man in this story as told by the Savan

There is a young man in j*il in
Savannah on a charge of vagrancy who
has seen better days. His feet have
been crossed under the tnahogony of
some of the most splendid jdining rooms
in the south. He was at one time one
of the readiest young fellows at repartee
to be found anywhere, and with a jolly
crowd of bright young students at the
University of Georgia, he has many a
time proved the shining light, whether
upon the polished floor of a ball room,
around the festal board of a banquet
hall or whether yet serenading beneath
the windows of the proverbial “maids
of Athens. 1 ’ noted for their beauty and
heir countless feminine charms. This
young man, as he appears today, would
make his former friends and comrades
shudder at the very sight of him. His
clothes are threadbare, his shoes are
more like sandals, bis hat has turned
ashen with the color of the dust it has
absorbed. A stubby beard has grown
over his face which once was the envy
of every young man in college, so
handsome, so clear cut in facial out
line, as to have often entitled him to
the praises of the feminine circles as
though he might have been a Greek
god.
There are many young men in Savan
nah, who know him well. There are
those here iu the highest ranks of so
ciety who have been in carriages with
him many a night going New Year’s
calling, or escorting young ladies to
germans and balls—young ladies who
were scions of the best established
families in Georgia. There are young
men in Savannah today prominent in
the business, as well as he social circle,
who have stood side by side with him
when they were young men playing
their guitarsor banjos and listening in
open-mouth wonder at his clear, sweet,
rich tenor voice, which was the envy’
of all the boys who formed the college
glee clubs. These same young men have
listened to his eloquent voice many a
time after dinner when he simply
startled his company with bis eloquence
and put to flight the onslaughts of the
wittiest of wits.
And yet this young man slept last
night on a dingy jail blanket spread
upon the dusty floor of a prison, and
the charge was —no crime, no felony,
no diabolical act. but simply vagrancy.
What a medley of life and light there
is here! What a strange mixture of sun
shine and shadow! How jolly and bright
was his nature .then—how clouded and
dark now! How eager once were the
fairest of young women to claim his
hand for a waltz on the most splendid
ball-room floors opened to revelers any
where! How sweet were his songs when
with the college troubadours used to
gather under the jessamine vines and
the magnolia trees and sing for the
gratification of beautiful young girls!
How did he fall? In the language of
Mr. Kipling, “that is another question.”
Nobody knows. Humor of love affairs,
engagements, disappointments—that is
all! Who would dare go behind such
rumors, knowing the parties involved?
This young man was arrested yester-,
day on a charge of vagrancy, and will
be tried before Judge Norwood. It has
been several years since he was him
self. Since that time he has been noth
ing better than a tramp, begging his
way in life, and yet he has rich rela
tives In Athens he has a sister married
to the president of a bank, and the

richest man in the town. The other day
he was given a ticket to go to Athens,
and he claims he went as far as Guyton,
when he got off the train to go to a
drug store to buy morphine, to which
drug he has become aviotm, lost his
train and came back to Savannah. The
next thing on the programme will be
his trial for vagrancy. He is not ac
cased of having committed any crime.
There is no moral turpitude in the
charge against him—simply on the
town. Surely it was for such cases that
old Bobbie Burns, the great poet of the
heart, wrote:
“Then gently scan your brother man.
Still gentler sister woman;
Though they may gang a kennin* wrang,
To step aside is human.”

APPEALS FOR ASSISTANCE.
Tennessee** striking Cual 'lliters Are lu a
Mont Pitiable Condition.
Chattanooga, Sept. 8. —Representa-
tives of the striking miners in upper
East Tennessee are in Chattanooga beg,
ging for aid for their brethren. The
men asking for assistance say that the
condition of the strikers and their fami
lies at stations along the Cincinnati
Southern road in East Tennessee and
Kentucky is indeed pitiable. They de
ciare that hundreds of families are with
out decent clothing, aud that men,
women and children are suffering for
the necessities of existence.
They say there is no prospect for a
settlement of the strike, which has been
going ou since May 1, the strikers, tuey
deciare, being willing to suffer hunger
and privation rather than work for the
low scale of wages offered by the opera
tors. At Paint Rock, Tenn., where
several of the men are employed, they
say that the strikers will be evicted
during the next few days from the com
pany houses and then indeed a pitiable
condition of affairs will exist.
The strikers suffer most at Helen
wood. Paint Rock, Strunks Laue, Bar
ron Forks aud G.en Alary. The condi
tion of tilings at' Jeiiico is said to be
little better. The Chattanooga mer
ants and laboring men are responding
generously to the appeals for help and
are doing much to relieve the suffering.

Bloody Battle at a llarbecno.
Decatur. Ala., Sept. B.—At a place
in Limestone county called Cash Point,
whilp a big barbecue was in progress, a
three-cornered fight took place between
two brothers named Edwards and Dan
iel White and Philip Carter. The broth
ers and Carter met by appointment to
settle an old feud and at once began
firing. When their 6-shooters had
been exhausted they clinched aud fought
like tigers with dirk knives. As the
result oue of the men lay dead in the
road and the other two are desperately
wounded and cannot live. ■
Labor Co.igreas at Birmingham.
Birmingham, Englund, Sept. B.—The
tradesuuion congress resumed their ses
sions here with President Evans in the
chair. Tne latter, in his annual ad
dress, referred to the engineers’ strike.
It was certain, he said, that the strug
gle would be prolonged and that the
men would have to appeal for help from
tradeuuiouists throughout the country.
Help, he continued, must be given, for
under no circumstances could they al
low the eiiL'ineers to be defeated. The
delegates then unanimously adopted a.
resolution p.edging moral aud financial
aid to the strikers.

Thirty Spanish Soldiers Killed by Yellow
Fever During the Pant Week.
Washington, Sept. B.—ln his last re
port to the surgeon general of the ma
rine hospital service Sanitary Inspector
Bruuuer of Havana complains of the
number of j>ersons who apply for cer
tificates to go to the United but
are not admissable under the regula
tions. He gives the following illustra
tion:
“I found one family who applied for
certificates to go to Tampa, Fla., bear
ing papers which stated that they were
born in the province of Piuar del Rio,
aud 011 being questioned stated that
they had lived iu the country all their
lives until two years ago, when they
came to the city. They had never had
yeilow fever. When told that they
could riot go to Tampa they left the
office only to return a few days later,
bearing an official statement that they
were born in the city of Havana aud
had resided here for some time. They
were again rejected, when a physician’s
certificate was furnished that he bad
attended them during an attack of yel
low fever. They were then rejected
for the third nine. This is but one of
similar cases and is described to demon
strate the difficulty of the work here,
the persistency of the people here to
transgress our sanitary laws and the
facility wi h which persons can get
official papers to suit the requirements
of the occasion.”
Dr. Bruuuer says yellow fever has in
creased slightly over the week previous.
Os the 31 deaths recorded, but one oc
curred among the civilians, the others
being amo g the Spanish soldiers The
deaths from enteric and pernicious fe
vers, has steadily increased each week.
The inspector at Santiago de Cuba says
he has been informed of the existence
of beriberi at Guantanamo and wiil in
vestigate.

A Suicide at nnatj.
Cincinnati, Sept. B.—-The body of an
unknown man, who had committed
suicide by shooting, was found in the
grounds of the palatial Clifton resi
dence of O. J. Wilson. There were
sensational developments ia tne at
tempts to identify the body. It was
once identified as that of 0. M. Charu
ley of Chicago, the defaulting secretary
of the board of aid for colleges, again as
Charles Ogle of Rising Sun, Ind., but
neither of these identifications were
correct. The b >dy is still at the morgue
unidentified. The suicide is a non
resident and a man of prominence.

Negro Women Use ’l lielr Rai.ra
Columbia. S. C., Sept. 8. - Negro
women had a terrible fight with razors
on a plantation in Laurens county.
Henrietta Sullivan was set upon by
Alary Poole and another negro. The
Poole woman claimed that. Henrietta,
who had just been married, cut her out
of Sullivan, who first paid her court.
The bride was slashed and gashed in a
horrible manner by the other negroes,
who were like maddened furies. She
died instantly. The murderesses were
arrested.

Eureka, Cai., Sept. B.—News by the
Steamer National City from St. Michaels
corroborates all that has been said of
the prospects for short rations in the
goid diggings of the upper river during
the winter. The steamer, which con
nected with the river steamer X J.
Healey at the mouth of the river,
brought three passengers. One of these
is J. A. Ralston of 214 McAllister street,
San Francisco. He says there is gold
and lots of it in'the Klondike, but it is
generally still in the ground.
It is believed that claims now located
could turn out 5'J tons this winter if the
scarcity of food did not prevent full
operations. He gives a r >ugh guess
that the Klondike is good for $250,009,-
000 before petering out.
Six thousand men iu the mines and
about the city is the estimated number
there at present and the supplies are in
sufficient for this number. There is
whisky, beer aud all kinds of liquor in
profusion, he says, but their p.aces
cou.d have been better filled ou the
steamers with flour. It is not that the
men iu the country have no money to
buy, supplies but the stocks in store are
inadequate.
Ou the way down the river from
Dawson City, which place the steamer
Healey left Aug. 14, the steamer Weare
was found hard fast on a bar. She was
passed 011 Aug. 16, being about 1,200
miles from the mouth of the river. The
boat had been on the bar for 20 days
and the Healey laid alongside, took off
her passengers, some of the freight and
then proceeded oti the way, leaving the
unfortunate boat hard and fast aground,
■with small chances of getting off before
the river closes.
E Leonard says the Weare had ou
board 150 passengers and about $1,500,-
000 in treasure. This was transferred
to the Healey and taken to St. Mich
aels. A considerable amount of this
will arrive iu San Francisco ou the Ex
celsior. When asked why he returned
Leonard said:
“I t'ouna I had to get out or starve.
There .are about 4,000 men in Dawson
and not more than a third of them have
work. If you have not a stock of grub
you cannot get work at any price. I
had provisions for three months and no
one wanted me. I had enough to work
my own claim until spring, so I sold
my stock at a good figure aud will wait
until spring.
"Jim Dunsmuir, the Eldorado king,
has $30,000 worth of provisions ordered
for some months, but has not been able
to obtain more than a fifth of it then
with the cash up in advance. Those
coming out, however, did not bring all
their clean-ups with them.”
Leonard recites numerous instances
of men who had cleaned up from $50,-
000 to SIOO,OOO, but had taken away
barely a third of that. The men say
that they made nothing except wages
at sls a day for a month or so.
F. Lamb of Portland is authority for
the statement that over 50 men have
already died of scurvy this summer.
