care what particular body
makes the decisions - they
just want to see that the
decisions are uniform and
consistent,” said Gilmour.
Gilmour presented a rec
ommendation that would
establish a planning com
mission made up of repre
sentatives of all four local
governments. All fees would
be collected and held by the
local governments and staff
would be provided by the
municipalities. The scope of
the commission would be
limited initially to annexa
tions, rezonings and com
prehensive planning amend
ments.
“Variances would be han
dled at the local level
because they would know
best what the local situation
was,” said Gilmour. “Items
such as subdivision reviews
would be handled locally as
well. This would not keep
local governments from hav
ing their own unique over
lay regulations such as a his
toric district.
“As the county continues
to grow, it will be more
important to oversee how
development affects neigh
boring jurisdictions,” said
Gilmour. “We need to be
able to address such issues
as transportation planning
and how major develop
ments will affect infrastruc
ture such as schools.”
Inconsistent regulations

to date, Perry has permitted
56 homes with a total value
of $6,536,137.
While single-family
dwelling permits in Warner
Robins stayed the same in
March and April, the 73 per
mits are down from the 79
issued in April 2004.
The average value of those
homes was up from
$104,002 in March at
$123,828 for April, which is
also up considerably from
$82,740 in April 2004. Year
to date, Warner Robins has
permitted 262 homes with a
total value of $29,931,725.
Centerville’s eight single
family housing permits in
April - same as March - is
almost half of the 15 issued
in April 2004. The average
value of those homes was up
from $198,345 in March at
$278,787 in April, which is
also up from April 2004’s
$169,666. Year to date,
Centerville has permitted 26
homes with a total value of

“Developers need a level
playing field,” he said.
“It would be good to have
a group in place who could
oversee the sensitive issues
and report back,” said
Warner Robins City
Councilman Terry Horton.
“It would be a good first
step. They would have no
legislative authority but
they could give advice.”
Horton said such a board
would be beneficial.
“A good example of how
much we need such a group
is when they built Bonaire
Middle School at a place
where there was no sewer
service,” he said. “They had
to haul waste out of there
for a long time before we
could get sewer service out
there. If we had had a group
like this in place then they
could have perhaps saved us
that trouble.”
Sanders said the county
needs an umbrella organiza
tion to handle planning and
zoning issues.
“This should be the num
ber one item on our agenda
at the next meeting,” he
said. “The staff should flesh
out the issues and come
back to us with something
to work with.”
Horton said he would like
to see a mission statement
drafted for such a group.

There were 12 manufac
tured home permits issued
countywide in April, as
there were in March - down
from the 20 in April 2004.
Of those 12, seven were
issued in unincorporated
Houston County and five in
Warner Robins, with none
in Perry or Centerville.
Year to date, 43 manufac
tured home permits have
been issued, but there were
no permits issued so far this
year for apartments. Warner
Robins was on the only
municipality to issue any
last year, with 312 total
units, including 264 in
October and 24 each in
September and March.
