Notice is hereby given in compliance
with Georgia Code 22-2-109 and 32-
3-5 that the Georgia Department of
Transportation has approved the Loc
ation and Design of this project.
The date of location and design ap
proval is: June 30, 2016.
The City of Clarkston is seeking to
implement streetscape improve
ments that will ultimately revitalize
the downtown and surrounding areas
within the City limits. The roadway
corridors identified for improvement
include E. Ponce De Leon Avenue
(from I-285 to Market Street), Market
Street (from N. Indian Creek to Row
land Road), Rowland Street (from
Market Street to Norman Road) and
Norman Road (from Church Street to
the City Limits). This project located
100% in DeKalb County and Con
gressional District 4 and is within
Land District 18.
The purpose of the project is to en
hance vehicular, pedestrian and bi
cycle safety along major roadways in
the City. Street furnishings to include
decorative signage, arbors, planters,
benches and trash receptacles are
planned enhancements throughout
this projects limits. Articulated cross
walks with handicapped ramps in ad
dition to improved signalization at in
tersections, improved MARTA bus
stop access, articulated pedestrian
cross walks and mast arm lighting will
be incorporated into this project.
E. Ponce De Leon Avenue
E. Ponce De Leon Avenue is planned
to include a short landscaped medi
an at the approach to I-285 while
maintaining a three lane section.
Sidewalks will be enhanced and land
scape planting will be added between
I-285 and Mell Avenue between N.
Indian Creek Road and Market
Street, sidewalk and landscape im
provements will be added to the north
side of the roadway. Decorative fen
cing is planned along the entire
length of the railroad ROW along the
south side of E. Ponce De Leon Av
enue.
Market Street
Market Street east of the CSX rail
road (added) is planned to include a
lane reduction to three lanes, this will
allow for the addition of a dedicated
8’ cycle track on the south side of the
road. The cycle track will be separ
ated by a 4’ raised median. The north
side of the roadway will include the
addition of a 5’ sidewalk. Bulb outs
with pedestrian safety zones are
planned at the intersections with E.
Ponce De Leon Avenue, Vaughn
Street and N. Indian Creek Road.
Landscape planting is planned along
both sides of Market Street. The in
tersection with N. Indian Creek Road
is planned to include a bio-swale for
storm water detention. An enhanced
crosswalk is planned at the intersec
tion crossing of the CSX railroad. A
10’ sidewalk is planned at the rail
road crossing on the south side only.
Rowland Street
Rowland Street is planned to main
tain the two lane section. A 5’ side
walk is planned on the eastern side
of the roadway and a 5’ bicycle lane
is planned on the western side of the
road to function as a link from the
current multi-use trail at the intersec
tion with Norman Road to the pro
posed cycle track on Market Street.
Milling and overlay of Rowland Street
is planned to include replacement of
broken granite header curbing with
concrete header curb.
Norman Road
Norman road is planned to maintain
the two lane section with bicycle
lanes along both sides of the road
way. Sidewalk is planned to be
widened from 4 feet to 5 feet along
the western side. Three “ease-
abouts” or small narrow landscaped
medians are planned to slow traffic.
Norman Road is planned for full
depth pavement reclamation up to
the dam. Milling and overlay is
planned for the roadway located on
top of the dam. A boardwalk parallel
to the southern edge of the roadway
and below the dam is planned to
provide an accessible route to Milam
Park and a relocated fishing pier.
This project is proposed to be con
structed in two phases. Clear and vis
ible signage will be placed during
construction to make nearby resid
ents, business owners and custom
ers aware of active construction, any
detours and/or any closures.

SPECIAL ELECTION
NOTICE IS HEREBY GIVEN that on
November 8,2016, an election will be
held in all of the election districts of
DeKalb County, at which time there
will be submitted to the qualified
voters of DeKalb County for their de
termination the question of whether
or not to amend the ++homestead
exemption++ pursuant to the Act 264,
House Bill 596.
The ballots to be used at such elec
tion shall have written or printed
