The Houston County
Commission said no to
closing off Elaine Drive
and delayed a decision on
an amended firearms ordi
nance.
At Tuesday’s three hour
session, the board also held
the first reading of a pro
posed countywide storm
water ordinance, and heard
some kind words about State
Rep. Larry O’Neal.
Residents of Elaine Drive
had been agitating for sever
al months to get their road
closed off so that it would
not be used as an access
to the Russell Parkway
Extension.
“There are people who are
abusing the speed limit on
Elaine Drive as we have asked
the sheriff to step up speed
limit enforcement there,”
said Commission Chair Ned
Sanders. “Hopefully this will
bring it to a conclusion as
opposed to putting up speed
bumps, stops signs or-in the
extreme-closing the road.”
Sanders opened the floor
to any commissioner who
wanted to make a motion on
the issue but no one chose
to do so.
“That road is .6 of a mile
long,” said Commissioner
Tom McMichael. “That is
too long to put up a gate or
have only one entrance.”
The commission then
decided not to take any
action on proposed amend

Young will be the keynote
speaker at Houston County
NAACP s Annual Freedom
Fund banquet to be held
on Friday, Nov. 18, 7 p.m.,
at the New Life Church of
Perry.
The event will recog
nize positive leadership in
the community and also
raise funds for the Youth
Awareness Scholarship
Program. The New Life
Church is located at 2089
Highway 41 South, behind
Carroll Printing in Perry.
Young is an ordained minis
ter, businessman and human
rights activist who was
named Ambassador to the
United Nations by President
Jimmy Carter in 1977. In
1994 President Clinton
appointed him to chair the
Southern Africa Enterprise
Development fund with the
goal of providing equity to
businesses in eleven south
ern African countries.
Young also served two
terms as mayor of Atlanta,
and is currently chairman
of Good Works International,
a specialty-consulting group
based in Atlanta that pro-

by the Association County
Commissioners of Georgia.
The award is given to law
makers who “have dem
onstrated distinguished
leadership and interest in
working with county gov
ernments for the benefit of
Georgia’s citizens.”
“I am humbled and flat
tered beyond belief by this
award,” said O’Neal. “I
accept it jointly with the
members of the Houston
County Commission and all
the employees of the coun
ty. I am proud to be a part
of Team Houston and if I do
anything good or honorable
in government it is due to
what I have learned from
these people.”
O’Neal was congratulat
ed by all of the members
of the commission whose

Chapman was last seen on Oct.
23, around 3 p.m. at 735 N. Houston
Road, Warner Robins, where she
reportedly left with her boyfriend,

of Perry a true picture of my plans.

I want to lead Council in looking ahead and planning for what’s coming
instead of reacting to what’s already here. We have a fine city mananger
and he and his staff do an outstanding job. They need a plan of action from
Council to work from. My leadership, along with Council’s vision, will
provide that action plan.

I want to lead Perry in a direction that will help our city successfully deal with
challenges both current and future while maintaining the small-town charm
we all love. Change, in the form of growth, is already here. Only a compre
hensive look at where we want Perry to be in 2,5, and 10 years will keep our
city from losing its small town appeal.
I want to privatize recreation. FALSE.
Recreation is an important component in Perry’s future, both as an outlet
for our children and as a selling-point to new industry. However, we have
no plan in place for enhancing our recreation program. Council and the
citizens of Perry must decide what direction recreation is to take
and it must be planned for in the City budget.

After 10 years on City Council, I am fully aware of the requirements
of the Mayor’s office. I would not have offered myself for the job had
I not thought I could be an effective Mayor.
As a City Councilman, I have been frustrated at the lack of leadership during
Council meetings, in agenda preparation, and our lack of a goal oriented
strategic plan with priorities for the future. I am offering to change
that style of leadership and use my professional training and
experience as a Councilman to lead Perry forward.
Our City’s future will benefit from pro-active leadership
I am offering to lead and I am able to lead our City into the

The commission dodged
the issue by voting to send
the question back to the
planning and zoning board
for review of the request to
change from a C-2 to a C-l
designation.
