The offer to buy Delta once the Atlanta-based air line emerges from bankrupt cy protection by the middle of 2007 would give Delta’s unsecured creditors $4 bil lion in cash and 78.5 million shares of US Airways stock. As it stands now, Delta’s common shares are likely to end up worthless when it exits bankruptcy. In most bankruptcy cases, the debt holders usually end up with new shares of the company. Doug Parker, chief execu tive of Tempe, Ariz.-based US Airways, said in a tele phone interview that he is aware of the comments made by Delta’s manage ment in recent months, but he believes this is a fair offer and that ultimately Delta’s creditors will see that. Delta spokeswoman Thonnia Lee seemed sur prised by the announcement Wednesday morning and said she could not yet com ment on it in detail. & STATE AND REGION Mon 61/34 Mostly sunny Highs in the low 60s and lows in the mid 30s Sunrise Sunset 7:10 AM 5:32 PM Moon Phases *§ • Last New Nov 12 Nov 20 # First Full Nov 28 Dec 5 UV Index Fri 11/17 4 Moderate Sat 11/18 4 Moderate Sun 11/19 4 Moderate Mon 11/20 4 Moderate Tue 11/21 4 Moderate The UV Index is measured on a 0-11 number scale, with a higher UV Index showing the need for greater skin pro tection, 0 mm • W 11 FREE CITRUS FREE CITRUS FREE CITRUS , OZ.BO*OOO WMIe Supplies Last. Voters will be able to cast their ballots once again on Dec. 5, though few are expected to do so. Only one statewide race has reached a runoff, and that’s a low-profile Public Service Commission contest between Republican chal lenger Chuck Eaton and incumbent David Burgess, the lone Democrat on the five-person board. “We’re anticipating very low voter participation,” said Chris Riggall, spokesman for the Secretary of State’s office, which oversees elec tions. “That’s the norm in general election runoffs, especially those that don’t include a top-of-the-ticket race.” Burgess failed to reach the 50 percent of the vote mark he needed to avoid a runoff, logging about 49 percent. Eaton got about 46 percent of the vote while Libertarian Paul MacGregor took rough ly 5 percent. While the PSC contest may not inspire a hefty turn out, the issues the board will debate over the next few years will be felt throughout the state. The regulators will likely THERMAL SIDING S REPLACEMENT WINDOWS fitdi'/umd €* CedsrMAX m Webs® 929-270 i consider natural gas and elec-; trie price hikes, new nuclear; construction and renewable; energy options. And other; issues in the commission’s; jurisdiction - from telephone; company practices to guide lines that electric and natu-; ral gas monopolies must fol low - will likely arise. And the winner of the con test will have a high stakes role in those decisions, as the victor is set to become the commission’s next chair man. Throughout the campaign, Burgess has stressed his regulatory experience. He spent 17 years as a commis sion staffer before becom ing a commissioner in 1999, “There’s no substitute for experience,” he said. Eaton has questioned the steady rise in natural gas prices under his opponent’s watch and has benefited from a GOP tide across the, state. Both must now decide how to get voters interest ed enough in the PSC race to return to the polls on a December Tuesday.
