Perpetual Franchise Not Binding: The
supreme count has decided a case of farreaahing
importance to all public service
corporations holding franchises from
municipalities. Some time ago the city
council of Des Moines, Iowa, ordered the
Des Moines Street Railway Comnanv to
tear up its tracks because of a dispute
with Ithe city in which the railway coml>any
claimed to have a perpetual franchise.
The company resisted the order
and obtained an injunction from the
United States circuit court of Iowa. The
case was appealed by the city council to
the United States supreme court, which
dismissed the bill. This leaves the city
council free to tear up the tracks of tfie
street railway company If it chooses to
do so, thus destroying its claims to a
perpetual franchise.
A Three-cent fare in Mississippi: The
Mississippi railroad commission has
decided to let passenger rates in the
state remain at three cents. A formidable
array of railway officials and
legal representatives appeared at the
session of the commission, accompanied
by representatives of the leading boards
of trade and commercial organizations of
tthe state, who joined in an earnest
protest not to disturb existing conditions.
More than 50,000 names are attached to
petitions sent in to the commission.

Another Black-hand Murder: Pioggio
Puocio, a schoolmate and lite-long friend
of Detective Petroslno, ivas shot and killed
in the hallway of his home last week by
an agent of the secret blackmailing
society, which was responsible for the
assassination of Petroslno in Palermo,
Italy. Pitccio was a leader in the funeral
arrangements and the plans for the
benefit of Petrosino's widow. Repeatedly,
the police say, Puccio had been
wanned that he would meet a similar fate
if he did not cease his activities. Just
before the funeral, it was said, he received
a card bearing the emblem of the
secret society. '"This is the last warning,"
the card read "If you don't stop
we'll stop you."
H. H. Rogers, vice-president of the
Standard Oil Company and the predominant
personality in the great corporation
and all its allied interests, died

killed him about a year ago in his office
lit the Standard Oil building at 26 Broadway,
had apparently recovered altogether
and continued to attend to his manifold
business affairs up to the day before his
death.
Prison and Fines for Leaders of a
Trust: In the United States court last
week at Savannah, Ga., Judge W. B.
Sheppard pronounced sentences upon the
men convicted of conspiracy in conducting
a naval stores trust. The sentences imposed
were fines of from $2,000 to $5,000,
and for Mr. Shotter and Mr. Myers terms
in the Chatham county jail. Judge Sheppard
imposing the punishment upon
them because they toad been before the
court two years ago, entering pleas of
guilty. The sentences were no more
severe than many anticipated they would
be, nor were they as fight as some looked
for.
To Stop Massacres for Religion: A
new religious fetwa will be issued by the
Sheik-Ul-lslam, head of the Mahamme
den church, which will have for its
purpose the checking of the fanaticism
In Asiatic Turkey. The fetwa i3 in the
form of a circular letter addressed to tiho
religious teachers of the faith. It denies
that the new constitution of Turkey and
the Young Turk regime infringes upon
the divine law, and it urges teachers and
priests to teach in favor of the constitution
which will regenerate Turkey. The
letter also urges tolerance to non-Mohamnedans,
thus giving a check to religious
massacres.
