Officials: Victims were killed before fire set
HOSCHTON (AP) The
four people who were found
dead in a house fire last
week were killed before the
fire was set.
An accelerant was used to
set the fire in an attempt to
cover up the killings, Glenn
Allen, spokesman for state
Fire Commissioner John
Oxendine, said Monday.
Officials would npt say
how the victims were killed,
but their deaths were classi
fied as homicides from evi
dence found during autop
sies. Officials initially said
the fire was accidental.
Also on Monday, police
continued to focus their
investigation on a man
witnesses said they saw
running from the burn
ing house. Police believe
someone drove the man to
Winder right after the fire
started, so they searched for
him there.

The city’s top administra
tor was arrested for driving
a golf cart while under the
influence of alcohol.
Police arrested city man
ager Bernard J. McMullen,
57, after a Friday concert.
McMullen was arrested
around 11 p.m. while carry
ing a glass of wine, accord
ing to a Peachtree City
police report. McMullen
blew a .104 on a portable
alcohol sensor at the scene
but refused to take a test on

He also was charged with
having an open container of
alcohol and possessing alco
hol in a park. McMullen was
released from the Fayette
County Jail on Saturday on
$3,338 bond.
Mayor Harold Logsdon
called the arrest an “unfortu
nate incident.” Logsdon said
McMullen will continue in
his job with one exception.
“I will assume direct
supervision of the Police
Department as we continue
through the budget pro
cess and until the case has
been adjudicated,” Logsdon
said in a written state
ment. “Bernie has always
performed his duties at city
manager in an exemplary
manner.”

Authorities were called to
the scene where a 9-year-old
child was found outside with
an ax in his face around 8:30
p.m. Monday, Fulton County
police spokesman Gary
Syblis said.
While on the scene, the
officer approached a man
who was acting suspiciously.
The man threw a tire at
the officer, breaking the
officer’s arm, Syblis said.
The man then came at the
officer, swinging a piece of
metal.
That’s when the officer
opened fire, shooting the
suspect three times, Syblis
said. The man died at a hos
pital.

OBITUARIES
JESSIE R. HAMILTON
WARNER ROBINS Jessie R. Hamilton, 93, passed
away Monday. Memorial services will be held at 11 a.m.
today at Westminster Presbyterian Church. Hamilton, a
native of Cape Girardeau, Mo., was the daughter of the late
John and Effie Alexander Reed and the widow of Kenneth
Hamilton. Survivors include her son Reed Hamilton and
grandsons Allen and Christopher Hamilton all of Peachtree
City.
Georgia students
lag on state tests

dents struggled with tougher
new statewide tests, with
thousands of eighth graders
headed to summer school to
see if they can boost their
scores enough to advance
to high school, according to
data released by the state
Department of Education on
Monday.
State Schools
Superintendent Kathy Cox
called some of the results
“hard to take.”
But she said the lackluster
results were inevitable as the
state implements a new cur
riculum and more challeng
ing tests.
“This year is a turning
point for us,” Cox said. “We
have a lot of work to do.”
Cox said one clear signal
sent by the tests is educators
need to place a more intense
focus on the middle grades.
Only 63 percent of seventh
graders and 61 percent of
sixth graders passed the new
science test. In math, just
62 percent of sixth graders
passed. In seventh grade,
math performance improved
as 81 percent of students
achieving a passing grade.
For some subjects and
grades, this is the first year
for tougher new Criterion
Referenced Competency
Tests. Cox said the 19 new
tests required a broader

poor test scores a key issue
in his defeat of Democratic
Gov. Roy Barnes in 2002. The
Republican has made edu
cation a centerpiece of his
re-election bid, pushing pro
posals this year to lower class
size and boost teacher pay.
The test scores fast became
a campaign issue on Monday
as one of Perdue’s would-be
Democratic challengers, Lt.
Gov. Mark Taylor, blamed the
scores on cuts he said the
governor has made to educa
tion funding.
“This is what happens
when you cut schools by more
than a billion dollars and you
do nothing about overcrowd
ed classes: our children suf
fer and test scores go down,”
Taylor spokesman Rick Dent
said.
Perdue campaign spokes
man Derrick Dickey respond
ed that “Democrats had 135
years to fix education in
Georgia and they failed.” He
accused Taylor of “throwing
money at the problem.”
A spokesman for Secretary
of State Cathy Cox, who also
is seeking the Democratic
nomination for governor and
is no relation to the schools
superintendent, called the
scores disappointing.
