State School Commissiouer Glenn has
issued a circular to the county school
commissioners of Georgia, apprising
them of the fact that the third quarterly
payment of teachers will be delayed tem
porarily. The circular follows:
‘•My Dear Sir; As you have bgen
previously advised, the third quarterly
payment to the teachers cannot be made
as promptly as usual, for the reason that
there is no money in the state treasury.
We cannot pay for the worke done dur
ing the third quarter until the money
comes in from the counties. It will
probably be about the middle of No -
vember before we can send out the
checks. In the meantime, it will be
necessary for the county school commis
sioners to send in their quarterly item
ized statements as usual. Let this be
done as promptly as possible after the
first of October.
“An eSort is being made in some quar
ters to influence the legislature to repeal
the law appropriating $400,000 addi
tional to the school fund of the state.
“I mention the matter in order to
have you see your representative in per
son and ask him to take a firm stand for
the children and the public school sys
tem of his state. If you think it proper j
to do so, have the board of education of |
your county to meet and pass resolutions
respectfully asking the legislature not to
disturb the appropriation as it now
Stands. The .action of your board will
unquestionably have great weight in case
a serious fight should be made in the leg
islature.
“There is ao doubt In iny mind that
the legislature intended that this
$400,000 should be available on the Ist
of January. 1898. But as the law was
framed, it cannot now be collected
until the fall of ’9B. However, the
appropriation meapt for ’9B will be
made to include the $400,000, and the
counties will get the first and second
quarterly payments as usual on this
basis, and the third quarterly pay
ment will probably be delayed, as
has been the case this year, until the
tax money can come in from the coun
ties.
“The legislature at its next session
will have to fix the school term for
next year. I would be very glad to
have an expression from yourself and
your board’ of education as to the
length of the school term—should it
be five, six or seven months?
“Before the appropriation for ’9B is
made we ought to have a new school
census taken. Some of the counties
have more than doubled their school
population since ’93, and yet we are
distributing the money on the census
of 1893. It is very important, that the
legislature should provide in the
early days of its session for a new cen
sus, to be taken during November and
the early part of December. If this is
done it will give ample time to get in

Old Rumor That Dissolution*® Probable, Is
Started.
The Chattanooga Times has gotten
out its montnly rumor in regard to the
dissolution of the Southern and the Ala
bama Great Southern. This time it is
to the effect that the old Queen and
Crescent route from Cincinnati to New
Orleans will be resumed. The Times
says:
• ‘Recently there has been a revival of
the rumor that the old Queen and Cres
cent route would be reorganized and
that the through business would be put
on the same basis as of old. Whether
there is anything in the story or uot
could not be learned yesterday, as there
are no officials in this city authorized
to speak on the matter. The report, it
seems, comes from certain railroad
offices, not parts of the Southern sys
tem, and may grow out of the fact that
the Southern railway Is gathering up
its rolling stock now in use on the Ala
bama Great Southern for the purpose
of accounting and for repairs.
“Nothing could possibly be gained by
the proposed ‘reorganization, ’ as very
close traffic arrangements already exist
between the roads interested and un
less all the roads in the “route’ ’ should
pass under one management, either by
lease or purchase, very little benefit
could come in addition to what is
realized under the present arrange
medts. The rumor is therefore regarded
by those who were seen yesterday con
nected with the Southern as not at all
likely or practicable. ’’
The railroad men of Birmingham
look upon it as the same old canard
which has been denied time and again.

Chattanooga, Sept. B.—Mrs. Mary
Ann Devoe, from the Saud mountains
of Alabama, passed through this city
with her husband for Cincinnati, sup
posedly to enter a museum. Mrs. De
voe wore an iron gray beard and heavy
moustache, the beard being at least 12
inches in length. This was the first
time she had ever been on the cars and
-he attracted great attention.

Mr. McNamara Favor* the Adoption of the
Plan by Georgia.
When asked if while in the chaingang
he had been able to read anything about
the best solution of Georgia’s convict
problem, he said:

than the penal island.
“I think your legislature could not do
anything better than to purchase an
island, and locate your state penitentia
ry on it. You could then substitute sol
itary confinment. and abolish the whip
ping strap. The indeterminate sentence
could be established, and no prisoner
discharged until he, or she, is reformed.
“In my travels around the world I
have noticed that the state of Maine
has its penitentiary off the coast on
Fox island. I think they have about
800 convicts.
‘ ‘ln Massachusett they call it send
ing you down the bay, when yon com
mit a crime, because the penitentiary
is located on Deer island. They have
one of the finest market gardens in
the world. All Canadian convicts are
worked on a penal island. Blackwell’s
island on which New York’s mis
demeanor convicts are worked is the
largest in the world. Everybody
knows how England has adopted the
penal island plans.

Seriou* Charges Agalnat Directors of the
North Carol Lua Railway.
Raleigh. Sept. &—A second hearing
was held at Salisbury before Special
Master Kerr Oraige touching the ques
tion as to whether or not there was
fraud on the part of the directors in the
recent releasing of the North Carolina
railroad to cue Southern railway. There
were eminent counsel ou both sides
and strong attempts made to establish
legal fraud.
The most striking feature' probably of
the evidence was the production, by ex-
Judge Avery, of the minutes of the
board wherein, as alleged, vouchers are
established showing the use of $2,000
for lease buyiug purposes.
Another minute, it was said, author
ized President Alexander to briug the
board to Raleigh during the session of
the legislature at the expense of the
North Caroliua railroad.

Atlanta, Sept. 8. General Long
street, major general in the confederate
army, ex-Uuited States minister to Tur
key and prospective commissioner of
railroads to succeed General Wade
Hampton, was married at the executive
mansion on Peachtree street at 3:30 p.
m. to Miss Ellen Dortch, assistant li
brarian for the state of Georgia.
Governor and Mrs. Atkinson had is
sued a limited number of invitations to
state officials and intimate friends of
the bride and groom. These formed a
distinguished party, which tilled the
“blue room” Os the mansion, where the
ceremony was performed. The Rev.
Father Schadeweli of the Church of the
Immaculate Conception officiated.
Judge J. E. Gaston, mayor of Gaines
ville. General Longstreet’s home, was
best man and the bride entered on the
Am of Governor Atkinson, who gave
her away, jn the absence of her brother,
who is in Texas.
General and Mrs. Longstreet will
•pend two weeks at Porter Springs, Ga.,
after which they will return to Atlanta,
where Mrs. Longstreet will resume her
duties at the state library. It is under
stood that she will not retire from the
race for the librariansiiip, which she
entered several months ago.
A striking coincidence was supplied
iu the fact that the wedding day was
the anniversary of the battle of Melina
del Rey in the Mexican war, where
General Longstreet won his title as
major.
Telegrams of congratulation are pour
ing in from all sources, aud several (
handsome presents have been sent in
care of Governor Atkinson.

since September, 1893 V by 13 minutes.
The St. Louis and the St. Paul now
hold the best Southampton records, the
former having the eastward record and
the latter the- westward. This is a tri
umph iu shipbuilding, for not only do
the St. Louis- and. St. Paul float the
stars aud stripes, but they were both

Mail, owned by the South Bend Homing
club, and the other Pedro, who bro-e
the world’s record by flying from New
Orleans to Mish iwaku. a distance of 1,000

two birds will race against each other
from New Orleans to South Bend for a
purse aud the championship aud great
interest is being taken in the event.

Madrid, Sept. B.—Owing to the lack
of accord among the members of the
courtmartial who tried Barril, the an
archist who, last Friday, attempted to
assassinate the chief and assistant chief
of police of Barcelona, the captain gen
eral has decided to commute the sen
tence imposed on the prisoner and his
case will be presented to the supreme
military tribunal, with the probability
that the original sentence imposed upon
him of 49 years’ imprisonment will be
maintained.
