Sonny Perdue has in recent months launched several initiatives aimed at preventing high school stu dents from dropping out of school. The moves include hiring counselors and a technical college program that that works with young teens. “The governor is com pelled to address this issue from several different angles, with the cornerstone being a high-school-completion coach in every high school in Georgia,” Perdue press secretary Heather Hedrick said. Perdue and the legislature set aside $15.4 million to provide $40,000 apiece for the completion coaches, though the governor had initially asked for $55,000 each, Hedrick said. Ga. uses new debt for construction ATLANTA (MNS) - Tuesday, Gov. Sonny Perdue gets a big check to spend on untangling highway conges tion and expanding roads in all four corners of the state. The $450 million check comes from the sale of a new type of bond that allows the state to contract for construction projects today based on money it would normally expect in federal tax dollars over the next dozen years. For the first time, the state of Georgia is issuing Grant Anticipation Revenue Vehicle bonds, nicknamed GARVEE, backed by money the state anticipates getting from the federal government in the next two, six-year cycles of highway funding. Man: I was trying to neuter my dog SAVANNAH (MNS) - A Savannah man is in jail after he attempted to neuter his Chihuahua, police said. Animal Control offi cers were called to west Chatham County Tuesday afternoon on a report of ani mal cruelty, said Anthony Fulton, a spokesman for the Savannah-Chatham Metropolitan Police. They found the Chihuahua barking. Officers then saw a rubber band around the dog’s testicles, according to a police report. The dog’s owner, 39-year old Tresler Wright, told offi cers he was trying to neuter his pet, according to Fulton. Police arrested Wright and took him to the Chatham County jail, where he is being held on a charge of animal cruelty. The dog is being treated at VCA Animal Hospital. “He’s OK,” said Lt. Ga. sales tax ItolMay getting under way By Vicky Eckenrode Morris News Service ATLANTA - For Georgia’s fifth year of selected tax free shopping, teachers also will have state-issued gift cards to redeem, and energy conscious consumers will get their own break. Intended to coincide with the annual run on school supplies as classes start again, the tax holiday with its additional breaks this year started at 12:01 a.m. on Thursday and runs until midnight Sunday. Parents, teachers and penny-pinching consumers will avoid paying state and local taxes on a hodgepodge of school supplies, clothes, shoes and computer equip ment during the extended weekend. So, a pair of SIOO ten nis shoes - the maximum amount exempted for a sin gle item of clothing or foot wear - will cost between $5 and $7 less, depending how much local taxes is charged on items. But for consumers buy ing more costly computer equipment or stocking up on school supplies, the break has been a popular event since Georgia first started tax-free weekends in 2002. Shoppers will keep from paying an estimated sll mil lion in state taxes and $8.5 million in local taxes this weekend, said Charles Willey, spokesman for the Georgia Department of Revenue. “Each year there’s been an increase in the amount of savings,” he said. South Carolina shoppers also will get a sales tax holiday this weekend, from ’ 12:01 a.m. Friday through midnight Sunday. Among the exempted items: clothing, footwear and most accessories, but not jewelry; school supplies; computers and printers; and bed and bath items. This is the seventh year South Carolina has had a sales tax holiday before the start of school. South Carolina lawmakers also have approved a second sales tax holiday for 2006, stretching over the two days after Thanksgiving. In Georgia, items labeled with the Energy Star stamp also will be exempt in the coming days. That ranges from energy-efficient appli ances like washers and dry ers to specialized windows and doors. The state tried out a sales tax holiday on the energy efficient items last year, but this is the first time it is combined with the school and clothing holiday. Willey said he expects there are some consumers who have waited for the upcoming weekend to make a large appliance purchase but it remains unknown whether the typical shopper takes advantage of the addi tional break. “There are couple of times in there you might buy to stock up on like florescent light bulbs,” he said. Because this year’s sales tax holiday hits a week later than last year, retailers said it will coincide with college students shopping for new dorm furniture and class supplies. “Even with gas prices being higher, we are still anticipat ing an incredible weekend when you combine the tax free (weekend) with all the back-to-college traffic,” said Tony Moss, manager of the Target store in Athens. Also this year, teachers have been given SIOO gift cards from the state to pur chase classroom supplies. Audrey Chaplin, owner of School Days two school sup ply stores in Augusta, said the upcoming weekend is typically in the middle of her busiest time of the year with teachers and parents coming in to prepare for the new school year.
