Projects.
The City Schools of Decatur (“CSD”)
is embarking on a major Capital Im
provement Program over the next five
plus years. As part of this program, a
need for both Temporary and Per
manent Modular Instructional and
Support Buildings has arisen. All
Grades levels, K-12, will be affected
by the growth CSD is projected to ex
perience over this period of time. This
will require that Temporary Modular
Buildings be placed at identified cam
puses as a means to provide Instruc
tional and Support spaces for the stu
dents and faculty. In addition, CSD
wishes to evaluate the manufactur
ing and installation of Permanent
Modular Buildings as a means of
meeting the need in the K-5 grades.
Therefore, CSD is seeking a Modular
Construction Management / Design
Build / Manufacturing (CM/DB/M) firm
and/or team to assist in evaluating
each of these (temporary versus per
manent) options, identifying lease
versus purchase options, then provid
ing necessary construction manage
ment, design build, manufacturing,
and installation of these Modular
buildings as decided upon by CSD.
CSD is going to evaluate CM/DB/M
teams or firms based on their Propos
als to select up to two firms or teams.

2. A MANDATORY pre-submission
conference to respond to any ques
tions related to the RFP will be held
on Tuesday, December 16, 2014 at
11:00 A.M., E.S.T. at CSD Central
Office - PLC, 125 Electric Avenue,
Decatur, Georgia 30030.

4. The Owner reserves the right to re-
ject any and all proposals, to waive
any technicalities or informalities and
to create a short list of firms or teams
who will provide presentations of their
proposals based on the qualifica
tions determined in writing to be the
most advantageous to the Owner and
taking into account the evaluation
factors set forth in the RFP.

through the Community Develop
ment Block Grant (CDBG Program of
the U.S. Department of Housing and
Urban Development HUD). The Sec
tion 3 Plan in Exhibit 2 must be com
pleted and submitted with Bid docu
ments. Failure to fully complete and
submit the Section 3 Plan will result
in the Bid being rejected as non-re-

The City Schools of Decatur (“CSD”
or “Owner”) is embarking on its COPs
Capital Improvement Program (“Pro
gram”). As part of this Program, de
molition, construction, renovation or
modification will occur at the Renfroe
Middle School. The following is
provided to assist Construction Man
ager (“CM”) firms in determining if
they have the necessary project ex
perience to submit a proposal and be
considered for this CSD Program.
The Renfroe Middle School project is
a Construction Manager at Risk deliv
ery method.
SCOPE:
GENERAL SCOPE OF SERVICES.
Includes complete CM Pre Construc
tion services; cost management;
schedule management; low voltage
coordination with design team and
purchase /installation, fixtures, fur
niture, & equipment coordination with
design team and purchase /installa
tion, coordination with CSD’s special
inspections / material testing consult
ing teams; CSD Board and com
munity meetings and presentations;
coordination with design team to util
ize Building Information Modeling
(Revit) process during Pre-Construc
tion, Submittal, and As-Built BIM
Model development, assistance with
submissions to GA DOE; permitting
to all Authorities Having Jurisdiction,
including, but not limited to, Decatur
Building Inspections, Planning & Zon
ing and Fire Marshall; full Construc
tion Management and Post Construc
tion services.
RENFROE MIDDLE SCHOOL. In
cludes the complete construction of
new classrooms, kitchen, media cen
ter, support spaces, utility infrastruc
ture and parking. Includes redevelop
ment of the existing parking / drop off
areas. Storm water utilities and reten
tion systems will need to be re
worked and additional capacity ad
ded as necessary.
