Burke also noted that during statements Pannell made to police at the hospi tal, his story changed from “it was an accident” to “it’s my fault.” Burke and Hall noted Pannell’s mental condition. He was previously treated for depression and has been medicated with Haldol while in jail. Hall noted there is a his tory of bi-polar and schizo phrenia in his family, and he’d be treated for depres sion, with medication in Washington, D.C. Pannell was also wearing a yellow jumpsuit, which a jailer explained, “in his case, means an extra watch, in case he might harm him self.” Both families are from the Washington, D.C., area. Burke said the victim’s fam ily was told, “it may move quickly,” but could not be here until next week. He offered to delay sentencing , for the victim’s impact state ments, which Hall declined. Pannell’s mother and step father, Mr. and Mrs. Skelton, had a few minutes with him before he entered the court room before entering the guilty plea. On his way out, he said, “I love you Ma.” She answered, “I love you son,” then asked, apparently in shock, “what just hap pened?” Pannell was arrested at the hospital, on June 23, where he took Darlington after the shooting at their Ignico Drive apartment. Burke said the murder occurred “during some sort of altercation, the basis of which is known only to the defendant. “He shot Miss Darlington,” Burke said. “It was a single shot to the forehead. She suffered some abra sions, bruising and bumps on the head prior to being shot by the defendant. She would have had a black eye, had she survived,” he said. “Mr. Pannell’s acceptance of responsibility this quickly is unusual, but it does not diminish his horrible act,” Burke added. “Selicia was, by all accounts, a wonderful young lady with a promising career and life. Pannell’s act was purposeful and deadly. Pannell’s vicious act snuffed out her young life, for which he will pay the price for the remainder of his life.” Pannell had been on a domestic violence report on May 24 in Bibb County.
