The Housing Authority of
the City of Perry has completed its
FY 2007 Annua! Agency Plans for
review by public housing residents
and the general public. This plan is
available at the Housing Authority
central office located at 822 Perime
ter Circle, Perry, GA 31069. The
purpose of this plan is to empower
and equip the PHA to exercise opti
mum flexibility in meeting local
housing needs within community.
This plan addresses the Authority
immediate operations, current poli
cies, program participants, programs
and services, and PHA's strategies
for handling operational concerns,
residents' concerns and needs, pro
grams and services for the upcom
ing fiscal year. This plan also out
■ lines the PHA efforts in meeting the
needs of the low, very-low and ex
tremely low income population in its
community and serves as manage
ment, operational, and accountabil
ity tool for the PHA. The Public
Hearing will be held October 3,

SUMMARY:
Technical information or
comments are solicited on the pro
posed and proposed modified Base
(1-percent-annual-chance) Flood
Elevations (BFEs) shown on the
Preliminary Flood Insurance Study
(FIS) report and Flood Insurance
Rate Map (FIRM) for your commu
nity. These BFEs and modified
BFEs are the basis for the floodplain
management measures that each
affected community is required to ei
ther adopt or show evidence of be
ing already in effect in order to qual
ify or remain qualified for participa
tion in the National Flood Insurance
Program (NFIP).

SUPPLEMENTARY INFORMATION:
FEMA gives notice of the
proposed BFE determinations, in ac
cordance with Section 110 of the
Flood Disaster Protection Act of
1973 (Pub. L. 93-234); 87 Stat. 980,
which added Section 1363 to the
National Flood Insurance Act of
1968 (Title XIII of the Housing and
Urban Development Act of 1968
(Pub. L. 90-448)); 42 U.S.C.
4001-4128; and 44 CFR 67.4(a).
These BFEs, together
with the floodplain management
measures required by 44 CFR 60.3
of the program regulations, are the
minimum that are required. They
should not be construed to mean the
community must change any exist
ing ordinances that are more strin
gent in their floodplain management
requirements. The community may
at any time enact stricter require
ments on its own, or pursuant to
policies established by other Fed
eral, State, or regional entities.
These proposed and proposed
modified BFEs are used to meet the
floodplain management require
ments of the NFIP and are also
used to calculate the appropriate
flood insurance premium rates for
new buildings ljuilt after the BFEs
are made final, and for the contents
in these buildings.
Pursuant to the provisions
of 5 U.S.C. 605(b), the Acting Direc
tor, Mitigation Division of the Emer
gency Preparedness and Response
Directorate, to whom authority has
been delegated by the Secretary of
the U.S. Department of Homeland
Security, hereby certifies that the
proposed new or modified BFE de
terminations, if promulgated, will not
have a significant economic impact
on a substantial number of small en
tities. . A BFE determination under
Section 1363 forms the basis for
new local ordinances, which, if
adopted by a community, will govern
future construction within the flood
plain area. By themselves, the BFE
determinations impose no restriction
unless and until the community vol
untarily adopts floodplain ordinances
in accord with these BFEs. Even if
ordinances are adopted in compli
ance with Federal standards, the
BFEs only prescribe building height
in the floodplain and do not prohibit
development. Thus, this action only
forms the basis for future local ac
tions. It imposes no new require
ment; of itself, it has no economic
impact.

view the Preliminary FIS report,
FIRM, and related materials at the
Community Map Repository address
cited in the table above and to sub
mit comments to the appropriate
community CEOs at the addresses
