It was a busy week for
the Toombs County High
School Lady Bulldogs
softball team as they
played four games.
Toombs got wins in three
of the four games, with
the only loss coming to
top 10 team Bacon
County
vs. Swainsboro
Toombs jumped out
to a big lead in the first
inning. The Tigers had
scored a run in the top of
the first inning, but
Toombs got to work in
the bottom of the frame
as they scored on a single
by Nora Grace Mercer, a
single by Ziahya Griffin,
an error, a sacrifice fly by
Aniston Powell, an error,
a single by Alexis Hart,
and a fielder's choice by
Arlie Gooden. That made
the score 7-1 heading to
the second inning.
Swainsboro scored
two in the top of the sec
ond, but TCHS answered
with one in the bottom
half to lead 8-3. Four
more from the Bulldogs
in the third inning sealed
up the game. That put
TCHS up 12-3.
Swainsboro did score
one more run in the top
of the fifth inning, but
Toombs won the game by
the run rule, 12-4. Kas-
sidy Brantley led TCHS
with 4 RBI's with Griffin
adding two more.
vs. Bacon
The lone loss for
Toombs last week came
from Bacon County. Ba
con took the early lead
with three runs in the
bottom of the first inning,
and added two more in
the second to lead 5-0.
Toombs was never able to
recover from that.
The Bulldogs did
score a run in the top of
the second inning on a
ball hit by Brantley, but
that was the only run that
Toombs could plate in
the game. Bacon took the
win, 5-1, over Toombs,
vs. Irwin
In a tournament in
Jeff Davis on Saturday,
Toombs got wins over Ir
win County and over
Lanier County.
The first of those two
came against Irwin. Both
teams scored one run in
the first inning, but in the
top of the second Toombs
appeared to take control
as they put five more on
the board to lead, 6-1. Ir
win bounced back with
four runs in the bottom of
the frame to close that
lead to 6-5.
Toombs, however,
did open it up in the top
of the third inning with
eight more runs. That put
them on top 14-5.
Toombs held on and won
the game by that score in
four innings.
Riley Lumley and
Griffin each had 3 RBI's
in the game.

MCHS Over Dooly

It was another big win
for the Eagles football
team of Montgomery
County High School last
Friday night at the Bobcats
of Dooly County. The win
moves them to 3-0 on the
season and pushes them to
the #15 spot in the state
rankings.
The Eagles put two
touchdowns on the board
in the first quarter of the
game to take a 12-0 lead.
The Bobcats picked up a
touchdown to close that
lead to 12-7, but with less
than two minutes to go in
the first half Bo Davidson
found Brandon Denmark
for a touchdown pass.
They tacked on the extra
point to go ahead 19-7 on
the Bobcats.
Neither team scored in
the third quarter of the
game. In the fourth,
though, the Eagles pulled
away. The first score came
on a passing touchdown
early in the fourth quarter
to extend the lead to 25-7.
MCHS scored one more
time on a run by Cameron
Wallace with around eight
minutes left in the game.
With the PAT the score
was 32-7.
MCHS kept the Bob
cats out of the end zone
over the rest of the game to
take the win, 32-7.
Davidson had 109
yards passing with two
touchdowns with Wallace
throwing for 65 yards and
he rushed for 138 yards
and a score. Samari Madi
son had 75 receiving yards
in the game.
This week Montgom
ery will be back at home as
they host the Red Devils of
Hawkinsville with kickoff
at 7:30 p.m.

be held on Thursday, October 21, 2021, at 2:00 p.m.,
for comments on the Lyons Housing Authority’s
proposed FY2022 Capital Fund Annual Statement
and Five-Year Action Plan as required by the U.S. De
partment of Housing and Urban Development. The
Capital Fund Plan will be available for review over
the next forty-five (45) days at the Authority’s office

Street in Lyons, GA, by 5:00 p.m. on Wednesday, Oc
tober 20, 2021, or may attend the Public Hearing. All
comments will be considered in preparing the final
documents before submittal to the U.S. Department
of Housing and Urban Development.

started off on Tuesday af
ter presstime with a beast
of a game against the #2
ranked team in the state,
the Yellow Jackets of Jeff
Davis. On Thursday they
will play East Laurens on
the road at 6:00 p.m. and
on Friday they will host
Bryan County at 4:30
p.m.

All Bulldog aficionados
are aware that when Kirby
Smart hired Sam Pittman,
he hired one of the best of
fensive line coaches in the
country. When Pittman
was hired by Arkansas,
the Bulldog head coach
quickly hired Matt Luke.
That is akin to replacing
Joe DiMaggio with Mickey
Mantle.
With experience and
seasoning, we will see
Luke’s handiwork bring
ing about dividends for
Georgia. He takes teaching
seriously, and he has a way
with young offensive line
men.
There is a collection
of quality running backs,
the tight ends are playmak-
ers and the wide receivers
aren’t, perhaps, great but
good enough to make the
fans day. Please stand by.
The schedule is laid
out nicely to accommo
date success, but with high
expectations, there cannot
be an off-day with a wor
thy opponent. You can be
sure that Coach Smart will
be on edge in that regard
week-to-week, no matter
the opponent. One thing
you can be sure of, he will
never lose a game with his
mouth.
Smart has brought the
Bulldogs to a level that is
comparable to what he
saw with Nick Saban at
Alabama. By out recruiting
everybody, Saban has had
the good fortune of having
very few off days. When
one of his teams has had an
off-day, he has been able
to win because of supe
rior talent. That is exactly
where Kirby Smart expects
to be with his program.
Although Saban
shows no signs of slipping,
it is a fact that advancing
age eventually takes the
edge off a person’s routine
and productivity. When
Pat Dye took the Auburn
job in 1981, he got a call
from Bear Bryant who told
his protege, “I thought I
raised you better than this.”
The Bear did not like
it that a former assistant
coach of his would be the
trail boss for Alabama’s
main rival. He knew all
about Dye’s energy, funda
mental coaching acumen
and his ability to recruit.
He knew he could not
keep up with Dye physi
cally. The result: Bryant
retired two years later.
There is no way to read
trends insightfully. How
ever, Georgia and Kirby
Smart are poised to main
tain a level of success that
should keep the Bulldogs
“in the hunt” indefinitely.

GENERAL
COMPETITIVE COST SEALED BIDS
Sealed bids for construction of the FY 2020 CDBG Street & Storm Drainage Improvements will be received until October
18, 2021 at 2:00 P.M. at 161 NE Broad Street, at which time and place they will be publicly opened and read aloud. Any bid
received after said time and date will not be considered by the Owner. No bid may be withdrawn after the closing time for
the receipt of bids for a period of sixty (60) days except as specifically may be provided in the Instructions to Bidders and/
or by State law.
SCOPE OF WORK
This project will include storm drainage and road improvements through installation of 24" curb and gutter, milling of exist
ing asphalt, aspalt paving, removal of existing driveway pipes, installation of concrete headwalls, construction of concrete
driveway aprons, and installation of 18", 24", 30" RCP and 18", 24", 30" HDPE Storm Drainage Pipe.
Time allotted for completion of work is 180 consecutive calendar days. All Work shall be completed in accordance with the
plans and specifications. The Work will be awarded in one (1) Contract.

CONTRACTOR LICENSE
The Scope of Work as described herein is defined as “utility contracting” in accordance with O.C.G.A 43-14-2(17) so the
Contractor performing the work must provide proof of a valid license by the State of Georgia as a “Utility Contractor” and
must also employ a “Utility Manager” certification holder who will have oversight of all utility the work. Therefore, the Con
tractor submitting a bid must list the license number of the Contractor performing the utility contracting on the face of the
bid envelope and on the bid form and provide proof of a valid license with the bid. No bid will be opened unless it contains
the Contractor’s Utility License Number on the envelope. See Instruction to Bidders for additional bidding requirements.
BONDS
Bids shall be accompanied by a bid bond or certified cashier’s check in an amount not less than 5% of the base bid. All bonds
shall be by a surety company licensed in Georgia with an “A” minimum rating of performance and a financial strength of at
least five (5) times the contract price as listed in the most current publication of “Best’s Key Rating Guide Property Liability”.
Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful
bidder if contract is awarded. Each Bond shall be accompanied by a “Power of Attorney” authorizing the attorney-in-fact to
bind the surety and certified to include the date of the bond.

All easements and rights-of-way for permanent installations have been obtained or will be obtained by the Owner prior to
issuing the Notice to Proceed.
GEORGIA SECURITY AND IMMIGRATION COMPLIANCE ACT AFFIDAVIT
All qualifying Contractors and Subcontractors performing work with the City of Lyons must register and participate in the
federal work authorization program commonly known as E-Verify, or any subsequent replacement program, to verify the
work eligibility information of new employees. In order for a Bid to be considered, it is mandatory that the Bidder’s Affidavit
of Compliance with O.C.G.A. §13-10-91 be completed and submitted with the Bid.
FUNDING SOURCES
Section 3 Covered Contract: This project is covered under the requirements of Section 3 of the HUD Act of 1968. This con
tract opportunity is a Section 3 Covered Contract. Section 3 Business Concerns are encouraged to apply. If a bidder wishes
to claim Section 3 preference, properly signed Section 3 documents MUST be submitted with the bid.
All Bidders must comply with 41 CFR 60-4, in regard to affirmative action, to ensure equal opportunity to females and
minorities and will apply the timetables and goals set forth in 41 CFR 60-4, as applicable to the area of the project. Bidders
must also comply with OCGA-13-10-91 and utilize the federal work authorization program commonly known as E-Verify.
Wage Rates: Attention of BIDDERS is particularly called to the requirements regarding as to conditions of employment to
be observed and wage rates to be paid under the contract documents on this project must be paid as per the WAGE RATES
in the CDBG Contract Clauses included in the Contract Documents on this project, and that the contractor, subcontractor
must also comply with all Federal, State, and local requirements. Minority and female owned firms are encouraged to par
ticipate in this Federally-funded project. Procurement will be in compliance with the Common Rule, 24 CFR 84.36. Potential
respondents are particularly called to the requirements of Title VI; of Civil Rights Act of 1964 and CFR 570.602; and Execu
tive Order 11246-Equal Employment Opportunity and Affirmative Action. The work to be performed under this contract
is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701
u (Section 3). The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD
assistance or HUD-assisted projects covered by Section 3, shall to greatest extent feasible, be directed to Section 3 residents
and businesses in the area especially low- and very-low income persons, particularly persons who are recipients of HUD
assistance for housing. Neither the United States nor any of the departments, agencies, or employees is or will be a party of
any contract awarded pursuant to this invitation to bid.
RESERVATION OF RIGHTS
Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming,
nonresponsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in
the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is
unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.
