Much Ado About a Dog.
Mrs. Robert McCormick of Chicago
takes on the St. Louis a dog weighing
ten pounds, which she purchased in
Paris for $250 and which has been the
subject of grave diplomatic negotiations
between the United States embassador,
Colonel John Hay, and the British gov
ernment. The British authorities recent
ly inaugurated the strictest quarantine
against foreign dogs, and Mra McCor
mick was forbidden to import her Paris
purchase. Thereupon she appealed to
the United States embassador, who in
turn communicated with the British
foreign office. After an exchange of por
tentous missives the signature of a cab
inet minister was obtained to a permit
for the dog to land on condition that it_
was not taken to any public place. Ac
cordingly the animal obtained asylum
at the United States embassy and has
been under the guardianship of a clerk,
. Mr. Hodson, during the last few days.

The most perplexing difficulty fol
lowing the death of George M. Pullman
will be the disposal or distribution of
the $25,000,000 surplus which his pal
ace car company was able to heap up
even in the midst of as hard times a$
this country ever knew. This fact stands
to show the enormous profit made by
the Pullman company.- Thousands of
the worthiest, cleanest and most refined
people in this land, who could pay a
moderate price for sleeping cars and
comfortable day coaches, must travel
with the unpleasant herd in order ta
make a $25,000,000 profit for a com
pany that is puzzled what to do with
it. In our humble way we would like
to be permitted to venture a suggestion.
It is that the Pullman Car company use
a part of its $25,000,000 surplus ta
raise the wage of its colored porters ta
a living figure and relieve the traveling
public from their direct support Then
let some more of the $25,000,000 sur
plus be used to pay for printing soma
notices to be tacked in each car stating
that the company does not permit itJ
porters to receive fees. Finally let this
painful and troublesome surplus be kepi
down by fixing rates for the palace and
sleeping cars at such price that those
nice common people whom Lincoln said
the Lord showed his regard for by mak
ing so many of them can avail* them
•elves of said car service.

The hunting season opened in Georgia
Monday.
Rome sportsmen had been waiting eag
erly several weeks for the time to arrive.
Yesterday afternoon scores went out of
the city to kill quail.
It is said that the woods and old fields
are full of the birds, and not a few of
those who went out yesterday returned
last night with long strings of quail, to
reward them.
‘Quail on toast’ will be found at all the
restaurants now, and there is ' no edible
more popular with the public.
This is the second year under the new law
on the subject of gunning and it is prob
able that the hunters will fine game plen
tiful in the woods. For a time it was
thought that game would in this state
be killed off entirely and the legisla
ture was asked to pass laws for the pro
tection of the birds.
Accordingly last year the legislature
enacted a bill changing the laws so as to
allow the birds two months more of
grace. The law formally was that bo
one could hunt or trap game or birds
of any kind in the state of Georgia be
tween April Ist and October Ist.
In the petition which was circulated
among tbe h.nnters, it was stated that
daring the month es October the
birds are so young and small that it is
a simple and easy matter to kill them,
and even after they have been bagged
they are too small to eat. The legis
lature agreed with this opinion on the
part of the sportsmen and therefore
changed the subject.
It is now a violation of the law to
hunt game in this state or to sell game
that has been killed in this state be
tween the months of March and No
vember of any year, Tbe hunters
who have been in tbe woods this 'fall
claim that there is no dearth of birds
and that the start given them will en
able them to elude tbe pot huuter and
tbe email boy, these two productions
being the worst enemies of the birds.
The woods and fields are quiet now,
but next week they will be alive with
the sportsmen. Tbe smell of gunpow
der will be on the autumn leaves and
the sound of the shot will be beard as
they go whistling through tbe air.
The sportsmen of this state have no
organized order, but there is a mutual
understanding between them dnd
other measures will in tbe future be
presented to tbe legislature asking for
the protection of birds. The sports
men are the sworn enemies of the pot
hunter, and tbe new measures, when
they are asked for. will, of course, be
directed against him,

Atlanta, Nov. 3. The committee
appointed by the Georgia Bar associa
tion at their meeting at Warm Springs
last July, to draw up several bills foi
the legislature changing the present
criminal statutes, has completed its
work. The bills have been formulated
and they are now in the hands ot Rep
resentative Slaton of Fultou county,
who will iutroduce the same in the next
few days.
The measures make several materia)

German and Czech .students, arising
out of tbe recent difficulties in the
reichsrath, have occurred at various
points. At Graz six Germans have
been seriously wounded, and 20 have
been wounded at Prague. At Bruenn
there have been similar collisions, with
serious results to combatants.. Numer

the court of inquiry. Captain L. A.

martial. - The record and findings of
the court have reached the war depart
ment, and it is said the recommenda
tion is for a courrmartial.
Mercantile Trade In Mex'oo,
Washington. Nov. 1. —Consul Burke,
at Chihuahua. Mex., in a report to the
state department, says that the mercan
tile business there is in the hands of the
German and French traders. There has
been a failing off in imports, the great
est decline being in cotton textiles, due
to the establishment of cotton mills.
The importation of woolen manufac
tures, and ice have also decreased.

The prospects for crops in Argentina
are splendid and there is every indica
tion that the yield of wheat will be
very large. In view of this fact no
North American wheat is being pur
chased here. That which is being de
livered was bought before it became
known that the wheat crop here would
be so large.
