From the model dairy at the

WHEREAS, the General Assembly
at its gession in 1925 proposed an
amendment to the Constitution of this
State as set forth in an Act approved

Article 7, Section 7, Yaragraph 1,
of the Constitution of Georgia, 80
as Lo authorize an increaso in the
bonded indebtedness of the County
of Criep for the purpose of acquir
ing water power sites and locations
on the Flint River within, and/or
without Crisp county; and for the
purpose of building, constructing,
equipping and operating aams and
plents for the manufacture and gen
eration of water power and electric
current; and for acquiring rlshtn-‘
of way for power transmiision lines, i
and the building, equipping, and
operatirg of power transmiaslon‘
lines and stations, with the right
of condemnation for acquiring sald
gites, locations, and rights-of-way,

section 7, paragraph 1, of the ‘Con
stitution of Georgia as heretofore
amended, shall be further amended,
by adding at the end thereof a new
sub-paragraph in the following words,
to-wit: “And except that the county
of Crisp may incur a bonded indebt
edness in addition to debts hereinbe
fore in this paragraph allowed t 7 be
fncurred, to the amount in the aggre
gate not to exceed the sum of one
million two hundred and tifty thou
sand dollars ard at a rate of interest
not to eacced five per centum per
annum; which said bonds shall run
‘;for a period or periods of time not

issued from t'me to time and in such
\denomin..tion as may be determined
by the county authorities of sald
county, to be signed by the chair
man and the Clerk of the Board of
Commissioners of -Roads ~nd Reve
nies of said county and shall be
known and designated as Hydro-
Electric Power Bonds; and which
said bonds shall b® sold and the pro
ceeds thereof used and handled by
the Power Commistlon herelnafter
provided for. The proceeds of all
bonds issued ana sold under this au
thority shal. be used for the pur
pose of acquiring water power sites
and locations on the, Flint riyer within
and/or without Crisp county, includ
fng the mnecessary overflow lands;
and for the purpose of ac-.
quiring rights-of-way for pow
er transmission lines; and for
the purpose of improving, building,
constructing, equipping, maintaining,
leasing or operating the necessary
power dams, ponds, plants, machin
ery, transmission lines and distribu
tion stations, including all necessary
machinery and apparatus for the
manufacturoe, generation, transmis
gion, sa'. and distribution of water
power and electric current. The right
of eminent domain {8 conferred upon
sald county of Crisp for the purpose
of acquiring such sites, locations,
overflo’v lands and rights-of-way nec
egsary for the ptoper exercise om

rent used for lightiag, healing, power
and other purposes in said county.

thority shall be a first lien upon all
properties acquired, and all improve
‘'ments made, and all plants and lines
‘and stations constructed and machin
ery and apparatus purchased with
proceeds thereof; and in the event of
the sale of all or any portion of gald
properties the proceeds thereof shall
be unsed for tho purpoge of pauyment
of sald bonaod indethedness. The
bonds {ssued pursuant to this author
ity, and tho intorest thercon, shall
be paid by preference out of the net
receipts of the water power and elec
tric current used, sold or disposed of,
manufactured and generated under
this authority, after the payment of |
maintenance and operating expenses;
and the Power Commission hereinaf.

sale by Crisp county or any of lits
assigns or successors of all or any
part of the properties acgnired, bullt
or improved pursuant to the forego
ing authority, to any person or cor
poration coptrolled by private capital,
such property so sold shall become
gsubject to taxation under existing

bonds pursuant to this amendment, in
the event this amendment be ratified
and becomes a part of the Consti
tutfon; and in the event a majority
of the electors of Crisp county voting
at the election at which this amend
ment is submitted for ratification, or
at any subsequent special bond elec
tion called for that purpose, in which
special election the ballot of those
voting in favor of bonds shall bear
the words, “For Hydro-Electric Pow
er Bonds,” and the ballot of those
voting against bonds shall bear the
| words: “Against Hydro-Elvetrie Pow
er Bonds,” vote in favor thereof. The

and if the result of any such election
is favotabl_e to the issuance of such

the manner now provided by law. The

and all the rights, powers and duties

expenditure of the proceeds thereof,
including the sites, locations and
rights-of-way and the building, con
structing, equipping, operating, main
taining and managing of the sites, lo
cations, rights-of-ways, plants, lines,
stations, dams and ponds and all
properties of all and every kind ac
quired, built and constructed pursuant
to the foregoing authority shall be,
and is hereby vested in a Power
l Commission of seven to consist of the
members of the Board of Commis
sioner of Roads and Revenues of said
county as constituted from time to
time and four other citizens of Crisp:
county who shall be elected by the
Grand Jury of sald county, two of
those first elected to :be for a term
of one year and the other two for 8’
term of two \years, and the terms of’

ter shall be for a perlod of two years,
and the Grand Jury of said county
shall fix the compensation of all
Power Commissioners to be paid out
of the proceeds from the operations
of. said power plant or out of the

vants and employees, and to make and

sonable and proper in the exercise of

printed on their ballots the words:
“For ratification of amendment to
Article 7, Section 7, Paragraph 1, of
the Constitution authorizing the
County of Crisp to increase its bond

purposes,” and all persons opposed to
the adoption of sald amendment sghall
have written or printed on their bal_
lots the words, “Against ratification
of amendment to Article 7, Section 7,
Paragraph 1 of the Constitution, an

jority of the electors qualified to vote
