tificate and pin for 10 years of loyal dedicate service from
Walker. Smith, an ordained minister, "is a very special
person. Don’t you leave us,” Walker said.

Warner Robins Fire Department Lt. Curtis Hasselman
accepts his certificate for 15 years of loyal dedicated
service from Walker. Hasselman, a member of the WRFD
honor guard thanked God, and the mayor and council
and his chiefs. He also thanked "Mom for raising me to
be the man I am. ”

Warner Robins Police Capt. Lisa Angell accepts her 20-
year certificate from Walker. Angell who heads up the
police CARES program, which assists those with spe
cial needs, thanked God for all the blessings, thanked
the mayor, council, Chief Brett Evans and majors Harry
Dennard and John Wagner for the opportunities and her
husband Allen “who has put up with me for 24 years."
Son of ANG Chief of Staff enlists in Air Guard

ily, Warner Robins native,
Quinn T. Hansen, 21,
recently enlisted in the
165th Airlift Wing of the
Georgia Air National Guard
in Savannah.
Hansen received the
oath of enlistment from
his father, Lt. Col. Murray
Hansen, a 10-year Georgia
Air National Guard veteran
and the Chief of Staff for the
3,100-member Georgia Air
National Guard.
Hansen will begin train
ing as a load master with
the C-130 airlift unit.
He recently attended the
Citadel Military College of
South Carolina following
graduation from Riverside
Military Academy in
Gainesville.
While at Riverside, he was
a member of the National
Honor Society, the wrestling
team, cross country team
and the rifle team. He also
was awarded the position of
i " a
Ranger, and was the execu
tive officer during his senior
year at Riverside.

O'Neal gets ACCG service award

Larry O’Neal, R-Warner
Robins, was recently
presented with the 2006
Legislative Service Award
by the Association County
Commissioners of Georgia.
Jim Grubiak, legal coun
sel to the ACCG made the
presentation to O’Neal
at the Tuesday Houston
County Commission meet
ing. He praised O’Neal,
who as chairman of the
House Ways and Means
Committee, requires all
proposed tax and revenue
bills go through a compre
hensive analysis to deter
mine the impact on the
public.
Grubiak praised O’Neal
for authorizing House
Resolution 1464 which
created a legislative study
committee to undertake
a comprehensive study of
the state tax code. “It is
better operating, more effi
cient and fair to everyone,”
Grubiak said of the revised
code.
The committee is charged
with finding ways to reduce
complexities in reporting
and collecting and mak
ing sure everyone is pay
ing what they are legally
obligated to pay, ensuring
the integrity of the system
and keeping taxes as low as
possible.
O’Neal said he was “hon
ored Jim came to make the
presentation. He is a valu
able resource, for the coun
ties. That’s where the rub
ber meets the road.”
“I’m excited for this
upcoming year,” O’Neal
said, “Commissioner Tom
McMichael will take the
gavel for the entire state

violators of debate rules.
Last, eligible voters who
don’t exercise the right
to vote should be fined.
Voting is a responsibility
of citizenship.
If people refuse to meet
that responsibility, then
we need an amendment
that strips them of their
citizenship and ends their
protection under the
Constitution.
Citizenship must mean
something more than
just being born here.
The Constitution should
only protect the rights of
American citizens.
Individuals who refuse
to vote or are convicted of
felonies should be denied
that protection.
Alternative candidates
deserve to be heard.
Politicians serve at the
behest of the citizens.
Giving citizens options
.should remind politicians
of that.

award, which included a

capitol in Milledgeville,
“on behalf of the entire
Houston County delega
tion.”
In a press release, ACCG
Executive Director Jerry
Griffin said of O’Neal: “We
applaud him as he contin
ues to serve as a leader
among his peers. He has
constantly demonstrated
his concern for the wellbe
ing of all Georgia Citizens,
and by his work in the
General Assembly, he has
acknowledged the vital
role that counties have in
serving the taxpayers of
Georgia.”
In another ACCG matter,
the county commissioners
adopted the final version of
the ACCG’s trust and plan
agreement on the county’s
pension plan. The draft
version was adopted a year
ago, but because of the
Internal Revenue Service’s
adoption of the inciden
tal benefit rule, which
requires any death benefit
to be incidental to the plan,
the change was necessary,
explained Commissioner
Jay Walker, to be in com
pliance with the IRS.
County Director of
Administration Steve Engle
explained with the change,
county employees would
get the higher of the two
death benefits, either the
death benefit up to $50,000
or the employee contribu
tions.
Engle said, “this is some
thing the ACCG failed
to notify us of. The IRS
changed the rule in October
of last year. We adopted the
model plan in September of
last year.”
