Russian Blouses—Capes and Jackets.
Bright colors predominate, and gowns
for autumn wear show striking com
binations of tints. There are gowns
■which are loaded with braiding, frills
and furbelows, and there are gowns
severely plain, without even a button
in sight. The absolutely plain gowns,
of course, are tailor.made. Strappings,
braidings and applique are prominent
features in trimmed gowns.
Sleeves are smaller, but as yet have
mot exceeded the bounds of comfort. One

skirts are suggested. ‘ Some of the im
ported models show as many as three
flounces or deep ruffles on the skirt.
Coats are cut longer. Blouse and pouch
bodices are in high favor at the present
moment, and there is a fancy for fas
tening these at the side. Blouses with
little basques are much .worn. The Rus
sian blouse is quite fashionable.
Fashion’s caterers have been diligent
in procuring any amount of coats, jack
ets and capes for chilly autumn weather.
Some of the newest coats are double
breasted, reach the waist and have
turned down collars of velvet. The old
Scotch capes made in tweeds, with fancy
tartan linings, still have a hood, but
are brought up higher in the neck and
are fuller than of yore. Indeed, this in
creased fullness is a characteristic in
nearly all the capes which descend be
low the waist line. A great many fine
cloth ones are lined throughout with
handsome brocades and very liberally
trimmed with braiding.
Circular cloaks are,without doubt, the
most practically comfortable for wear
ing when it rains, if only provision can
be made for the protection of the arm.
And this has been met by cape sleeves,

Coming back to the subject of dresses,
there are some exceedingly elaborate
effects gained with the blouse bodices.
,In illustration may be cited a blouse
waist decorated with a velvet bolero set
off with fancy galloon and lace frillings.
Equally attractive is a dress with blouse
bodice and enhanced with tippets,
slashed front and back, with graduated
tabbed epaulets.
The new models in millinery are for
the most part round, not very high, but
broad, recalling a highly ornamented
berretta. A curious notion is that in
many cases the velvet has been gath
ered and then the stitches removed, so
that it has the appearance of being puck
ered, for the lines remain just as if the
threads were there.

are well to the fore. Three shades ap
pear in most of the examples, and terry
effects are asserting themselves in many
ways, both in ribbons and fabrics em
ployed in millinery. Striped velvets
and silk plaids in bright colors are to
be employed, too, and a good many
stripes. Chenille will figure largely in
ornamentation and sequins.

ARBI SUBGEONS VIEWS,
A Mau Who Has Had Experience Says it
* Can't Live in Thia Section.
Paint Rock, Ala., Sept. 25, 1897.
To The Chattanooga Times:
There seems to be a perfect mania
among the people upon the subject of
yellow fever. It would seem from the
interest manifested by the different
cities that the disease was infectious or
contagious. But the experience of the
past fails to sustain such a conclusion.
la Bombay, Calcutta and other warm
climates where it is conducive to J con
tagion or infection, there has never
been a case of yellow fever so far as my
knowledge extends. •
It was long classed as a higher or
more malignant form of bilious or re
mittent fever, but autopsic inspection
has long since exploded that theory, and
it is now considered to be a disease of
bacterial origin.
But while this is true, it is also true
that the disease is taken by breathing
the atmosphere in localities where the
first cause exists, and whatever that
cause or condition may be, whether
malarial or bacterial, it must exist to
produce the disease, and the idea of a
man exposed in New Orleans or else
where carrying the disease to a distant
locality and spreading it is perfectly
preposterous in its very conception.
It might be possible that air from a
yellow fever district might be trans
ported in a car to a distant city that
was under bad sanitary regulations and
develop yellow fever of a mild or
sporadic type; but if your city was in a
good, healthy, sanitary condition a
thousand persons exposed in New Or
leans to the disease might come to your
city and from their exposure in that
city take the disease and be treated
there without exposing a single person
in your city to the disease.

CARE OF A BICYCLE.
Bow to Prolong the Existence of Yoea
Mount.
The life of a bicycle depends in great
measure upon the amount of care be
stowed upon it, and the very best ma
chine will soon deteriorate and wear
out if neglected by its owner, while the
careful wheelwoman will be rewarded
for her trouble by the prolonged exist
ence of her mount. Following are some
helpful directions from an English au
thority : First comes cleanliness, and it
is impossible to pay too great attention
to this matter. When a machine comes
home wet and dirty, it should be at
tended to immediately, not put away
for a more convenient season, when the
mud will have caked and rust set in.
The spokes and enameled parts of the
machine should be wiped with a damp
sponge, then dried, the nickel plating
rubbed with a dry cloth or’ chamois
leather and the axles and joints care
fully cleansed. Many and varied are the
brushes sold for this purpose, but a rag
is all that is strictly necessary. Indeed,
the whole art of cleaning machinery, as
practiced in machine factories, consists
in friction with rags. If a brush is pre
ferred, an aged toothbrush is as good as
anything you can buy. A little paraffin
oil rubbed over dirty parts is excellent
for cleansing and brightening them, but
care must be taken that it, or any other
oil, does not get upon the tires, as it is
most injurious to India rubber. For pol
ishing nickel plating, metal polish may
be used. It is surprising what an ac
cumulation of dirt manages to find its
way into “dustproof” gear cases. Even
the best machines require an occasional
cleaning, and every four or five months
the chain should be removed from the
gear case, thoroughly cleaned with par
affin, then soaked in thick oil—a messy
and unpleasant job. The saddle is a
simple matter. A little vaseline or
leather paste rubbed in occasionally
will prevent the leather from becoming
hard and cracking.
For lubricating the machine a thin oil,
and one that does not set, must be al
ways used. Oil such as is used for
guns is excellent, besides a variety of
useful oils to be had at any cycle shop,
while vaseline is most effective for the
head of the machine. A little of this
rubbed upon the nickel plating pre
serves it from tarnish and keeps it in
good order. It should always be applied
before a long journey or if the machine
is put by for any length of time. Many
wheelwomen err on the side of too
much oil. As a rule, a small quantity
of oil for every 100 miles ridden amply
suffices, but if the machine has been out
in Wet weather a little oil should al
ways be applied. Once a season the
bearings should be examined, as they
require adjustment, and a thorough in
side cleaning should take place. <
Every bicycle is worthy of a stand.
Every wheelwoman who values her tires
and wishes to clean her machine in
comfort should have one. If a special
room is set apart for cycles, wooden
racks can be placed against the wall for
a very small cost. Machines should
never, if possible, be relegated tp out
house or stable; damp is most injurious
to their constitutions, and their dwell
ing place must be perfectly dry. When
machines are laidiby for any length of
time, the tires must on no account be
deflated, as cracks will ensue with de
plorable consequences. The tires should
be left nearly full of air, the bearings
oiled, and the outer parts of the ma
chine covered with vaseline.
