the machinist of today. And
the machinist of today is the
machinist of tomorrow.
“A machinist today works
on a computer-assisted design
and does the design on the
computer to tell a robotic
machine how to cut and when
to cut. And so the process goes
on ... certainly the technology
is such we almost overpro
duced because another ALC
wasn’t producing as fast as
we were.”
Peyer added the lever was
just “one” example of Robins’
accomplishments in that
arena.
“It (the pieces of aluminum)
was the only thing that would
fit in my bag,” she joked. “I
could have brought an F-15
launch rocket (et cetera).”
In addition, Peyer showed
an approximate 11X15 pic
ture, it taken of a sheet of
metal that in turn came off
a Mine Resistant Ambush
Protected vehicle, like a
“beefed up HUMY” she said,
adding Robins managed all of
the Air Force’s MRAPs.
The metal had a note
penned on it in black magic
marker: “This truck saved my
life as well as five others on 2
April, 08 in Basra, Iraq.” It
was signed by a Marine chief
warrant officer, Peyer said,
and provides a “reminder of
the effect Robins Air Force
Base and its dedication has,
to be able to support the warf
ighter 9,000 miles away.”
One other Show and Tell
item she had was a slide from
a leadership seminar she and
about 20 other senior leaders
had recently taken together:
“Part of our (initial - similar
events are planned for the
future, she said) journey to
bond the team together,” she
said.
Above and beyond the
Show and Tell, Peyer talk
ed about the community. In
her 21 assignments she said
she’s seen communities that
ran the gamut of hating the
military - mostly in the 70s
- to just tolerating them being
there.

“To (today and) what I see
is Robins and this Robins
community. And that is an
embracement toward sup
porting Robins Air Force Base
and the military and the con
tractors and the civilians.”
She tulked about Smart
Ops 21 and how the base has
led the way in that regard,
going back at least 10 years,
she said. Smart Ops 21, she
explained was a way of look
ing for LEAN initiatives, “the
way to improve efficiencies
and effectiveness.
“And it’s "not just main
tenance,” she said. “People
think of this as a depot but
it’s really a logistics center.
We do everything from actual
hands on maintenance to pro
gram management.”
“And there have been over
3,000 events,” she added,
explaining: “An event is a
pretty strenuous process
where you value stream map
where you want to look for
efficiency, where you cut down
on what we call the non-value
added parts of our process.”
In fact, she said, the base
has become so renowned for it
that the Air Force brought its
training to Robins this year
(a couple of weeks ago, actu
ally, she said). That is versus
where it normally went, the
University of Tennessee.
She said she was also very
proud of the partnerships
between the community and
the base - more than 70
signed she said, adding there
were many more “loosely con
structed” that, “establish the
relationship you can tap back
into should you then need to
get more specificity in your
part.”
She praised support for the
base’s “warriors”, passing on
that this past year the base
had supported 49 deploy
ments - to Egypt, Africa,
Nigeria, et cetera - totaling
more than 30,000 manhours.
The base was recently also
the recipient of the newest
aircraft, she said, the CSM.
The aircraft she said was
of the old CSA/CSB model
but had changed so much -
been reengineered and with
about 70 other modifications,
while spending two years at
Lockheed, that it had been
re-designated.
“What that represents to
us,” she said overall, “is the
criticality to make sure this
ALC is a viable industrial
complex for the future.” And,
oh by the way, she passed on
later through someone else
(she apologized saying she
meant to talk about it but got
so carried away talking about
the other stuff it slipped her
mind): 2009 is the year of G
RAMP “I’ve said those words
over and over again. And they
sound real nice rolling off the
tongue.
“Certainly Robins is already
the biggest industrial complex
in Georgia. But if you look at
industrial base and you look
at it ... And I always look at
it like World War 11, how this
country was able to go from
peacetime to mass produc
tion, mass manufacturing,
mass support, to support two
theaters of operation. And
you say, ‘Could we do that
again? Do we have the war
skills, the war capability?’ Yes
we could. But you have to
have the confidence that you
can do that.
“That, I think, drives a
lot of our strategy. In terms
of where we do workload,
how we do workload, where
do we outsource it ... So if
something happens you have
another place already skilled
and ready to go.”
Peyer further expounded on
that by saying she was work
ing on a phrase that encap
sulated all of the above and
involved key components to
include: people, processes and
infrastructure.
“People,” she said, “the
workforce, skilled, recruited,
trained, qualified. The pro
cesses that we go through. It
could be something as simple
as the 10-step process but
more about processes, how we
plan work, how we do work.
Production - our need our
necessity to be more produc
tive, to yield rates to be more
competitive with industry.
“The infrastructure is cer
tainly a big chunk to chew off,
everything from the hangars
to the lasers to the robots.
“That’s the bare essence
of what I mean when I say a
viable complex for the future.
That’s just kind of the way
ahead.”
