Violation loads to money for PPD
By RAY LIGHTNER
Journal Staff Writer
It all began with a tint
violation.
A July 18 traffic stop in
Perry led to two arrests in
two counties and the seizure
of 10 kilos of cocaine and
$189,920 in cash. A follow
up also led to the raid of
the drug dealer’s home in
Jacksonville, Fla., and the
seizure of another SBOO,OOO,
explained Perry Public Safety
Director George Potter.
The continuing inves
tigation led police to
Jacksonville, Fla., and the
dealer, Potter said. The four
agencies involved will now
split the SBOO,OOO, Potter
said, with Perry Police get
ting a check for $200,000 in
about four weeks.
“It all started when (Sgt.
Ron) Brainard and (Field
Training Officer John)
Kessler spotted the vehicle
and something was just not
right,” Potter said.
“They were just doing
their job.”
Brainard stopped a vehicle
on 1-75 because the windows
were too dark around 2:10
a.m., July 18. He checked
the vehicle with his canine
partner Rex, and based
upon Rex’s hit on the vehi
cle, decided to search the

vehicle.
Brainard and Kessler
searched the vehicle and
located cocaine - about three
grams - and a bag that con
tained $189,920 in cash.
The driver of the vehicle,
Ryan Cox, 28, of Fernandina,
Fla., was arrested and
charged with conspiracy to
traffic in cocaine, with intent
to distribute, possession of
card information. The per
petrator also requested that
shipping costs be wire trans
ferred to Ghana.
In cases we ve seen, the
credit card numbers belong
to an unsuspecting indi
vidual, Oxendine said. By
the time the extinguisher
company becomes aware of
the scheme, they may have
already wired funds for
alleged shipping. The ship
ping costs are simply a way
for criminals to use a legiti
mate company to generate
cocaine and the window tint
violation.
The follow-up investi
gation led to the arrest of
Lawrence Kenneth Wathour,
28, 1916 Holmestown Road,
Midway, in Douglasville
where the Douglas Sheriffs
Department seized about

illegal cash for them.
Any extinguisher company
that gets a similar call or
request via email requesting
product to be shipped out
of the country should check
the purchaser s information
carefully, Oxendine said.
In one case the scam artist
gave the shipping address
of the orphanage as OSU

Ghana 00233. The ship
ping company was listed as
Diamond Star Shipping.
