The United States as Peace-maker:
From an unquestioned source it has become
known that a hot message has gone
from Washington to each of the Central
American governments. This warns
them that the first overt act will call

and Mexico to preserve the peace of Central
America, in accordance with the protocol
which resulted in the organization
of the peace tribunal at Cartago, Co'sta
Rica. Ever since last July, when a
revolution was averted in Honduras and
that country accused Salvador and Guatemala
before the peace tribunal, there has
been unrest in those countries.
More Anti-Japanese Legislation: Montana
legislators continue to fly in the
face of the President. Norton, of Silver
Bow, has introduced a bill providing for
the segregation of Japanese and Chinese
children from the public schools of the
State, while Clayberg has given notice
of a bill which provides hereafter that no
alien shall own or be in possession of
lands in tills State.
Saloons Ahead in New Orleans: Judge
Cretien, of the criminal district court of
New Orleans, La., handed down a decision
last week on the Gay-Shattuck law
which was a victory for the saloon men,
the court holding that the law is not re
troactive, and not being retroactive it is
for the city council to decide as to the
manner of measurement of the law which
became effective January 1 to prohibit
the location of saloons and liquor establishments
within 300 feet of churches and
schools. The attorney-general holds that
the law applies to old as well ah newlyestablished
places, while the city attorney
contends that only new ones are affected
thereby. The State will take an appeal
to the Supreme Court.
An Extradition Treaty With H6nduras:
Advices by steamer report that the Honduran
Congress has passed, by unani
mous vote, a bill confirming the action
of the Honduran minister at Washington
in making an extradition treaty with the
Tinited States. The treaty has been
made retroactive, so that, with the exception
of certain persons the criminal
population of the country will be subject
to arrest and extradition. Many of
the fugitives have already taken their
departure to avoid capture.
Interstate Shipments of Liquor: The
House of Representatives last week passed
the Humphrey bill, regulating the interstate
shipment of intoxicating liquors,
Speaker Cannon taking the floor in advocacy
of the measure. This bill is the
same as the Knox bill, which has passed
the Senate, and forbids the transmission
of liquors in interstate commerce unless
it is consigned to bona fide consignees
and unless the package Is plainly marked
wun tne^name or the consignee and with
the contents indicated on the outside of
the package. C. O. D. shipments of liquors
are strictly forbidden. This measure
was placed as an amendment in the
penal code bill. The Anti-Saloon League
made a very strong fight to stop the shipment
of liquors into "dry" States. Its
fight has been dargely based on an effort
to prevent C. O. D. shipments to'fictitious
names.
