LOCAL DEPARTMENT.
Beginning with tliis issue of
Tin: Rich and Black, n eh tinge
is tn Ite institutod which wo be-
liovo is sure to meet with the
undivided approval of the stu
dent-body—nchnnge which will
mill much to the interest in the
paper.
It is impossible for our local
editor to obtain the ninny items
of local interest at our sisti r in
stitutions of lenrningin Athens,
Lucy Cobb Institute and the
Home School; and recognizing
this fact, the Athletic Council
authorized the Board of I'ditors
to receive local items from cor
respondents at these schools.
Mrs. Lipscomb' and Mi»s Sos-
nowski very kindly consented
to allow one young lady from
each of the respective institu- |,av
tions to act as a local editor for
the paper. Miss Angier of
Lucy Cobb and Miss Oates of
the Home School were asked to
till the positions and have con
sented to do so. It is the inten
tion of the editors to make the
I’niversity local editor and the
correspondents from Lucy Cobb
and the Home School co-editors
tif the local department.
This change is not an innova
tion. It was very successfully
tried two years ago, and added
very much to the general inter
est of the publication. We be
lieve that another trial will
prove successful, not only by in
creasing the local department
of the paper, but also by bring
ing into closer contact the inter
ests of the I’niversity and those
of our sister schools.

lion.
The first is for the purpose of
relieving the deadlock that has
occurred in the Advisory Com
mittee elections. It proposes to
'allow ;i majority in the Commit
tee. to elect instead of eight of
the ten votes as heretofore.
The second amendment is de
signed to increase the member
ship of the Athletic Association.
It directs that no organization
shall be represented on the Ad
visory Committee unless till of
it“ members are members of the
Athletic Association. Prior to
last spring, the Advisory Com
mittee consisted of one repre
sentative of each fraternity,one
non-fraternity man, and one in
dependent, with no restrictions
its to eligibility. Last January,
on account of the pitiably small
membership of the Athletic
Association, an amendment was
passed requiring .all organiza
tions, whose members ext ded
fifteen in number, to have ten
of their men members of the As
sociation, in order that they
might have a representative on
tin. Advisory Committee. (>r-
ganizations numbering le»s than
fifteen were required to have
two-thirds of their members in
the Association.
The died of the amendment
was all that could have been
hoped for; and in attempting to 4
increase again the membership
of the Association, the Council,
following out the same line of
j policy, now propose to require
every member of an organiza
tion to be a member of the As
sociation before such an organi
zation can be represented on the
Advisory Board.
This amendment seems not
I onlv to be the proper method to
increase the membership of the
Athletic Association to the max
imum number, but also to carry
out the letter and spirit of the
constitution. No one should
e a voice in the management
of athletic affairs unless a mem
ber of the Athletic Association,
and when the representative of
an organization casts a vote in
the Advisory Committee, he is
casting a vote for every member
of his organization.
None but members of the Ath
letic Association can vote on the
ratification this morning. Join
at once, and cast your vote at the
meeting of the Association.
thtisiastic in their plans, and
with proper help from the stu
dents, this debt will be much I
smaller when these gentlemen j
have finished their work. Mr.
Welch intends to see that some
amateur performance* are given — "

sity and town talent for the]
benefit of the association, and
wished to have till the hop com
mittees tigree to turn over the
receipts from commencement
dances.
Now is the time for the stu
dents to show of what stuff
their college spirit is made.
This debt lias become a serious
matter, and one which is threat-1
ening the verv life of our inter
collegiate athletics. Every one
can join the Association, if In*
jean do no more. A dollar from
each student would mean nearly
one-half of the debt paid, with
out asking a cent from an out-
sitler. Show this committee
that their efforts are being ear
nestly seconded, and that the
I’niversity appreciates their ef
forts in our behalf. It is a poor
college loyalty which does not
go as deep as the pocket-book !
