ceeds thereof used and handled by
the Power Commission hereinafter
provided for. The proceeds of all

thority shal. be used for the pur
pose of acquiring water power sites
and locations on the Flint river within
and/or withoiit Crigp" ¢ounty," tnclud
{ng the necessary overflow lands;
and for the purpose of ac
quiring rights-of-way for pow
er transmission lines; and for
the purpose of improving, building,
constructing, equipping, maintaining,
leasing or operating the necessary
power dums, ponds, plants, machin
ery, transmission lines and distribu
tion stations, including all necessary
machinery and apparatus for the
manufacture, generation, transmis
slon, sa' and distribution of water
power and electric current. The right
of eminent domain is conferred upon
said county of Crisp for the purpose
of acquiring such sites, locations,
overflow lands and rights-of-way nec
essary for the proper exercise of the
rights onferred by this amendment.
Said county of Crisp is fully author
{zed hereby to engage in the manu
facture, generation and sale of water
power and eélectric current for pur
poses of promoting the agricultural,
{ndustrial and civic interests of said
county «nd for any and all other pur
poses and to make all necessary con
tracts relating to the gale and dispo
gitjon thereof, including the right to
fif the rate or rates to be charged
tor all water power and electric cur
rent used for lghti.g, heating, power
and bther ‘purposes in sald county.

properties acquired, and all improve
ments mace, and all plants and lines
and stations constructed and machin
ery and apparatus purchased with
proceeds thereof; and in the event of
the sale of all or any portion of sald
propertiés the proceeds thereof shall
bé used for the purpose of payment
of sald bonaed indetbedness. The

trie current used, sold or disposed of,

this authority, after the payment of
maintenance and operating expenses;

such property so sold shall become
‘subject to taxation under existing

(the event this amendment be ratified
and becomes a part of the Consti
‘tutlon; and in the event a majority
of the electors of Crisp county voting
‘at the ele-tion at which this amend
‘ment is submitted for ratification, or
i'" any subsequent special bond elec
tion called for that purpose, in which
‘speclal election the ballot of those
voting in favor of bonds shall bear
'the words, “For Hydro-Electric Pow
er Bonds,” and the ballot of those
~voting against bonds shall bear the
‘words: “Against Hydro-Electric ow
‘er Bonds,” vote in favor thereof. The
ordinary of sald county {s directed
to consolidate the vote and to declare
the result of all elections therefor
and if the result of any such election
fs favorable to the igsuance of such
bonds, the same shall be validated in
the manner now provided by law. The
‘sale of the bonds provided for above,
and all the rights, powers and duties
incident to the use, investment, and
‘expenditure of the proceeds thereof,
fncluding the sites, locations and
rights-of-way and the building, con
structing, equipping, operating, main
taining and managing of the sites, 10~
‘cations, rights-of-ways, plants, lines,
‘statlons, dams and ponds and all
properties of all and every kind ac
quired, built and constructed pursuant
to the foregeing authority shall be,
and 1s hereby vested in a Power
' Commigsion of seven to consist of the
'members of the Board of Commis
'gioner of Roads and Revenues of said
‘county as constituted from time to
'time and four other citizens of Crisp
county who shall be elected by the
'Grand Jury of said county, two of
those first elected to be for a term
of one year and the other two for a
term of two years, and the terms of
;a.ll commissioners so elected thereaf
ter shall*be for a perfod of two years,
'and the Grand Jury of said county
ghall fix the compensation of all
' Power Commissioners to be paid out
'of the proceeds from the operations
‘of sald power plant or out of the
'general fund of said county and said
'commission 1s authorized and em
powered to employ such agents, ser
vants and employees, and to make and
“enter into such contracts as are rea
sonable and proper in the exercise of
ithe duties and powers herein con
ferred upon said commission. The

~ Sec. 2. Be it further enacted by the
authority aforesaid that when said
amendment shall be agreed to by two
thirds vote of the members elected to
~each House, it shall be entered_up&n
the Journal of each House with the
“ayes” and “nays” thereon and pub
lished in oOne or more newspapers
in each congressional district of this
state for two months previous to the
“time for holding ‘the next general
election and shall at the next general
election be submitted to the people
for latification. All persons voting
at sajd election in favor of adopting
the said proposed amendment to the
Constitution shall have written or
printed on their ballots the words:
“For ratification of amendment to
Article 7, Section 7, Paragraph 1, of
the Constitution authorizing the
(County of Crisp to increase its bond
ed debt for Hydro - Electric Power
purposes” and all persons opposed to
the adoption of said amendment shall
have written or printed on their bal_
lots the words, “Against ratification
of amendment to Article 7, Section 7,
Paragraph 1 of the Constitution, au
thorizing the County of Crisp to in
crease its bonded debt for Hydro-
Electric Power purposes,” and if a ma
jority of the electors qualified to vote
for members of the General Assembly,
voting thereon, shall vote for ratifi
cation thereof when the results shal
be comnsolidated as now required by
law in electi¢ns for members of the
General Assembly, then said amend
- ment shall become a part of article
7, section 7, paragraph 1 of the Con.
