received recognition as certi
fied board members from the
Technical College Directors

the schools stand to receive
either the same portion of
the tax digest or a greater
portion based on the success
level of the TAD, once the
TAD bonds are repaid.
A TAD is established for
the purpose of catalyzing
investment by financing cer
tain redevelopment activi
ties in underdeveloped or
blighted areas using public
dollars.
With TADs, the redevel
opment bonds are backed
by future property tax col
lections derived from the
increased value of the prop
erty within the district.
Amendment 3
Shall the Constitution of
Georgia be amended so as
to authorize the General
Assembly to provide by gen
eral law for the creation and
comprehensive regulation of
infrastructure development
districts for the provision of
infrastructure as authorized
by local governments?
A “yes” vote would allow
the General Assembly to cre
ate and regulate infrastruc
ture development districts.
An IDD is an independent,
special purpose district with
the authority to sell tax
exempt bonds, to finance
public infrastructure, includ
ing sewers, roads and open
spaces.
IDD bonds are backed by
special assessments on the
properties within the dis
trict and are not tied to the
property tax. These bonds
can support public projects
for residential and com
mercial areas. The IDD’s
bonds would be repaid by
the landowners within the
district through agreed-upon
ad valorem taxes and special
assessments.
Each IDD will have its own
governing body. Consent of
100% of the landowners in
a proposed IDD is required
for the establishment of any
IDD. In addition, all affiliated
local governing authorities
must approve the creation
of an IDD by local ordinance
or resolution. A local govern
ment may refuse to approve
an IDD for any reason.
Local governments that
approve the creation of IDDs
retain land-use and planning
control, in including zoning
powers, over the land includ
ed in the district.
