Draft Arouses Criticism
Escalation of the war in Viet Nam and the criticism it
haa evoked from a minority of college students have
brought a (lightly controversial subject under national
scrutiny once again: The University Military Training and
Service Act.
Proponents of s strictly vol
untary program for the armed
services rite many reasons for
their stand:
1. The draft Is an example
of Involuntary servitude.
t Since 97 per cent of the
draftees leave after the
expiration of their en
listment, the draft Is
militarily Ineffective.

tales a smaller, more
specialized military force.
4. A more professional and
skilled military force
could he established by
attracting voluntary per
sonnel by higher sainries
and fringe benefits.
6. The draft removes use
ful youth from the em
ployment market and
makes It more difficult

Opponents of the voluntary

costs of the program would
be excessive and question the
feasibility of having profes
sionals bea>- the sacrifices and
responsibilities of the whole
nation.
U, S. News & World Report
cited figures showing that few
er than 60 per cent of Ameri
can males age 26 are fulfilling
or have fulfilled their military
obligation.
Recently, 83 per cent of the
people Interviewed by the
Gallup Poll Indicated that they
favored some form of compul
sory duty for rejected males
eligible for the draft. Such a
plan, supporters say, would cut
unemployment, reduce Juvenile
delinquency and distribute re
sponsibility for national de
fense more evenly.
