found Governor Atkinson’s views as
to the shooting 'of the postmaster at
Hogansville says the Athens Banner.
In casting over in our mind the va
rious views and positions which have
been taken by those in authority,
since the events which have brought
about sectional and political estrange
ment between the north and south,
and Which directly concerns the in
tegrity and self-respect of the South
ern people, nothing before has been
so well said or is at all comparable to
the 'utterances and counter-charges
contained in the interview with Geor
gia’s present chief executive.
Governor Atkinson'while upholding
that respect which all should show to
governmental authority; while con
demning in unmistakable terms the
criminality of the act perpetrated at
Hogansville, at the same time echoing
the universal condemnation whidb
the act has met with on the part of
the whole people of Georgia, yet he
in a bold, honest, candid and straight
forward manner has told the truth

cause he knew the appointment would
be offensive to this people, and it was
made because -it would be offensive
and with the intent and purpose of
humiliating them.
President McKinley and the post
master-general may rant and cant as
much as they please, but they will
never be able to deceive the intelli
gence of a fair minded people with
their hypocritical professions of love
for their “brothers in black,” or their
pretended loyalty to the supremacy of
law and justice. They know, full
well, that the appointment of igno
rant and incompetent -negroes to fill
positions of importance and responsi
bility in the south, is insulting and
offensive to Southern people, and
which outrage they would not dare at
tempt in the north and with their
own kith and kind. This appoint
ment at Hogansville like the appoint
ment of negroes elsewhere in the
south was done, and has been done
purely for partisan purposes, expect
ing and intending thereby to give in
sult and produce conflict in the south
and should such not be the result they
would be sorely disappointed. This
policy on the part of the Republicans
is not so much to keep alive and in
line a republican party in the south,
fir the negroes are naturally republi
cans and will continue to be, but it
is done for the purpose of conflict,
thus to fire the northern mind and
keep alive the sectional hate and an
tagonism towards the south. This
and nothing more is the object and
policy of the republican party, in ap
pointing negroes to office in the south

Mother.
Mother, How much that small
word embraces! What toying memo
ries it recalls. The first word that
childish lips learn to utter, and the
last word of the brave soldier dying
for his country on the field of battle,
is “Mother.” How comforting when
sick or dying to have mother or her
.memory near, and cool loving and
soothing hand laid on your feverish

The writer writes from experience.
For few under the age of 21 years of
age fully realize and appreciate the
depth of mother love. But, sad to
relate, 'tie when grim death closes
eyes forever that they begin to rea
lize their great loss. As the fresh dug
grave receives all that is mortal of
mother, then, oh. then! What lone
liness and desolation seizes the strong
est. 1
But, alas! 'tie to late. Those lov
ing arms will unfold no more and
those lipa are forever silent. Then
only God can comfort. Then boys
and girls love that mother who so
faithfully loved and cared for you.
Bring not her gray hairs in sorrow to
the grave, but do all possible to fur
ther her happiness and make her feel
that she has not Ibved in vain. For
no where will you find the equal of
mother.
No matter how reckless, dissipated,
and apparently heartless, that boy
may seem in his worst moments,
what is it, that will cause him to think
or consider. It is that sweetest of
words in his memory, Mother.

The drouth now prevailing throughout
northern Georgia is really more serious
than the average person, not a farmer,
imagines.
Late crops of every description are lit
erally ruined. The jobbing and* com
mission houses are receiving numbers of
letters eveiy day from farmers a'l over
the surrounding section, stating the rav
ages of the diouth.
Part of the clay pea and cow pea crop
has matured and is being gathered for
market, but at least one-half of the crop,
yet green and on the vine, will be a
failure.
As a result of the brisk demand, and
shortage of the crop, clay and cow peas
are starting off this year at a very high
price. They bring $1 per bushel now
and are likely to go much higher. They
are very hard to get.

for United States senator against Mar
cus Hanna, the incumbent, has arrived
from Washington and will remain here
till after the November election. Mr.

The Georgia Women’s Federation off
Clubs will convene in Rome November
Ist and continue through the 3rd.
The ladies here are preparing to give
the large number of distinguished guests
who will be present a most cordial re
ception.
It is expected that a good many of the
member’s husbands will be present.
The ladies here hope that the gentlemen
of Rome will assist them in the enter
tainment of the guests.

the court house will be used for holding
all the lessions.

will be tendered the visitors will be a
special evening at Shorter College. The
best talent of that splendid institution
will contribute to make the event a

County Game Association has a very
serious evil to suppress and one that has
heretofore escaped proper attention. It
is the praotioe certain person have of
coaxing and detaining valuable dogs
that stray from the owners vvhile out on
a hunt. The evil has became a serious
one in this section, and owners of valu
able dogs have had to pay from $5 to sls
to persons who have thus detained their

without suspecting any trickery.
The evil is hard to remedy because
the common law does not recognize in a
proper manner property in dogs thus
held or stolen. And yet,, the supreme
court of the United States fully recog
nizes dogs as property in cases where
they are killed by railroads. The su
preme court of New York and Arkan
sas, as well as several other states, have
decided that dogs are property, and per
sons destroying the same are liable in
damage to the value of the dog killed. ,
But the supreme court of Georgia
takes an entirely different view of the
matter, and has decided that even rail
roads are not liable for dogs killed by
trains. South Georgia and Florida,
especially in the winter season, are full
of valuable dogs brought in by visiting
sportsmen or those residing in the south,
and the evil complained of has become
so open faced as to demand a remedy of
some kind. Game associations can se
cure the names of persons engaged in
Rhus detaining valuable dogs and publish
[them to the world, if no harsher meas
ures can be adopted under the law.

KILLED TBE HORSE.
Because He Sbowad Unmlatakable Signs of
Hydrophobia.
Mr. Robert McGinnis, of Stilesboro,
had a fine horse killed Wednesday on
account of the animal showing unmis
takable evid°nce of hydrophobia, says
the Cartersville News. The horse was
bitten about a month ago by a dog sup
posed at the time to be mad, Tuesday
night the horse commenced cutting up
curious capers, which continued until
shot the next day. Although not ordi
narily vicions the horse would make
terrific lunges at every one who came
near his way. He would kick and paw
the earth in the most vicious manner,
and he snapped with his teeth at any
thing or anybody that came within
reach. To have come in range of the
animal meant certain death, and afrer
consultation with the local physicians,
Mr. McGinnis concluded to kill the ani
mal and accordingly Mr. Tom Haney
shot him.
