computer’s “msconfig”
startup menu? I have
tried for several months
trying to eliminate some
of the programs that
start on startup. Some I
know I have to keep such
as my virus check, fire
wall, etc., but others
have no explanation as
to whether I need them
or not. It’s very frustrat
ing to delete some of
them, reboot and find
out later something is
not quite right, go back
and undo what I have
eliminated and start
over again. Is there any
way I can know for sure
what I don’t need? -
Computer Dummy
Dear CD:
First of all, the fact you
are using msconfig.exe to
adjust what your computer
runs at startup shows you
are far from a computer
dummy. MSConfig, as the
name suggests, is not an HP
program, but is a program
built into Microsoft
Windows. To use it, go to
your Start menu, choose
Run, and type msconfig.exe.
Click the Startup tab and
uncheck any programs you
know you don’t need run
ning. Some may not have
any information to tell you
what they are, but a good
rule of thumb is if they
won’t tell you what they are,
they can’t be that impor
tant. It allows you to decide
what programs Windows
will run when it starts, but
it is often difficult to know
what programs you need
and which you don’t. A great
place to check out what pro
grams are necessary and
which ones aren’t is

trial and error involved in
this, as you’ve discovered.
One last thing: Windows XP
Windows ME, and Win9B,
and Win9B Second Edition
are lucky to have MSConfig,
but for Windows 2000,

may seem simple, it really
isn’t as simple as it seems.
The computer uses rules
with can usually be modified
in the settings area of the
file sync program to decide
which files are the ones to
keep or which ones are OK
to delete. My favorite pro
grams for folder synchro
nization is Laplink at
www.laplink.com because
it’s easy to setup and you
have the option of seeing
what files are going to be
deleted or written over
before it does it. File Sync
1.0 is a free program that is
also highly rated at
www.download.com that
may also do the job, though
you may not be able to set as
many options as you can
with laplink. A quick search
on Download.com showed
