Pursuant to O.C.G.A. § 16-13-49(n),
you are hereby notified that on May
29, 2014, the property described be
low was seized at I-20 West Bound at
Evans Mill Road, DeKalb County,
Georgia by Detective D. McBride of
the DeKalb County Police Depart
ment:
a. Approximately 70.5 grams of
marijuana; and
b. Approximately 14.5 xanax pills;
and
c. Approximately 41.9 grams of co
caine; and
d. Approximately 1.9 grams of crystal
methamphetamine; and
e. Two thousand eight hundred
eighty five dollars ($2,885.00) in U.S.
Currency.
Conduct giving rise to said seizure
was as follows:
Said property:
a. was directly or indirectly used or in
tended for use to facilitate a violation
of the Georgia Controlled Sub
stances Act, O.C.G.A. § 16-13-30,
more specifically, the possession,
distribution, sale, or delivery of
marijuana, Xanax pills, cocaine and
crystal methamphetamine.
b. was found in close proximity to
said marijuana, Xanax pills, cocaine
and crystal methamphetamine; or
c. represents proceeds derived or
realized from said violation(s) of the
Georgia Controlled Substances Act.
More specifically, on May 29, 2014,
while conducting speed enforcement
on I-20 Westbound and Turner Hill
Rd, Officer Dunn of the DeKalb
County STAR Team observed a red
Dodge Charger traveling at a high
rate of speed in the number two
travel lane. Upon placing the patrol
laser on the vehicle, it registered the
vehicle to be traveling at a speed of
86 mph in a 65 mph marked zone.
Due to this infraction, the Officer con
ducted a traffic stop on the vehicle.
Upon making contact with the driver,
++Jarrod Slappy++, he was advised
the reason for the traffic stop and his
license was requested, at which time
Slappy acknowledged he was speed
ing, apologized and gave the Officer
his license. While Officer Dunn was
speaking to Slappy, he observed
there to be a very strong order of
Marijuana emitting from the interior of
the vehicle. Upon Officer Wright re
sponding to the traffic stop, Officer
Dunn inquired about the Marijuana
odor, at which time Slappy advised
he had a small amount of Marijuana
in the center console compartment.
After receiving permission from
Slappy to retrieve the Marijuana from
the vehicle, Officer Dunn went into
the center console where he did ob
served and retrieve a small bag of
marijuana. Also in the center console
was a loaded Taurus PT138 pistol.
Upon running the firearm on NCIC, it
advised that the firearm was stolen
out of the Georgia Perimeter College
Police Department on 1/10/2013.
Due to this stolen firearm, Slappy
was taken into custody. Upon con
ducting an inventory search of the
vehicle, the Officer opened the trunk
and in plain view He noticed an open
computer type bag containing two
large plastic bags of marijuana and a
small plastic bag containing Xanax
pills (2mg each). He noticed a can of
Gunk Fix a Flat next to a small plastic
bag containing several small green
baggies along with several larger
plastic bags. Upon checking the Fix a
Flat can, the Officer observed that
the can was able to be unscrewed at
the bottom. Upon opening the can,
He located three bags of cocaine and
one plastic bag of crystal
methamphetamine along with a small
digital scale disguised a cell phone.
They seized an undetermined
amount of US Currency which was
located in his front left pocket and
front right pocket, which were
bundled in separate stacks and rub
ber band together.
Slappy was arrested and transported
to DeKalb County Jail. The U.S. cur
rency was transported to BB&T Bank
where it was counted by an employ
ee and determined to be $2,885.00.
The currency was then deposited in
an account at the bank.
Slappy was charged with Violation of
the Georgia Controlled Substances
Act. The marijuana, Xanax pills, co
caine and crystal methamphetamine
are subject to forfeiture pursuant to
O.C.G.A. § 16-13-49(d)(1). The cur
rency is subject to forfeiture pursuant
to O.C.G.A. § 16-13-49(d)(2) and
(d)(6).
Pursuant to O.C.G.A. § 16-13-
49(n)(3), any claim to the seized
property must be sent within thirty
days to the seizing law enforcement
agency AND to Deputy Chief Assist
ant District Attorney, Kenneth
Hutcherson, by certified mail, return

Conduct giving rise to said seizure
was as follows:
Said property:
a. was directly or indirectly used or in
tended for use to facilitate a violation
of the Georgia Controlled Sub
stances Act, O.C.G.A. § 16-13-30,
more specifically, the possession,
distribution, sale, or delivery of co
caine.
b. was found in close proximity to
said cocaine; or

realized from said violation(s) of the
Georgia Controlled Substances Act.
More specifically, on March 27, 2014,
while traveling north bound on the ac
cess road to Dawson Blvd. DeKalb
County Officer Viar observed a white
Nissan Xterra Run the stop sign at
Wood Parkway. Due to this infraction,
He conducted a traffic stop on the
vehicle and made contact with the
driver, who was identified as Juan
Guzman. I asked the driver for his li
cense and advised him why I had
stopped him. Guzman became very
nervous and began trembling and
stuttering. He was so distraught that
he could not talk.
Upon questioning Guzman regarding
where he was coming from, He could
not answer. He became even more
nervous to where he was unable to
even speak Spanish, his native lan
guage. Due to this suspicious behavi
or, Officer Viar deployed his K-9 to
conduct an open air sniff of the exter
ior of the vehicle. The K-9 alerted to
the driver’s side door of the vehicle.
K-9 BASA was allowed inside the
vehicle, where she alerted to the rear
seat near the driver's side of the
vehicle. Upon searching the vehicle
Officer Viar noticed that the rear
speaker box had been modified and
sealed and the rear of the speaker
box had two amplifiers mounted to
the back of the box with one amplifi
er being screwed into the box and the
other on the driver's side had no
screws; this was not normal. He took
the front plate off of the amplifier on
the driver's side. Once the amplifier
cover was removed He noticed that
there was two none factory wires (red
and purple) glued to a power wire in
side the amplifier. I traced the wires
and found that a hole was drilled
threw the amplifier into the rear of the
box. Upon powering up the purple
wire, a secret trap door on the rear of
the speaker box was activated. Once
the trap door was opened, it re
vealed a brick of 2.29 pounds of Co
caine.
Guzman was arrested and transpor
ted to DeKalb County Jail. The Nis
san Xterra was transported to the
DeKalb County Narcotic seizure lot.
Guzman was charged with Violation
of the Georgia Controlled Sub
stances Act. The cocaine is subject
to forfeiture pursuant to O.C.G.A. §
16-13-49(d)(1). The vehicle is sub
ject to forfeiture pursuant to O.C.G.A.
§ 16-13-49(d)(2), (d)(3) and (d)(6).
Pursuant to O.C.G.A. § 16-13-
49(n)(3), any claim to the seized

more specifically, the possession,
distribution, sale, or delivery of co
caine, crack cocaine, heroin and
marijuana.

said cocaine, crack cocaine, heroin
and marijuana; or
c. represents proceeds derived or
realized from said violation(s) of the
Georgia Controlled Substances Act.
During the month of March, 2014, the
DeKalb County Narcotics Unit re
ceived a complaint regarding illegal
narcotic transactions taking place at
1763 Meadowglades Drive, Decatur.
In an effort to investigate this com
plaint, on March 24, 2014, Narcotics
Det. McBride, along with other
DeKalb Narcotics Detectives set up
surveillance at the location, at which
time they observed multiple vehicles
come to the location and stay for a
very short period of time, activity that
is consistent with illegal drug activity.
To further the investigation, the De
tectives conducted “take- a ways,”
which resulted in the confiscation of
heroin and methamphetamine and
two (2) arrests (#14-028248 and #14-
028269).
Due to this evidence, a search war
rant was granted for the target loca
tion and on March 25, 2014, the
DeKalb County Narcotics Unit and
SWAT Team executed the search
warrant. Upon arriving to the location
to execute the search warrant, they
observed a male subject, who was
later identified as James Hindsman;
exit the target location where he was
then detained. Upon entering the loc
ation, they made contact with Harry
Williamson, who was in the kitchen,
and He was also detained. Upon
searching the location, they located
6.6 grams of Cocaine, which was loc
ated in the bathroom sink and the
dining room window frame, 11.4
grams of Crack Cocaine, which was
located in the bathroom sink. They
also located 5.2 grams of Marijuana,
located on the dining room table and
in a white sneaker in the den and 2.3
grams of Heroin, located on the din
ing room table.
Detectives seized two pistols and one
rifle, one of the pistols was stolen out
of Henry County. Detectives also
seized an undetermined amount of
U.S. currency, which was located in
Hindsman left front pants pocket, Wil
liamson’s left breast shirt pocket, in
side a locked safe in the den and in
side a black G-shock watch case in
the kitchen.
When the Detectives discovered the
large amount of U.S. currency in
Hindsman front left pocket they left
the money in his pocket until the in
vestigation matured. When William
son was arrested and placed in the
prison transport van, he did not have
any money on his person. However,
upon arriving at the DeKalb County
Jail, an undetermined amount of U.S.
Currency was located on Williamson;
it is believed that Hindsman gave a
portion of his money to Williamson.
++Williamson and Hindsman++
were arrested and transported to
DeKalb County Jail. The U.S. cur
rency was transported to BB&T Bank
where it was counted by an employ
ee and determined to be $6,166.00.
The currency was then deposited in
an account at the bank.
Williamson and Hindsman were
charged with Violation of the Georgia
Controlled Substances Act. The co
caine, crack cocaine, heroin and
marijuana are subject to forfeiture
pursuant to O.C.G.A. § 16-13-
49(d)(1). The currency is subject to
forfeiture pursuant to O.C.G.A. § 16-
13-49(d)(2).

c. One thousand seven hundred sixty
three dollars ($1,763.00) in U.S. Cur
rency.
Conduct giving rise to said seizure
was as follows:
Said property:

of the Georgia Controlled Sub

more specifically, the possession,

marijuana.

Officer Brown conducted a search of
the vehicle because of the smell of
marijuana and incident to arrest for
driving under the influence of alcohol.
Officer Brown discovered a multi
colored bag on the floor of the back
seat of the vehicle. Inside the bag,
contained a larger plastic freezer bag
which contained a larger amount of a
green leafy substance believed to be
marijuana. Officer Brown also loc
ated three additional plastic bags
containing a green leafy substance
believed to be marijuana under the
rear left passenger seat. Officer
Brown located 2 digital scales inside
of the vehicle. A purse was also loc
ated inside of the vehicle. The purse
contained cash totaling $1,119.00 in
U.S. Currency. The cash was in de
nomination consistent with illegal nar
cotic sales. A search of Buice’s per
son yielded cash in the amount of
$243.00 in U.S. Currency. A search
of Fallen’s person yielded cash in the
amount of $321.00 in U.S. Currency.
++Harper, Buice and Fallen++ were
charged with Violation of the Georgia
Controlled Substances Act. The
marijuana is subject to forfeiture pur
suant to O.C.G.A. § 16-13-49(d)(1).
The currency is subject to forfeiture
pursuant to O.C.G.A. § 16-13-
49(d)(2). The vehicle is subject to for
feiture pursuant to O.C.G.A. § 16-13-

Pursuant to O.C.G.A. § 16-13-49(n),
you are hereby notified that on March
26, 2014, the property described be
low was seized at 1491 Druid Valley
Drive, Apt. 1407-A, DeKalb County,
Georgia by Detective M.D. Crews of
the DeKalb County Police Depart
ment:
a. Approximately 71.7 grams of co
caine; and
b. Approximately 9.2 grams of
marijuana; and
c. Six hundred thirty eight dollars
($638.00) in U.S. Currency.
Conduct giving rise to said seizure
was as follows:
Said property:
a. was directly or indirectly used or in
tended for use to facilitate a violation
of the Georgia Controlled Sub
stances Act, O.C.G.A. § 16-13-30,
more specifically, the possession,
distribution, sale, or delivery of co
caine and marijuana.
b. was found in close proximity to
said cocaine and marijuana; or
c. represents proceeds derived or
realized from said violation(s) of the
Georgia Controlled Substances Act.
During the month of March, 2014,
Detective Crews was informed by a
concerned citizen that an individual
by the alias of “A1” was involved in il
legal Cocaine distribution. The con
cerned citizen was able to provide
Detective Crews with a cell phone
number for the subject
and upon the Detective observing the
number, He was able to immediately
identify it to be the cell phone num
ber for a subject he knows as Joshua
Wayne Nutt whom he had come in
contact with back in November, 2013,
when Nutt contacted Crews about be
ing a cooperative witness for a an ar
rest of Nutt for Possession of Co
caine at 2810 Lawrenceville Hwy,
Tucker. However, Nutt never made
good on his promise and failed to
communicate further with Detective
Crews.
Several days after getting this com
plaint, Detective Crews, acting in an
undercover capacity, sent a text mes
sage to Nutt, at phone number 404-
287-7328, which initiated a purchase
for powder cocaine. Nutt responded
to the text message, first wanting to
know how Crews got his number and
then taking Detective Crews order for
a “ball of white girl” which is the street
term for 1/8th of an ounce of powder
cocaine. Nutt informed Detective
Crews that the price would be either
$150 or $190 and that he would be
up and working in about an hour.
About an hour later, Nutt called the
Detective and informed him that he
was ready to conduct the transaction.
Nutt instructed Detective Crews to
meet him in the parking lot of apart
ment complex at 1491 Druid Valley
Dr., The Park at Briarcliff Apartments.
Nutt instructed Detective Crews to
enter the complex, make the first
right turn, park and then call him. De
tective Crews did as Nutt had instruc
ted and upon arriving at the desig
nated location, made the phone call
to Nutt who, a short time later, was
observed emerging from apartment
1407-A. Nutt entered the passenger
side of the undercover vehicle, at
which time he handed Detective
Crews a plastic baggy containing 4.4
grams of Cocaine; and after weigh
ing the drugs, Detective Crews gave
Nutt $170.00 derived from the
DeKalb County Investigative Fund.
On March 26, 2014, based on this
evidence, Detective Crews was gran
ted a search warrant for 1407 Druid
Valley Dr., Apt A. He called Nutt and
requested to purchase another
1/8th of an ounce of cocaine from
him. They arranged to conduct the
transaction at the same location and
in the same manner as they did be
fore. Upon arriving at the location,
Detective Crews contacted Nutt, as
he did before, at which time Nutt
came out the target location and
entered the undercover vehicle, at
which time he gave Detective Crews
a plastic bag containing the Cocaine
and Crews in return gave him
$140.00, as Nutt requested, which
was derived from the DeKalb County
Investigative Fund. Upon Nutt exiting
the vehicle He was approached by
SWAT at which time He attempted to
flee on foot, but was apprehended
after a short foot chase. Upon ex
ecuting the search warrant, they
made contact with and detained Car-
lene Hill, who was inside bedroom
#1. Upon searching the location they
located 71.7 grams of Cocaine, which
was located individually packaged sit
ting on the living room table, inside of
and behind the dresser in bedroom
#1. They also located 9.2 grams of
Marijuana, which was located in the
dresser drawer in bedroom #1. They
seized an undetermined amount of
USC, which was located in Nutt’s
front right pant pocket
++Nutt and Hill++ were arrested and
transported to DeKalb County Jail.
The U.S. currency was transported to
BB&T Bank where it was counted by
an employee and determined to be
$638.00. The currency was then de
posited in an account at the bank
Nutt was charged with Violation of
the Georgia Controlled Substances
Act. The cocaine and marijuana are
subject to forfeiture pursuant to
O.C.G.A. § 16-13-49(d)(1). The cur
rency is subject to forfeiture pursuant
