Perdue: Stiffer
fines for speeders
ATLANTA (AP) - Speeders
beware.
In a move aimed at get
ting Georgians to slow down
when they get behind the
wheel, Gov. Sonny Perdue
wants to boost fines for those
with the heaviest lead feet.
Perdue said Tuesday that
Georgia’s drivers are among
the fastest in the nation
and the speed has led to
more fatal accidents, spiral
ing trauma care costs and
chronic traffic congestion.
“We’ve got to stop the
excessive speeding,” Perdue
told business leaders gath
ered for an annual legisla
tive breakfast hosted by
the Georgia Chamber of
Commerce.
Perdue will push for legis
lation this session to increase
fines for repeat offenders
and so-called super speeders
- those driving over 85 mph
on any Georgia road and
over 75 mph on two-lane
roads, his spokesman Bert
Brantley said.
Brantley said the exact
fines were still being worked
out. But he said they would
be “substantial.”
“Probably hundreds of
dollars,” he said.
Brantley said the money
collected through the fines
would be targeted at help
ing offset costs at the state’s
trauma care centers.
Local courts set speeding
fines, which vary through
out the state, Georgia State
Patrol spokesman Larry
Schnall said. He said law
enforcement backs Perdue’s
proposal.
“We support anything to
get people’s attention and
slow them down,” Schnall
said. “Speeding is one of
the most common factors
involved in a fatal acci
dent.”
Perdue said Tuesday that
about 20 percent of the
state’s 1,744 fatal car wrecks
in 2005 were the result of

excessive speed. The average
Peach State motorist travels
at 75 mph, which is 20 mph
over the speed limit, Perdue
said.
Beyond the human cost of
car crashes there is a finan
cial toll as well.
The state spends $7.8 bil
lion a year on trauma care.
And wrecks often lead to
traffic snarls that can turn
the daily commute into a
nightmare.
Brantley said Perdue will
make the speeding bill part
of his legislative package for
2007.
Perdue is set to unveil
his state budget proposal
on Wednesday when he also
offers his State of the State
address.
He gave only a small
glimpse Tuesday of what will
be in that spending plan.
Perdue said he will seek
$5.1 million in economic
development money for
a “Global Georgia” initia
tive designed to expand the
state’s trade ties. The state
plans to open three new
international trade offices
in China, India and France,
Perdue said.
The state’s China trade
office is set to open next
month. Money to estab
lish that office was initially
added to the budget by the
state Senate last year.
Georgia already has nine
trade offices in Canada,
Mexico, Brazil, Chile, the
United Kingdom, Israel,
Korea, Japan, and Germany.
Perdue also said Tuesday
that he wants the state to
spend $2.3 billion on trans
portation projects, which
doubles the spending from
his first budget as governor.
The additional funding still
does not meet the state’s
expanding needs.
Perdue painted a rosy eco
nomic picture for the busi
ness leaders in his remarks
on Tuesday.
“Ladies and gentlemen,
I am proud to report that
Georgia is thriving,” the
governor said.

Economist hired as
tax consultant

House lawmakers will
have the ambassador of
“Reaganomics” waiting in
the wings when they debate
a range of tax cuts this year.
House Speaker Glenn
Richardson said Tuesday he
used private funds to hire
consultant Arthur Laffer,
who is best known for con
vincing President Reagan to
cut income taxes in hopes of
spurring the economy and
ultimately boosting tax rev
enue.
Richardson said Laffer’s
firm, Arduin, Laffer &
Moore, will be asked to ana
lyze every government sys
tem in the state and consider
how to raise revenue using
other taxing mechanisms.
“Our tax system is bur
densome and antiquated,
and it’s time to take a look
at fixing it,” Richardson
said at the annual Georgia
Chamber of Commerce leg
islative breakfast. “It’s been
over 100 years since anyone
has done this.”
Laffer gained fame for cre
ating a system - dubbed the
Laffer Curve - that he uses
to support a supply-side eco
nomics model that suggests
that tax cuts can sometimes
pay for themselves. He was
not available for comment
Tuesday.
The consultant’s fees,
which cost an initial $50,000
and a monthly fee that the
speaker’s office said is yet
to be negotiated, are funded
through the MMV Alliance
Fund, a political committee
based in Richardson’s law
office. The fund collected
$452,000 last year from lob
bying groups and corpora
tions, according to campaign

ing toward hiking the state
sales tax, as the economist
has supported shifting the
tax burden away from prop
erty or income taxes.
Legislative leaders have
said major action on tax cuts
won’t be tackled until next
year, but lawmakers are
already beginning to debate
proposals. Richardson, for
one, has said he wants to
give the Georgia’s tax code
a top-to-bottom review. He
said he’s open to considering
proposals to end the state’s
income tax or move to a flat
tax.

CECILE PERKY RQBB
BYRON - Cecile Perry Ross, loving wife and mother, 45,
passed away Sunday. Ross was born in Augusta to the late
Henry and Dixie Berly Perry. She will be remembered for
her never ending smile
Survivors include her husband Michael Ross of Byron, son
Casey Ross of Byron, siblings Anna Gosnell of Charlotte,
N.C., Robert Perry of Augusta and Marshall Perry of
Virginia.
MARY PEASE WILLIAMS
WARNER ROBINS - Mary Oease Williams, 87, departed
this life to be with her Lord and Savior Tuesday. Visitation
will be today from 2-3 p.m. at McCullough Funeral
Home. Services will follow in the chapel of McCullough
Funeral Home with interment following in Magnolia Park
Cemetery.
WANDA EMMA COOK
WARNER ROBINS - Wanda Cook, 80, passed away on
Saturday, January 6, 2007.
Mrs. Cook was born on March 23, 1926 in Pierceville,
Kansas. She was of the Methodist faith. Wanda was an avid
bridge player, a long-time member of the VF.W. Women’s
Auxiliary, and a long-time member of the Moose Lodge.
Mrs. Cook retired from civil service at Robins Air Force
Base. Her husband, Hewlette F. Cook, her son, Michael C.
Cook, and her parents, Kenneth Carl and Frankie Trott
Snodgrass, preceded her in death.
Survivors include her children, Patricia Hinson, Warner
Robins; Peggy Hancock, Albuquerque, N.M.; Theodore
Cook, Warner Robins; six grandchildren and three great
grandchildren.
Services will be private. Interment will be held in
Andersonville National Cemetery at a later date. In lieu
of flowers, the family suggests donations be made to the
Alzheimer’s Association 277 Martin Luther King, Jr. Blvd.
Macon, GA 31201-3498.
