Council lets water
system contract

The Warner Robins City
Council approved a
$478,462 contract with
Enercon Services of
Kennesaw to upgrade the
city’s water system.
City Utilities Engineer
Marianne Golmitz told the
council that the project was
initiated by security con
cerns brought on by 9/11.
“We did a vulnerability
assessment for the water
system and found a lot of
items that needed to be
addressed now and in the
future,” said Golmitz.
Half of the cost of the con
tract will come from the cur
rent year’s budget, with the
other half coming from the
2005-2006 budget.
“The current system is
outdated and obsolete,” said
Golmitz. “We cannot even
get anyone to come and
work on it.”
The project will set up
keypad entry to the treat
ment plants and will allow
remote monitoring of the
plants. It will also provide
for a mobile platform for
workers to monitor plant
activities without having to
be in the main control room
at all times.
The project would also
upgrade the electrical sys
tem at the main treatment
plant located behind Warner
Robins High School.
“Enercon offers a great
package - they offer a lot of
bang for the buck,” said
Golmitz.
“This is something that
has needed to be done ever
since I got here,” said Mayor
Donald Walker.
“This would bring us up to
where we need to be,” said
Golmitz.
“We are kind of under a
mandate from Homeland
Security to do this, but it is
also something that has
needed to be done for
years,” said Walker.

The motion passed unani
mously, with Walker and
Councilmen Terry Horton,
Matt Stone, and Steve
Smith voting in favor.
Councilmen Grady
Clements, Tom Simms and
Dean Cowart were absent.
The council also approved
the expenditure of more
than $60,000 to extend
water and sewer service to
the proposed new fire sta
tion at Lake Joy Road, and
surrounding subdivisions.
The council also approved
an ordinance calling for
trucks and school buses to
refrain from idling their
engines inside the city lim
its, although some members
were unsure of its potential
effectiveness.
“These people mean well
but some of those things you
can’t just turn them on and
off,” said Walker.
“Do we know scientifically
that it will be less polluting
to turn them on and off?”
asked Councilman Stone.
“We could accomplish a lot
more to decrease pollution
by lowering the speed limit
on trucks going through
Houston County,” said
Walker.
The council approved an
annual contract with Dooly
State Prison to provide two
inmate crews to do road
work in the city. The cost of
the contract will be $75,000.
The council approved low
ering the speed limit on
Russell Parkway between
Houston Lake Road and
Elaine Drive from 55 to 50.
Also, the council discussed
the site plan for a proposed
shopping center on Russell
Parkway as well as the sale
of surplus real estate located
off Corder Road behind the
Flash Foods.
