The number of positions being affected at Robins and other AFMC field activities is currently being finalized by the headquarters. The positions and employ ees to be affected here will be determined by a Robins management team and will be identified by October 1, the beginning of FY 2007. Of that debt, 37 accounts totaling $1,627.69 have been filed in Magistrate Court. In a related matter, the board approved chang es for dispatching of water department employees for reconnection calls. Water department employees will not be dispatched to any call for reconnection or cut-on service between the hours of 9 p.m. and 7 a.m. The change was made due to safety con cerns of employees. “Service workers are by themselves at night and have occasionally had to encoun ter upset and angry cus tomers,” explained County template for base sup port with the 21st Century Partnership.” The Partnership is a vol unteer group of middle Georgia community leaders - business, civic and govern mental - that promote and support Robins Air Force Base. Personnel officials expect this program to provide a “soft landing” for those who are affected as a result of the position reductions. The tie breaker for multiple quali fied applicants is seniority based on the Leave Service Computation Date. “A significant percent age of our workforce is eligible for optional retire ment today,” said Michael O’Hara, Personnel director. “Realistically we feel the majority of the incentives will go to the employees in that category. “Based on our numbers and the systematic way these reductions are being targeted, we do not see any adverse impact on our ability to fulfill our mission. In fact, this is a golden opportunity for some folks who are cur rently eligible to retire to do replace a Macon ambu lance service, Mid Georgia Ambulance, at the base. Houston Healthcare previ ously served the base, before the change in contract to the Macon service. In addition to stationing an ambulance on base 24 hours a day/seven days a week, Kinnas said, Houston Healthcare has committed to using a Systems Status Management system and posting plan which flexibly relocates ambulances where the next potential call will occur. This system works to Director of Operations Tommy Stalnaker. “The majority of these calls are for non-payment thus the customer’s water service was terminated (pad-locked at the meter) until payment is received.” McMichael said “it’s already a volatile situation,” but emphasized the restric tion does not apply to leaks, breaks or failure, which will still continue to be dis patched 24 hours a day. The commissioners also approved a utility package update for the water depart ment at a cost of $70,000 plus $7,000 for a project manager and $14,000 for file conversion expenses, so the water department can use the same software as the personnel and accounting departments.
