Journal/flay Lightner RDC looking at county fire and land use plans By RAY LIGHTNER Journal Staff Writer Unified fire protection and the comprehensive land use plans have been sent to Middle Georgia Regional Development Center for review. Ralph Nix, chairman of the RCD told members of Vision 20/20 during thier recent meeting there “are a lot of variables” regarding the unified fire protection plan. “We recognize one size may not fit all. It may not be countywide all at one time,” Nix said. “We are collecting infor mation and data now and looking at alternatives,” Nix said, “and what mergers might look like.” The basic plan calls for the city fire departments to expand their service areas - Warner Robins north of Ga. 127 and Perry south of Ga. 127. Warner Robins Fire Department has told Vision 20/20 in the past, with exist ing and planned resources it can cover south to Ga. 96 without additional per sonnel or equipment. Houston Healthcare Supporting the troops equipment. “The single most impor tant thing,” Nix said, “is to have water in place and trained personnel and equip ment in place.” Much of south Houston County does not have water or sewer service. Residents are served by personal wells and septic tanks. Currently residents in the unincorporated areas pay an extra fire tax to support the 11-full-time-employee, eight-station, county fire department supplemented by volunteers. Residents would have to pay for the expanded fire service. The extra cost may be off set by a homeowner’s reduc tion in fire insurance costs. For example Warner Robins city residents have an ISO rating of three while in unin corporated Houston County the ISO rating is nine. Nix said the RDC is look ing at “if you need to cre ate special tax districts,” to pay for the expanded fire service. He is also attempting to identify the negatives, “for example if we have Class 1 fire system in one area it would affect the desire of annexations.” As for the comprehensive land use plan, Jake Cox, ’iM* m fk»»»mv UtMtmtMU county planner, said the plans have been reviews by the public and have been sent to the local govern ments and sent to RDC. The RDC will review the plans and send them to the Department of Community Affairs for the 120-day review. The DCA will make recommendations and send them back. Cox said the local govern ments could make changes, accept the recommendations and send them back again for approval. The city and the county will be recerti fied, Cox said. He said the local gov ernments are required to have their plans certified to remain eligible for state grants, which are used to help fund projects from roads to parks. Jim Boswell, representing the Houston County Board of Education noted the only thing that came up in conflict to the plan was Oaky Woods. They wanted multipurpose, mixed use - industrial, com mercial and residential. Warner Robins City Councilman Doug McDowell, who was on the planning committee with Boswell said, “we put the area in as rural residential.
