Development Block Grant Program"
-24 CFR Part 58), and 2) the Certify
ing Officer, James E. Worrall,
Mayor, consents to accept the juris
diction of the federal courts if an ac
tion is brought to enforce responsi
bilities in relation to the environ
mental review or resulting
decision-making and action. The le
gal effect of the certification is that
by approving it, DCA will have satis
fied its responsibilities under the Na
tional Environment Act thus allowing
Perry to commit Community Devel
opment Block Grant funds to this
project.
OBJECTION TO RELEASE OF
FUNDS
DCA will accept objec
tions to its approval of the release of
funds and the certification only if it is
one of the following bases: a) that
the certification was not in fact exe
cuted by the Certifying Officer; or b)
that applicant's Environmental Re
view Record for the project indicated
omission of a required decision,
finding, or step applicable to the pro
ject in the environmental review
process. Objections must be pre
pared and submitted in accordance
with the required procedure (24 CFR
Part 58) and may be addressed to
DCA at CDBG Section, 60 Execu
tive Park South, Atlanta, Georgia
30329-2231.
Objections to the release
of funds on bases other than those
stated above will not be considered
by the State. No objection received
after April 27, 2007 will be consid
ered by DCA.
