Fall 2021Toombs County Scrap Tire Amnesty Week
September 27 - October 2, 2021
The Scrap Tire Amnesty Day is to prevent illegal dumping of scrap
tires on residential and commercial properties, city right-of-ways and
county right-of-ways.
The Scrap Tire Amnesty Day for Toombs County will take place be
ginning Monday, September 27, 2021, to Saturday, October 2, 2021, at
11:30 AM. This event allows citizens within Toombs County and its mu
nicipalities to bring scrap tires to the Toombs County Landfill entrance
located on Georgia Hwy. 15, next to the Georgia Forestry, Lyons, Geor
gia, for no charge, between the hours of 8:00 a.m. and 4:00 p.m. Monday
- Friday and 8:00 a.m. - 11:30 a.m. on Saturday. This event ends at 11:30
a.m. on October 2, 2021. On October 4, 2021, the normal tire disposal
fees for tires will resume.
These scrap tires can only be passenger cars and trucks, noncom
mercial semi-tractor trailer, or non-commercial front and rear farm
tractor scrap tires. No heavy equipment tires, especially skidder tires;
can be accepted. No scrap tires accepted from retail tire dealers, or com
mercial scrap tire generators (Farmers, Loggers, Owner-Operator Semi-
Drivers, etc.). The specifications for this event will be strictly enforced
by Toombs County and the Georgia Environmental Protection Division.
There will be no exceptions to the date, times or tire type.
Funding for the program comes from an application by the Toombs
County Board of Commissioners to the state Solid Waste Trust Fund,
which was established in 1990 as part of the Georgia Comprehen
sive Solid Waste Management Act. In 1992, an amendment to the Act
established a primary source of funding for the SWTF in the form of a
$1.00 fee on every new tire sold in the state. Each year, fees collected the
previous year MAY be appropriated by the General Assembly to EPD.
The Environmental Protection Division of the Georgia Department
of Natural Resources is a state agency charged with protecting Georgias
air, land, and water resources through the authority of the state and
federal environmental statutes.

The Bulldog constituency
has been generous over the
years, but there needs to be
a commitment of legacy do
nors, moving forward.
One of the things, Sam
Pittman, coach of Georgia’s
next opponent, immediately
noticed was that Bulldog
fans “really travel well.” He
had not seen fans flock to
out of town sites that sur
passed that of UGA.
Not sure of the at
tendance figures from last
week’s game in Nashville,
but the dominant color at
Dudley Field, both sides of
the stadium, was flaming
red. A friend living in South
Bend, says that Notre Dame
still talks about the exces
sive number of Georgia fans,
who showed up for the game
with the Irish at Notre Dame
Stadium in 2017.
Georgia’s incumbent
coach has remarkable vi
sion and influences giving
at all levels, which stimulates
overt passion. He is as orga
nized as he possibly could
be. Eisenhower could have
used him when the Supreme
Allied Commander was
planning the D-Day inva
sion.
Kirby’s recruiting acu
men is unparalleled. His
energy level is penthouse
like—always at the top. He
is smart, he is savvy and he is
keenly balanced. While he is
enthusiastic, he is never neg
atively emotional. He has
keen judgment and never
loses control. He can make
cogent decisions under pres
sure.
On top of all that, he
is well rounded. He enjoys
quail hunting and golf in the
off season but there is not
much of that. He is commit
ted to elevating, tweaking
and enhancing his program
every hour of the day the en
tire year.
With a Masters degree,
he knows the value of a col
lege education and wants
that to come about for all his
players. He supports Uni
versity campaigns and pro
grams. He is a proud donor
to his alma mater.
He gets high marks in
all phases, but especially in
recruiting, player manage
ment and development. He
is an intellectual football
coach who is on top of his
game. I would say that Geor
gia got it right with Kirby
Smart.
Having said that, there
is this reminder. None of
that guarantees a national
championship. However, to
win a championship, you
have to do the things he is
doing.
