COURT CONDEMNS

l_ MONTGOMERY, Ala., Decéefhber
13— (#P)—Refusing to bring in true
'bills against fifty-five :glleged pro
‘ hibition violators who had already
'bcen punished by siate courts, the
]federal grand jury here Saturday
ideclared that d_oublc prosecution of
‘minor prohibiticn cases constitutes
’ an abuse of law enforcement facili
ties. e |
] After reporting fifty-four true
Ibil]s, the grand jury reported to
Judge Clayton: ‘
' “We found upon the grand jgry!
docket fifty-five cases waich had‘
been instituted before the Unitedl
! States commissioner by state law en
| foreement .men, and our invest:iga-‘
f tion disclosed; that immediately upon ’
i‘ mhkifi;‘r the complaints, state officers:
i‘in’st?tuted prosecution in. the statej
courts on these identical cases and
}’chat most of the cases have already |
heen adequately punishéd in the}
state court, rendering federal prose-z
cution unnccessary.”
Judge Clayton said: “The abuses to
which you call attention should be
stopped. There is no sense and ne
justice in duplicating the punish
rient in these minor cases. The state
courts have full power to award
greater punishment than can be
awarded in minor prohibition cases
for first offenses in the federal
court.
“Moreover it costs the government
I would say, an avarage of $lOO te
prosecute these minor cases. Persons
must not be allowed to make casesi
and draw witness fees in one court‘
and then repeat the process in anoth
er‘court." '

Sl D
Twenty all steel coaches of mod

equipment of the class are now being
t placed in service by the Seaboard
l Air Line Railway company. Many
: innovations, have taken place in the
!construction of these rew coaches
'whereby radical departures have
Ibeen made from the conventional
lines along which the majority of
‘such cars are built.
g Probably the most striking feature
| is the ladies rest rooms which have

{ With the toilet, are spaciovs in size,
having a sofa-like seat on one side,
‘and opposite a wash basin, mirror
| and shelf for toilet articles. The
{ floors are covered with heavy inlaid

| light, brickbat lights have been in
!stalled on either side of the mirror,
assuring ample ilumination. An eléc

well arranged room which is certain

Another noticeable aeparture from
the usual, is the new color scheme
employed in decorating the = new
coaches, The übiquitious mahogany:
finish has been abandoned and in its |
stead lighter shades of blue, grccnl
and other colors Fave been employéd
in, decorating walls and : ceilings. l
Seats are upholstered in plush of |
harmonizing shades. I
The floors of the main compart

covered by inlaid linoleum, giving
'a pleasing effect to the entire in

l Ample room is assu red in the
’man’s smoking rloom c¢smpartment,
’considerable space having been par

"I‘henew coaches all contain wash
stands in the men’s smoking room.
"‘ Window screens have been made
a part of the equipment of the new
cars. These are so installed that the
passenger can easily raise the win

without the necessity of calling the
porter. |
The length of the new coaches is
72 feet. The seat'ng capacity of
those containing a ladies rest room
is 82 while the others provide seat~!
