nation of a Proposed Activity
in a Wetland
To: All Interested Agencies US

ban Development, Georgia De
partment of Community Affairs,
Montgomery County, and other
Groups and Individuals.
This is to give notice that Mont
gomery County under Part 58
has conducted an evaluation as
required by Executive Order
11990, in accordance with HUD
regulations at 24 CFR 55.20
Subpart C Procedures for Making
Determinations on Floodplain
Management and Wetlands Pro
tection. The activity is funded
under the Community Develop
ment Block Grant program. The
proposed project(s) is located at
Hardeman Road, Bowtie Circle,
and Cut-Through in Mount Ver
non, Montgomery County. The
purpose of the activity is to imple
ment streets and drainage im
provements along Hardeman
Road, Bowtie Circle, and Cut-
Through. The wetland is a fresh
water forested shrub wetland,
and 0.13 acres of the wetland is
located in the project area.
Montgomery County, Heart of
Georgia Altamaha Regional
Commission, and Goodwyn,
Mills, & Cawood Inc., have con
sidered the following alternatives
and mitigation measures to be
taken to minimize adverse im
pacts and to restore and pre
serve natural and beneficial val
ues:
GDOT-Level Road Improve
ments: his alternative considers
GDOT-level road and drainage
improvements for the combined
0.58-mile length of Hardeman
Road, Bowtie Circle and Cut
through Road. This work would
consist of providing a typical 20-
foot Level B Superpave road sur
face with an 8-inch compacted
Graded Aggregate Base. Drain
age would be provided using
standard curb-and-gutter and 18-
inch RCP drainage pipes with
catch basins and headwalls
would be installed. In addition to
the road improvements, new 2”
HDPE water lines will be con
structed on along Hardeman
Road and Bowtie Circle with con
nections to the existing water
services to all residents. Having
the existing water lines running
down the middle of the roads cre
ates the potential of the water
lines being dug up when the road
improvements are constructed
and by relocating the water lines
out from under the pavement re
pairs can be made without dis
turbing the new pavement. This
option provides a high-quality
and highly durable road for future
use. However, due to the low
traffic use and rural design of the
rest of the development, it is con
sidered overkill for little additional
benefit to the residents. Con
struction costs for this alternative
are estimated to be $882,394.81.
Based on the cost-benefit analy
sis, this road improvement alter
native is considered economic
impracticable and is not a pre
ferred alternative.
Minor Road Improvements: This
alternative is comprised of re
shaping the existing road section
to a 20-foot-wide road with 3-foot
sloped shoulders with 2-foot-
deep grassed drainage ditches
with roadway culverts at required
locations. The road design would
not be consistent with Montgom
ery County rural secondary road
requirements and the drainage
provisions would be in accor
dance with a 25-year design
storm. This option would not
modify or alter the existing water
system. This approach is esti
mated at $414,650.00. This alter
native does not provide a me
dium to long term solution since
