invited to Mett in Atlanta to Discuss
Currency Reform
RESOLUTIONS THAT WERE ADOPTED
The Idea is to Take the Banking Business
Out of Politics-Government to -Go Out
of the Banking Business.
An invitation . has been extended to
the bankers of the south by the Atlanta
Clearing House association to meet in
Atlanta December 15, for the purpose of
organizing for the discussion of currency
reform.
The following resolutions state the
object of the meetings:
The Resolutions.
•‘Believing that the time has come for
southern bankers to successfully de
mand better banking facilities from the
congress of the United States, we, the
bankers of Atlanta, constituting the
Atlant* Clearing House association,
hereby invite the bankers of the south
to meet us in convention on December
15, 1897, for the purpose of originating
and perfecting plans for the accomplish
ment of suoh currency reformation as
will—
“1. Take the banking business out of
politics.
••2. Take the government out of thtf
banking business* ,
“3. Avoid the expense and danger
always attendant upon flat money is
sues.
• '4. To demonstrate to the world that
the credit of the United States is as high
as that of any other nation.
“5. To demonstrate that our meas
ure of value beit-g definitely determined
and permanently established hundreds
of millions of dollars from abroad and
at home will seek investment here,
‘ 6. To keep every dollar of our cur
rency good enough to pass current in
every land.
“7. To increase the amount of gold
and silver in circulation among all our
people abroad.
• ‘B. To give smaller towns the advan
tage of better banking facilities, so that
every honest man will have meted out
to him the credit he is entitled to.
■‘9. To give producers of every kind
and in every section ample currency at
reasonable rates of interest to handle
and hold their crops of manufactures
until they desire to dispose of them.
“10. To give lower and equalized
rates of interest throughout the United
States.
“11. To reduce our eight different
kinds of money to only two—specie and
bank notes.
•‘ 12. To protect note holders and de
positors under a just and equitable Fed
eial law and supervision.
“13. To make all banks equal under
any law of the United States providing
for banks of issue.
‘•l4. To prevent bank panics and cur
rency famines,
“Resolved, That it is the sense of
this association that each state of the
south should join in the agitation for
the accomplishment of the above result,
that southern state send two dele
gates to Washington to work for this
* *and under the direction of the organiza
tion of southern bankers now proposed*
with the American Bankers’ associa
tion, and such other financial organiza
tions as are seeking a readjustment of
our national finances and currency re
forms. ’ ’

ing here the minister of marine, Ad
miral Bfcrmejo, presented the request
of the governor of the island of Fer
nando Po. the Spanish penal settlement
on the west qoast of Africa, for more
warthips to guard that place. Premier
Sagasta read telegrams from Havana
ano from various towns of Spain con
gratulating the government upon the
issuance of the autonomy decision. It
is understood that the Oarlists will not
take any action until Don Carlos, the
to the throne, has replied to
a message sent to him at Vienna, rela
tive to the political situation.

LEGISLATORS HELD VP.
Dickerson Committee H»d to fShell Out
to Train Crew.
There is a good story going the rounds
in Atlanta and one which goes to show
that the science of train-robbing is a
progressive one. The Dickerson com
mittee of the house has just returned
from the inspection of a convict camp
in the vicinity of the Okeefeenokee
swamp.
The committee consisted of Represent
atives Henderson of DeKalb, Boynton of
Calhoun, Ennis of Floyd, Thomas of
Ware, Burwell of Hancock. Craig of
Bibb, Sell of Jackson, McKee of Daw
im, Bowden of Habersham, Bond of
Madison, Cannon of Rockdale, Cook of
Oconee, Duncan of Lee. Oaks of White
and several attaches of the house, among
whom was.F, Z. Curry, a clerk to the
generally judiciary committee.
The committee, after leaving Atlanta,
had debarked at Boulogne. The camp
was distant about twenty-six miles.
They took a train over a little line of
railroad owned by the Brooks brothers,
and which had been built merely for
the purpose of reaching the camp. They
made the journey without anything of
moment occurring on the trip and spent
the day at the camp. They had been in
vited to use the train. When the time
came for their return they found them
selves provided with a box oar without
seats and the twenty members braced
themselves against the walls of the oar
and made themselves as comfortable as
possible under the disagreeable circum
stances. After the train had proceeded
thirteen or fourteen miles on th trip
and had reached a point midway be
tween the camp and Boulogne, in the
heart of the veritable wilderness, the
train suddenly stopped and the firemen,
engineer and conductor came back to
the car and demanded $1.50 from each
passenger. The members of the commit
tee at first refused to pay and made the
air blue with denunciation of the out
rage.
The crew insisted upon the payment
and threatened to leave the ear stand
in the woods unless the forty dollars
was forthcoming. Nobody in the
party had a weapon, and what was
worse, nobody knew how to run the
engine, otherwise the crew would have
been overpowered and the train moved
on. The result was that each mem
ber came down with his dust. The
train, however, had only proceeded a
little way when it again stopped, the
crew coniing back and demanding
seven dollars more. Again was there
furious protest, but again the com
mittee had to comply. What added
to the misery of the occasion was
the thought that the crew
had waited before holding up
the party until the train had crossed
an intersecting line' and left it far be
hind before making their demand. It
was, therefore, a very angry commit
tee which appeared in the house this
morning, and the members are de
termined upon reprisal. They have
already directed an attorney to file
suit for punitive damage against the
Brooks brothers and to undertake the
prosecution of the conductor, engineer
and fireman for extortion and forci
ble detainer.

an official dispatch from Manilla, capi
tal of Philippine islands, that the Span
ish have routed a band of insurgents,
losing 57 men killed, including the in
surgent leader. The Spaniards lost six
men killed and 71 wounded.

scared,” said the retired burglar, “but
I have been as much scared by slight,
little things, that were of no real ac
count, as by anything else. For in- I
stance,, by the scratching of a rat, start
ing up suddenly and running around in
the wall. I was never more disturbed
than I was once by the absolute still
ness of a room that I was in. It was
dead and oppressive, and I couldn’t ac
count for it.

room—including a clock on the mantel.

here that Anglo-Egyptian forces have
occupied Metemmh, ou the Nile, the
main dervish position between Berber,
the headquarters of the expeditionary
force, and Omdurman, near Khartoum,
the stronghold of the dervishes. The
latter are said to have evacuated
Metemmh previous to its occupation by
the Anglo-Egyptian troops Metemmh
is less than 150 miles, as the crow flies,
from Omdurman.

The Charm of the Poppiaa.
Very ancient is the history of the pop
py. It was. wreathed with the lotus in
Egypt aud twined with thyme and pars
ley in Greece. It was also one of the
flowers dedicated to Venus, and the
witches who wrought their spells aud
muttered their incantations on the
mountain tops cast into their brew the
horned leaves.
It was early recognized that the pop
py in its simplest form is one of the
most decorative of flowers. Its simplest
form is, of course, the wild flower of
four petals. It is treated decoratively in
a number of ways, either as a flat de
sign of the lifted cup or as a conven
tional representation of the four petals
encircling the receptacle or as the stem
upholding the domelike and sometimes
strongly ridged seed pod; but, after all,
the most marvelous artistic suggestions
are found in the sharply outlined leaves
which rise to slender Gothic points.
These serve as models of leaf design and.
were carved boldly and delicately in the
stone of ancient cathedrals.
There is always something artificial
in the appearance of the cultivated pop
pies. They lack the stability or reality
and ever suggest the gypsy masquerad
ing as the princess.
Poppies, with very few exceptions,
are not in the least difficult to grow.
Seed sown in the fall or spring will
produce plants that flower all summer.
They do not demand an enriched soil
and profuse watering, but grow in an
independent, careless fashion that is a
