Police Beat
Someone needs his mouth washed out with soap
By RAYLIGHTNER
Journal Staff Writer
Dropping expletives while
talking with a deputy just
might get you charged with
disorderly conduct.
Doing so while relieving
one’s self in the woods and
being otherwise uncoopera
tive will land you a trip to
jail.
Ronald Edward Cox found
that out Aug. 5 after a con
versation with a deputy in
the area of North Houston
and Greenbriar roads.
At about 7:56 p.m., a depu
ty observed a white male run
into the wooded area behind
the self-storage buildings.
He then made contact with
the individual, Cox.
When he asked Cox what
he was doing in the woods,
Cox reportedly yelled back
he was taking a (strong
expletive).
When asked why he didn’t
go to the convenience store
across the street, Cox said
they wouldn’t let him in.
The deputy advised him he
could not urinate in view of
the public, and that people
driving by could see him.
When asked for his ID,
Cox said he had it with him
but would not give it to the
deputy.
The man reportedly said
the deputy knew who the
(repeated strong expletive)
he was and that he didn’t
have time for “this (another
expletive).”
The deputy replied that
he “did not” know who the
man was and needed some
identification.
Cox then told the deputy
he didn’t have time for the
city of Warner Robins or the
deputy’s (expletive) and he
was (expletive) leaving.
He started to walk away,
but was stopped and told
he could not leave until his
identification was verified.
He then reportedly said
everyone knows who he is
and called the deputy a dero
gative term using another
strong expletive as he walked
off.
Cox was grabbed by the
arm and advised he would be
going to jail if he didn’t tell
the deputy who he was. The
man reportedly responded:
“take me to (you guessed it
- expletive) jail then.”
The deputy obliged, plac
ing him in custody on charg
es of disorderly conduct and
obstruction of an officer.
Cox reportedly continued
to yell and curse at the dep
uty, saying it was (expletive)
because everyone knew who
he was. The deputy report
edly asked how he was sup
posed to know the man to
which Cox reportedly told
the deputy not to give him
that (expletive), because
he knew who he was. The
deputy asked the man if he
knew who the deputy was,
to which he subject said he
didn’t give a (expletive).
The deputy then found the
subject’s driver’s license in
his wallet, identifying Cox,
42, of 113 Marilyn Drive,
Warner Robins. He was then
placed in the patrol car and
taken to jail.
Suspect with knife
On Aug. 5 about mid
night, a deputy responded
to Holt Avenue in reference
to a subject with a knife.
There, he met with Jessie
Ramirez, who was sitting on
the porch.
Ramirez told the officer
he was inside when a brick
came through the window
and hit him in the leg. He
then ran outside and noticed
a group of males running
from the residence.
The deputy noticed a group
of people at the end of the
residence and queried them.
One reportedly told him that
Ramirez chased him with a
knife as he was walking near
the residence.
Other witnesses reported
ly said Ramirez was yelling
and threatening anyone he
could see. Ramirez was sub
sequently taken into custody
and placed in the patrol car.
The deputy also noted the
window Ramirez said was
broken did not have any
glass in the area nor was
there any other broken win
dows.
The deputy locked the
residence and returned to
the car.
As they were backing out
of the driveway, Ramirez
reportedly asked if the dep
uty would lock the residence
and became angry when
advised it already had been
done.
Ramirez reportedly began
to hit his head on the shield
in the patrol car. When
asked to sit back in the seat,
Ramirez reportedly told the
deputy he was “going to
hunt him down and kill his
child molesting (expletive).”
At the jail Ramirez was
placed in a holding cell and
reportedly began to yell and
curse.
When asked to lower his
voice, Ramirez reportedly
stated “(here we go again
- expletive)” and spat in the
deputy’s direction, hitting
him in the chest. Ramirez
was then belly chained to the
bench until he was turned
over to detention deputies.
Jessie Ray Ramirez, 39,
of 117 Holt Ave., Warner
Robins, was charged with
simple assault/battery, ter
roristic threats/intimidation,
disorderly conduct, disturb
ing the peace and miscella
neous offenses.
Accident
On Aug. 4, about 1:45 p.m.
a woman driving a silver
Infinity was involved in aq
accident on Moody Road.
According to the incident
report, her driver’s license
was suspended for failure
to appear, she did not have
insurance on the car and her
tag was expired.
She was transported to
Houston Medical Center
due to her injuries, but
because she was in the hos
pital for several hours, the
woman, Kelly Beth Sullivan,
23, of 406 Russell Parkway,
Warner Robins, was just
cited for driving on a sus
pended license, no insurance
and expired tag.
Crack possession
About 1:29 a.m. Aug. 7
morning a deputy reportedly
observed a woman pulling
out of the Budget Inn driv
ing without her seat belt.
She then reportedly ran a
stop sign and initiated a traf
fic stop in the area of Green
Street and Flournoy Drive.
While conducting field
sobriety tests on the driver,
the deputy reportedly stopped
the test because the driver
said her eye could not focus
because she did not have her
contacts in. She reportedly
consented to a search of her
car, during which the deputy
reportedly found a white-in
color piece of crack cocaine in
the driver’s seat.
The driver, Jane Ellen
Simms, 49, of 113 Woodlawn
Ave. in Warner Robins, was
placed under arrest for DUI
and was read implied con
sent.
The deputy requested, and
the driver said she would
provide, a urine sample. She,
and the passenger, were both
placed under arrest for pos
session of crack cocaine and
taken to jail.
At the jail the passenger,
Shawn Antonio Thomas, 21,
of 617 King George Drive in
Warner Robins was advised
that if he had any drugs it
would be a felony.
The driver reportedly told
the deputy “he had some
marijuana inside the crack of
his rear,” and indeed a small
bag was found there.
Thomas was also charged
with misdemeanor posses
sion of marijuana. Simms
was also charged with stop
sign violation, seatbelt vio
lation and violation of her
driver’s license restriction.
ITs not my pot
Telling the police the mari
juana found in your pocket is
not yours, that you’re “hold
ing it for someone else,” will
not get you out of a trip to
jail for possession of mari
juana.
A couple of people found
that one out the hard way
the weekend of Aug. 4-6
following traffic stops after
their passenger side tires
reportedly kept crossing the
white fog line.
Heather Anne Foran
was driving along Watson
Boulevard with another
Heather about 2 a.m.Aug.
4, when a deputy report
edly observed the passenger
side tires on her car cross
the white line several times
and she stopped on line the
at the red light on Arnold
Street.
The deputy initiated a
traffic stop and had Foran
get oilt of the car.
She reportedly had a heavy
smell of cigar smoke, large
pupils, red and watery eyes
and the taste buds on her
tongue were raised.
She reportedly admitted
to smoking marijuana in the
past.
She did not fare well on
field sobriety tests and a
drug dog reportedly alerted
on her car. Reportedly found
inside the vehicle was a mar
ijuana roach in the glove box
and photographs of mari
juana use inside the driver’s
side door.
Foran, 19, of 107 Millstone
Way, Bonaire, was arrested
and cited for possession of
marijuana, failure to main
tain lane and DUI.
She reportedly consented
to give a urine sample, which
she provided once at the jail.
Her car was towed and the
other Heather was released
at the scene.
Crossing over
On Aug. 6, at 12:58 a.m.,
a deputy noticed the passen
ger side tire of the vehicle in
front of him on Nelson Drive
kept crossing over the white
fog line.

At Watson Boulevard, the
driver reportedly turned
right without signaling and
the deputy initiated a traffic
stop.
The driver pulled into the
Big Lots parking lot and
was asked to step out of the
vehicle.
The driver was reportedly
unsteady on his feet and his
eyes were extremely blood
shot and glassy.
When advised of the rea
son for the stop, the driver
was reportedly very nervous
and immediately put his
hands in his pockets.
He was asked to remove
his hand from his pockets,
and reportedly did so and
placed them back in several
times.
The deputy noticed an
odor of marijuana coming
from the offender and dep
uty finally asked to search
the driver’s pockets for his
own safety.
The driver consented and
reportedly found inside his
front left pocket, was a clear
plastic bag containing a
green leafy substance. The
driver reportedly said the
marijuana was not his, that
he was “holding it for some
one else.”
The driver reportedly
“eagerly agreed” to finish
field sobriety tests, was
“bouncing off the walls” and
“couldn’t be still.”
During the tests, he
reportedly kept opening his
eyes and restarting the test,
jumped and opened his eyes
during one test and asked
the deputy “frantically” if
the deputy was OK. He also
reportedly tried to copy the
deputy when he was giving
instructions/demonstrations
on each test.
Based on the results, the
driving and physical mani
festations, the driver was
placed under arrest for DUI
of drugs.

er reportedly asked about
the consequences of refus
ing testing and was re-read
implied consent.
The driver then report
edly asked to talk with his
attorney about taking the
test and was advised under
implied consent he does not
have the right to request an
attorney pertaining to the
test. He then consented to
provide a sample.
The driver, Michael Charles
Ellis, 33, 0f505 Nelson Drive,
Warner Robins, was charged
with possession of marijua
na, DUI - drugs, failure to
maintain lane and failure to
use turn signal.
The passenger in the car,
Lucas Clyne Estrello, was
asked if he had a driver’s
license, was advised of the
reason of the driver’s arrest
and if he would consent to a
search.
The passenger, said his
license was suspended and
consented to the search,
which reportedly found in
his front pocket a clear plas
tic bag containing a green
leafy substance.
Reportedly he immediately
said it wasn’t his marijuana
and he was holding it for
someone.
He was advised the driver
had said the same thing and
Estrello, like the Ellis was
arrested for possession of
marijuana.
At the jail, Ellis provided
his sample and reportedly
asked what the card (the
implied consent card) said
he was tested for.
The deputy let Ellis read
it again. Both bags of green
leafy substance reportedly
tested positive as marijua
na.
