Conduct giving rise to said seizure
was as follows:
Said property:
a. was directly or indirectly used or in
tended for use to facilitate a violation
of the Georgia Controlled Sub
stances Act, O.C.G.A. § 16-13-30,
more specifically, the possession,
distribution, sale, or delivery of
marijuana, cocaine, methamphetam-
ine, and benzocaine.
b. was found in close proximity to
said marijuana, cocaine,
methamphetamine, and benzocaine;
or
c. represents proceeds derived or
realized from said violation(s) of the
Georgia Controlled Substances Act.
On 04-15-2014 Officers from the
Dunwoody Police Department re
sponded to the Two Blocks Apart
ments regarding abandoned narcot
ics in an empty storage unit that was
found by maintenance staff conduct
ing an audit of the storage units.
Upon further investigation of the
abandoned property Officers located
mail with the name of ++Rodderick
Morrison++. Two Blocks employees
advised the Officers that Morrison
lives in apartment 3314.
Officers made contact with Morrison
in the hallway near his apartment and
he gave them consent to search his
apartment and his assigned storage
unit. Residual amounts of Marijuana
and drug paraphernalia were located
in the apartment. Morrison advised
the officers that he drives silver 2000
Honda Accord (GA AZZ8058) and it
was parked in the parking deck. Of
ficers conducted a free air search
around the vehicle with a K9. The K9
alerted for narcotics and Officers se
cured the vehicle.
On 04-17-14 Dunwoody Officers se
cured a Search Warrant for the
vehicle. During the course of the
search Officers located cash and nar
cotics in the center console of the
vehicle.
Morrison was charged with Violation
of the Georgia Controlled Sub
stances Act. The marijuana, cocaine,
methamphetamine, and benzocaine
are subject to forfeiture pursuant to
O.C.G.A. § 16-13-49(d)(1). The cur
rency is subject to forfeiture pursuant
to O.C.G.A. § 16-13-49(d)(2). The
vehicle is subject to forfeiture pursu
ant to O.C.G.A. § 16-13-49(d)(2),
(d)(3) and (d)(6).
Pursuant to O.C.G.A. § 16-13-
49(n)(3), any claim to the seized
property must be sent within thirty
days to the seizing law enforcement

stances Act, O.C.G.A. § 16-13-30,
more specifically, the possession,
distribution, sale, or delivery of
marijuana.
b. was found in close proximity to
said marijuana; or
c. represents proceeds derived or
realized from said violation(s) of the
Georgia Controlled Substances Act.
More specifically, on March 24, 2014,
Atlanta HIDTA Task Force Group 4
received information from the Estes
Trucking Company that one of their
drivers had been stopped at a check
point in Texas where a law enforce
ment K-9 alerted to the odor of illegal
narcotics and the truck was
searched. Estes Officials stated that
during the search a large amount of
marijuana was seized and their driver
was arrested. Upon the trucking com
pany Officials conducting an internal
investigation regarding the package,
they determined the sender had
shipped several other packages, one
of which was scheduled to make a
stop at the Estes Trucking- Ellen-
wood Distribution Center.
On March 24, 2014, members of the
Atlanta HIDTA Task Force Group 4
responded to the Distribution Center
and met with Estes Officials who in
formed the Task Force Investigators
that their policy authorizes them to
open any suspicious packages and
this package came under suspicion
due to the findings of their investiga
tion that was the result of the truck
search in Texas. Atlanta HIDTA Task
Force observed while Estes Officials
opened the wooden crate, which was
housing 10 bales of Marijuana that
was heavily wrapped and taped with
black tape and also covered with a
reddish fluid to mask the smell.
Upon being advised that the crate
was due to be picked up at the Distri
bution Center located in Athens, Ga.,
Atlanta HI DAT Task Force conduc
ted a controlled delivery of the
wooden crate containing the 10 bales
of Marijuana. Surveillance was set up
at 0730 hours at the Estes Distribu
tion Center in Athens, GA. and at ap
proximately 1630 hours surveillance
observed a Chevrolet Silverado
pickup truck pull into the lot. Estes
Officials contacted the surveillance
team and advised them that the male
subject was there to pick up the
crate. Estes Officials loaded the
package onto the rear of the bed of
the pickup truck, at which time the
driver left the location.
Mobile surveillance was set up on the
Silverado where it was observed ar
riving at the local mall where the
driver, who was later identified as
++Letan Wong++, made contact with
a silver Mercedes Benz, occupied by
two (2) males, in the parking lot of the
mall. After a brief conversation, the
two vehicles left the mall together:
Chevy Silverado followed by the Sil
ver Mercedes Benz. Mobile surveil
lance followed the vehicles to 1981
