TCHS Cheer Takes 1st

Over the past two
weeks the Toombs
County High School
competition cheerleaders
have competed in States
boro and in Swainsboro.
Toombs came away with
second place in States
boro, and then came
home with a first place
finish in Swainsboro. All
of this is leading up to the
Regional/Sectional Meet
which will be held this
Saturday at Ola High
School in McDonough.
At Statesboro
Two weeks ago, the
Competition Cheer
Dawgs competed at
Statesboro High School
in the Battle in the Boro
Competition. TCHS
brought home second
place out of four teams
that competed in the co
ed division.
Coach Tilly Christian
said this about their per
formance, “We had a lot
of small victories from
our performance this past
Saturday. The athletes
were focused and in con
trol of their routine. They
performed with a lot of
energy and were fun to
watch! Right now it’s not
about a 1st or 2nd place
for us, it’s about maxing
out our potential and
scoring the highest score
we can. We are getting
better and better each
weekend we compete and
with the amount of adver
sity our team has experi
enced this season, it’s in
credible to consider just
how far we have come.
We haven’t hit our best
routine yet, but our ath
letes are eager and willing
to work so I know our
time is coming! We have
one chance to get every
thing right when we per
form and we haven’t done
it yet. That’s our goal for
this week!”
At Swainsboro
Varsity
The Competition
Cheer Dawgs had an ex
citing weekend at the
Rumble in the Jungle
Cheer Competition at
Swainsboro High School.
The team brought home a
first place finish and a
new school record for
highest score in program
history.
While both of these
things are exciting, Coach
Christian said the thing
she is most proud of is the
fact that the team met
two of their season goals
on Saturday. Since the
start of the fall season, the
Competition Dawgs have
been aiming to score in
the 100’s and to perform
their routine with little to
no mistakes. Bringing
home a score of 104.5
achieved goal number
one and as for goal num
ber two, find a video of
the performance and see
for yourself, she added.
Next up for the Com
petition Cheer Dawgs is
Sectionals at Ola High
School this coming Satur
day, November 4.
Middle School
The Toombs County
Middle School Cheer
Dawgs brought home an
impressive second place
finish at Swainsboro.
They faced some last
minute adversity with an
athlete injury occurring
Friday afternoon but
quickly came together to
adjust their routine and
sub in an alternate. They
were behind the 1st place
team by only one point.
Next up for the Mid
dle School Cheer Dawgs
is their Region Competi
tion on November 7, at
Screven.

Sealed Bids: Sealed bids for construction of the project entitled 2024 LMIG
Paving Improvements will be received until Friday, December, 1st at 10:00 AM
at the City of Vidalia Offices, 302 East First Street, Suite C, Vidalia, GA 30474,
at which time and place they will be publicly opened and read. No bid may be
withdrawn after the closing time for the receipt of bids for a period of sixty (60)
days. The Contract Period for this project will be 120 consecutive calendar days
following execution of the agreement between the contractor and the City.
Work to Be Done: The work will be awarded in one contract. Overview of the
work to be completed includes resurfacing on approximately 1.50 miles of city
streets. The project will include approximately, 1,536 TNS of asphalt resurface,
traffic control and all appurtenances for a complete job.
Plans, Specifications and Contract Documents: Plans, Specifications and Con
tract Documents are on file and can be obtained at the City of Vidalia Public

Bonds: Bids shall be accompanied by a bid bond or certified cashier’s check in an
amount not less than 5% of the base bid. All bonds shall be by a surety company
licensed in Georgia with an “A” minimum rating of performance and a financial
strength of at least five (5) times the contract price as listed in the most current
publication of “Best’s Key Rating Guide Property Liability”. Performance and
Payment Bonds, each in an amount equal to 100% of the contract price shall be
required of the successful bidder if contract is awarded. Each Bond shall be ac
companied by a “Power of Attorney” authorizing the attorney-in-fact to bind the
surety and certified to include the date of the bond.
Funding: This project is partially funded by the Georgia Department of Trans
portation. The Georgia Department of Transportation in accordance with Title
VI of the Civil Rights Act of 1964 and 78 Stat. 252, 42 USC 2000d - 42 and Title
49, Code of Federal Regulations, Department of Transportation, Subtitle A, Of
fice of the Secretary, part 21, Nondiscrimination in federally assisted programs
of the Department of Transportation issued pursuant to such Act, hereby notifies
all bidders that it will affirmatively ensure that any contract entered into pursuant
to this advertisement, minority business enterprises will be afforded full oppor
tunity to submit bids in response to this invitation and will not be discriminated
against on the grounds of race, color, sex, or national origin in consideration for
an award.
Reservation of Rights: Owner reserves the right to reject any or all Bids, includ
ing without limitation, the rights to reject any or all nonconforming, nonrespon-
sive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner
believes that it would not be in the best interest of the Project to make an award to
that Bidder, whether because the Bid is not responsive or the Bidder is unquali
fied or of doubtful financial ability or fails to meet any other pertinent standard

High School. Kickoff for
the annual rivalry game is
set for 7:30 p.m.

urday. Twenty-six teams
from around the State,
along with their fans, will
converge on the Sweet
Onion City as Vidalia
plays host to this event
for the first time.
“It’s an honor to serve
the GHSA in this capac
ity,” said Vidalia Head
Coach Ann Michele
Toole.
The event, which will
send the top 16 to the
GHSA State Champion
ships next Friday in Ma
con, will begin at 10:00
a.m. with Regions 1, 2
and 3 taking the floor.
Regions 4,5,6,7, & 8 will
begin their part of the
competition at 1:00 p.m.
“Hosting this event in
Vidalia provides our com
munity an opportunity to
experience competitive
cheer and show support
for the home team,”
added Toole.
Vidalia is scheduled
to take the floor at ap
proximately 10:30 a,m.,
and Toole is asking that
all Vidalia fans turn out in
force to support the girls,

NOTICE OF ELECTION
TO THE QUALIFIED VOTERS OF WHEELER COUNTY, GEORGIA:
NOTICE IS HEREBY GIVEN that on the 7 th day of November 2023, an election will be
held at the regular polling places in all of the election districts of Wheeler County (the
“County”) at which time there will be submitted to the qualified voters of the County for their
determination the following question:
Shall a special 1 percent sales and use tax be imposed in the special district of
Wheeler County for a period of time not to exceed six (6) years commencing on
April 1, 2024, and for the raising of an estimated amount of $2,880,000 for the
purpose of funding the following capital outlay projects: (i) Wheeler County,
acquisition of new EMS equipment; road street and bridge purposes; renovation
and improvement of recreational facilities; acquisition of equipment for recreation
department; acquisition of equipment for fire and rescue services; acquisition of
equipment for the sheriff s department; and acquisition of sanitation equipment;
(ii) for the City of Glenwood, renovation, improvement, and expansion to water
and sewer facilities including installation of fire hydrant; road, street, bridge
( ) YES purposes; acquisition of equipment for law enforcement and fire department, law
enforcement vehicles, fire department emergency vehicles, garbage and refuse
() NO equipment and vehicles, and equipment for fire protection and related fire and
rescue services; and renovation and improvement of city buildings; and (iii) for
the City of Alamo, road, street, and bridge purposes; acquisition of equipment for
law enforcement and fire department; acquisition of law enforcement vehicles;
acquisition of garbage and refuse equipment and vehicles; and equipment for fire
protection and related fire and rescue services; and renovation and improvement
■ of city buildings?
If imposition of the tax is approved by the voters, such vote shall also constitute
approval of the issuance of general obligation debt of Wheeler County in the
principal amount of up to $1,090,000 for the above purposes, repayable from the
proceeds of the aforesaid sales and use tax.
The ballots to be used in said election shall have written or printed thereon substantially
the question set forth above.
If approved, the proceeds of the general obligation debt in the principal amount of up to
$1,090,000 (the “Debt”) will be used to fund, in whole or in part, the aforementioned capital
outlay projects, capitalized interest on the Debt and the costs of issuing the Debt.
The Debt, if so authorized, may be issued by the County in whole or in part and in one or
more series. The Debt shall bear interest from the first day of the month during which the Debt is
issued or from such other date as may be designated by the County prior to the issuance of the
Debt, at a rate or rates not to exceed 6% per annum. The maximum amount of principal to be
paid with respect to the Debt in each year shall be as follows:

Estimated sales tax revenues shall be divided between and among Wheeler County and
all of the qualified municipalities within Wheeler County in accordance with the
Intergovernmental Agreement that is on file in the office of the Clerk of the Board of
Commissioners of Wheeler County (the “Board of Commissioners”).
Any brochures, listings, or other advertisements issued by the Board of Commissioners or
by any other person, firm, corporation or association with the knowledge and consent of the
Board of Commissioners, shall be deemed to be a statement of intention of the Board of
Commissioners concerning the use of the proceeds of the Debt, and such statement of intention
shall be binding upon the Board of Commissioners in the expenditure of such Debt funds or
interest received from such Debt funds to the extent provided in O.C.G.A. Section 36-82-1.
The principal and interest on the Debt are expected to be paid from proceeds of the sales
and use tax and shall be payable in lawful money of the United States of America.
PURSUANT TO O.C.G.A. SECTION 36-82-100, THE COUNTY NOTIFIES ALL
INTERESTED PARTIES THAT NO INDEPENDENT PERFORMANCE AUDIT OR
PERFORMANCE REVIEW (THE “DEBT AUDIT”) WILL BE CONDUCTED WITH
RESPECT TO THE DEBT. HOWEVER, THE COUNTY WILL CONTINUE TO ENSURE
THAT DEBT PROCEEDS ARE EXPENDED EFFICIENTLY AND ECONOMICALLY, AS
INTENDED BY THE DEBT AUDIT.
The several places for holding said election shall be at the regular and established voting
precincts of the election districts of the County, and the polls will be open from 7:00 a.m. to 7:00
p.m. on the date fixed for the election.
The last day to register to vote in this election shall be October 10, 2023.
Those residents of the County qualified to vote at said election shall be determined in all
respects in accordance with the election laws of the State of Georgia.
This notice is given pursuant to a resolution of the Board of Commissioners of Wheeler
County, Georgia and a resolution of the Board of Elections and Registration of Wheeler County.
