Conduct giving rise to said seizure
was as follows:
Said property:
a. was directly or indirectly used or in

of crack cocaine out of the driver’s
side window during a vehicle pursuit
with Georgia State Patrol(GSP). In
vestigator Jones and Investigator
Beach of the DeKalb County Fugitive
Unit was conducting surveillance on
Wright on Arlington Circle, Atlanta.
Wright was wanted on DeKalb Arrest
Warrant #96CR5244 for Probation Vi
olation, False Imprisonment and
Armed Robbery. Wright left the Ar
lington Circle residence and entered
a white Chevy Impala; he was the
only occupant. Investigator Jones
and Beach traveled behind Wright,
until a uniform car could join and con
duct a traffic stop. Investigator Beach
requested APD and GSP. GSP ar
rived and approached Wright on I-20
East near Glenwood Ave. in unincor
porated DeKalb County.
Georgia State Patrol units 845 and
842 traveled directly behind and next
to Wright on I-20. Wright exited on
Flat Shoals Road. Georgia State
Patrol activated emergency equip
ment just before Wright took the right
off of Flat Shoals Road. He immedi

blue lights and siren were activated.
Investigator Beach advised dispatch

Georgia State Patrol conducted a pit
maneuver of the Chevy. Wright’s
vehicle came to a rest on the dead

Patrol M. Allen and D. Allen did a
vehicle assault of Wright's Chevy at
979 Paoli Ave. Investigator S.
Daniels and V. Jones assisted.
Wright was removed from the vehicle
and taken into custody.
GSP M. Allen advised that he ob

of the driver side during the pursuit
on Paoli Ave. GSP M. Allen located
the bag, which was a clear plastic
baggie containing chunks of a chalky
substance. The bag was on the road
way close to the curb. Investigator
Beach walked from the dead street of
Paoli where Wright vehicle was
grounded, and observed the plastic
baggie on the roadway with pieces of
a chalky substance. Investigator
Beach suspect the substance was
crack cocaine, based on my training
and experience in the DeKalb County
Police Dept. Narcotics Unit. Investig
ator Beach field tested and weighed
the substance. The substance came
back positive for cocaine and
weighted 28.4 grams. Investigator
Jones conducted a pat down of
Wright, and located U.S. Currency in
side of his pants pocket. The U.S
.Currency was in denomination dollar
order. Investigator Beach placed the
U.S. Currency in a plastic property
bag and sealed.
Wright was arrested for trafficking co
caine, Fleeing or Attempting to Elude
a Police Officer and Reckless Driving.
Wright was lodged into DeKalb
County Jail. The evidence and un
determined amount of U.S. Currency
was placed in the DeKalb County
Sheriff’s Office property room. The
U.S. Currency was counted and de
posited at the bank and determined
to be $2,807.00.
Wright was charged with Violation of
the Georgia Controlled Substances
Act. The cocaine is subject to forfeit
ure pursuant to O.C.G.A. § 16-13-
49(d)(1). The currency is subject to
forfeiture pursuant to O.C.G.A. § 16-

Pursuant to O.C.G.A. § 16-13-49(n),
you are hereby notified that on May
29, 2014, the property described be
low was seized at I-20 West Bound at
Evans Mill Road, DeKalb County,
Georgia by Detective D. McBride of
the DeKalb County Police Depart
ment:
a. Approximately 70.5 grams of
marijuana; and
b. Approximately 14.5 xanax pills;
and
c. Approximately 41.9 grams of co
caine; and
d. Approximately 1.9 grams of crystal
methamphetamine; and
e. Two thousand eight hundred
eighty five dollars ($2,885.00) in U.S.
Currency.
Conduct giving rise to said seizure
was as follows:
Said property:
a. was directly or indirectly used or in
tended for use to facilitate a violation
of the Georgia Controlled Sub
stances Act, O.C.G.A. § 16-13-30,
more specifically, the possession,

crystal methamphetamine.
b. was found in close proximity to
said marijuana, Xanax pills, cocaine
and crystal methamphetamine; or
c. represents proceeds derived or
realized from said violation(s) of the
Georgia Controlled Substances Act.
More specifically, on May 29, 2014,
while conducting speed enforcement
on I-20 Westbound and Turner Hill
Rd, Officer Dunn of the DeKalb
County STAR Team observed a red
Dodge Charger traveling at a high
rate of speed in the number two
travel lane. Upon placing the patrol
laser on the vehicle, it registered the
vehicle to be traveling at a speed of
86 mph in a 65 mph marked zone.
Due to this infraction, the Officer con
ducted a traffic stop on the vehicle.
Upon making contact with the driver,
++Jarrod Slappy++, he was advised
the reason for the traffic stop and his
license was requested, at which time
Slappy acknowledged he was speed
ing, apologized and gave the Officer
his license. While Officer Dunn was
speaking to Slappy, he observed
there to be a very strong order of
Marijuana emitting from the interior of
the vehicle. Upon Officer Wright re
sponding to the traffic stop, Officer
Dunn inquired about the Marijuana
odor, at which time Slappy advised
he had a small amount of Marijuana
in the center console compartment.
After receiving permission from
Slappy to retrieve the Marijuana from
the vehicle, Officer Dunn went into
the center console where he did ob
served and retrieve a small bag of
marijuana. Also in the center console
was a loaded Taurus PT138 pistol.
Upon running the firearm on NCIC, it
advised that the firearm was stolen
out of the Georgia Perimeter College
Police Department on 1/10/2013.
Due to this stolen firearm, Slappy
was taken into custody. Upon con
ducting an inventory search of the
vehicle, the Officer opened the trunk
and in plain view He noticed an open
computer type bag containing two
large plastic bags of marijuana and a
small plastic bag containing Xanax
pills (2mg each). He noticed a can of
Gunk Fix a Flat next to a small plastic
bag containing several small green
baggies along with several larger
plastic bags. Upon checking the Fix a
Flat can, the Officer observed that
the can was able to be unscrewed at
the bottom. Upon opening the can,
He located three bags of cocaine and
one plastic bag of crystal
methamphetamine along with a small
digital scale disguised a cell phone.
They seized an undetermined
amount of US Currency which was
located in his front left pocket and
front right pocket, which were
bundled in separate stacks and rub
ber band together.
Slappy was arrested and transported
to DeKalb County Jail. The U.S. cur
rency was transported to BB&T Bank
where it was counted by an employ
ee and determined to be $2,885.00.
The currency was then deposited in
an account at the bank.
Slappy was charged with Violation of
the Georgia Controlled Substances
