Police and animal control

Phelps said officers made

Officers checked the stor

found a dead puppy that
appeared to be neglected.
“There was feces all over
the floor,” Phelps said, and
“officers could smell the
dead, decaying flesh.”
People with animals,
Phelps said, need to keep
provide food water and
shade and keep up with
medical care.
“You need to take care of
them,” Phelps said. “This is
what happens when they
don’t. They are charged and
arrested for cruelty to ani
mals.”
