Federal contract
regulations change
On June 30, new U.S. Small
Business Administration regulations
took effect that require companies
with federal contracts to recertify
their size status as “small business
es.”
These actions, according to a
release, will increase opportunities
for more small businesses to receive
contracts from the federal govern
ment. Recertification, according to
the release, is necessary because
federal agencies have been able
to count all contracts originally
awarded to small businesses as
small business contracts for up to 20
years, even if those companies were
acquired by large corporations.
Starting June 30, any small busi
ness that merges or is acquired
must immediately, “recertify” its size,
according to the release. If the com
pany is no longer small, the contract
continues, but the federal govern
ment can no longer count it as a
“small” contract.
Federal agencies will also imme
diately modify all existing long-term
(over five years) contracts to require
small businesses to recertify their
size status for acquisitions, merg
ers and novation requests and to
recertify their size status prior to an
option being exercised. All existing
contracts of less than five years, the
release reads, will recertify when
their first option is exercised.
Under these rules, most large
businesses credited with small con
tracts will no longer be counted as
small.
Nearly all the remaining large
businesses will be scrubbed from
the database within a year. The

Sign cause of
Hardee's fire

A malfunctioning sign
apparently caused the
Sunday afternoon fire
at Hardee’s on Watson
Boulevard.
Warner Robins Fire
Department Assistant Chief
Mike Davis said “the fire
appears to have started in
the southwest corner of the
building in the ceiling by a
malfunctioning sign.”
Davis said he could not tell
if it was an electrical short
or failure, but the resulting
fired caused about “40 per
cent of the roof to be burnt
off.”
There was smoke damage,
but no fire damage in the
dining area, Davis said.
“They’ll probably have to
start over,” Davis said of
the building, “but they may
be able to tear down and
replace the back half.”

Water works
County adds
personnel to
its payroll

The county’s water
treatment personnel are
now county employees.
The county commission
ers voted to not renew the
water treatment contract
with OMI and to begin
self-performing those ser
vices as of July 1.
Instead, the county will
hire eight OMI employees
currently doing the work
and reclassifying two
existing county employ
ees.
The cost for the change
is $430,414, but will not
result in any change in
the water fund budget,
it was reported. Instead,
there will be line item
changes taking the money
from professional services
and moving it to salaries
- $317,241, group insur
ance - $76,000, Social
Security - $24,269, retire
ment - $10,104 and work
ers’ comp - $2,800.
