Steve Roberts, minister to
health services, is heading a
committee in charge of draw
ing up a program whose pur
pose is to alert students to the
drug problem and make infor
mation available to interested
persons
The program is designed to
acquaint as many students as
po: Mble with drugs and drug
abuse, said Roberts
We hope to go into all the
dorms, fraternity houses and
sororitv houses presenting our
program and talking to the stu
dents We will also present our
program to any organization
that requests us to present it
SC A Notes
Roberts described the Dro-
gram in terms of six parts.
The first part is compos'd of
slide presentation with a syn
chronized tape that will show
pictures of the drugs and de
scribe them at the same time
"THE SECOND PART is
concerned with drug displays
located in central part of the
campus Hopefully the displays
will show samples and have
descriptions of drugs in the four
major areas: hallucinogens,
amphetamines, barbituarates.
and narcotics ."
A resource centernext to the
first floor desk in the main li
brary has already been set up
with reprints of articles perti
nent to the drug problem
"The fourth part planned
consists of a series of articles
in the Red and Black — one ar
ticle on each major drug divi
sion." hr added
the tilth part consists of a
boiklet with information on the
four types of drugs, drug abuse
and the characteristics of a typ
ical drug user, state laws on
drugs, the drug problem on the
Georgia campus as compared to
the drug problem on other
campuses, and available help
for the drug user
"A poster campaign consti
tutes the sixth part of our pro
gram We are now compiling
information and hope to have
the program ready by the end
of this quarter "
Roberts also mentioned that

A STATEMENT regarded as
a "catch clause" by the Student
Senate academic affairs com
mittee was brought to the at
tention of the Senate at the last
meeting
In both the Genral Catalog
and the Student Handbook, the
University reserves the right to
withhold the diploma of a stu
dent who has completed all
academic requirement if he is
judged guilty of morally rep-
prehensible behavior' or con
duct which could be discipline
by expulsion
We have asked that this
clause be removed becuase it is
too ambiguous and general and
could be enforced to the detri
ment of the student, said Mike
Willoughby committee chair
man
Another motion is going be
fore the University Council con
cerning the fulfillment of
ROTC requirements and dis
missal
The motion, drawn ud hv
Willoughby and passed by aca
demic affairs committee, calls
for the elimination of a clause
in the General Catalog which
states:
"STUDENTS who decline,
after consultation with the ap
propriate ROTC and University
officials, to fulfill the terms of
their ROTC deferment agree
ments pertaining to undergrad
uate work at the institution will
be dismissed immediately
In a meeting last quarter,
the Senate passed this motion

SAMMONS ASKEW HENDERSON
Would you favor a peripheral parking
plan — requiring student drivers to park
or. the outskirts uf campus in desginaled
lots, and banning driving on the campus
proper in conjunction with free bus
service? This plan would be in effect for
most of the daylight hours when crowds on
campus are the heaviest.
KAREN .SUMMONS, junior, journal
ism "No They already have narking
places and it would be ridiculous to have
to park off campus
SUSAN ASKEW, sophomore, home
economics: "It sounds like a good idea If
the bus would go on extra routes to get
closer to certain classes, it wnnM >■-
great "
GARDNER BERRY WILKINSON
GEORGE HENDERSON, junior, mu
sic education "It would cause more trou
ble. forcing all students to catch buses
However, a free bus system would be
good
WAYNE GARDNER, senior, business
"No. because the bus service might not
get students to class in time Also, it
would be inconvenient for a student who
had only one class '
SOI. BERRY, senior, political science
I definitely favor it The traffic on cam
pus is too congested and is also dangerous
to pedestrians "
DEE WU.KINSON. junior. English "If
it will work better than the present sys
tem. it will be great Anything would be
better than the present system."
Faculty Standards
Issued by Provost
By PATRICE WALTERS
Assistant News Editor
Recruitment and retenuon
of an able faculty has always
been of major importance to
the University administration
To achieve higher standards for
appointments of faculty mem
bers. Provost William Pelletier
has issued a set of gidelines to
deans and department heads
In addition to improving fac
ulty quality. Pelletier hopes "to
effect a more thorough and a
fairer evaluation of a candidate
for appointment and to involve-
the tenured faculty of the
University in the decision
making process to a greater
extent

tails have been worked out. this year's ball will be similar to

According to University stat
utes. "All appointments, reap
pouitments. and promotions of
the faculty and of the adminis
trative staff shall be made by
the president with the approval
of the board of regents. Recom
mendations to positions on the
faculty shall ordinarily orgin-
atc with the department and
shall be presented to the dean
of the school or college for his
consideration
"If the dean approves, he
will transmit his recommenda
tion to the deisgnated officials
for consideration and transmis
sion to the president"
According to Ted Hammock,
administrative assistant to the
vice president for instruction,
"recruitment of new faculty
members is the responsibility
and prerogative of each depart
ment or school. Any new ap
pointment — instructional or
administrative — must have
the formal approval of the
board of regents
THE GUIDELINES for
making new appointments
state that appointments in the
rank of instructor or below
should originate with the de
partment and gain the approval
of Ihe appropriate dean The
papers of appointment will then
be sent through the proper
administrative channels
The process of making a new
appointment to professional
rank is more complicated
According to Pelletier, the
department head or dean
should assemble tenured mem
bers of the department and
seek their advice and lecom-
mendations on possible candi
dates
After the faculty has evalu
ated candidates qualifications,
the leading candidate or candi
dates lor appointment should
be brought to the campus for an
interview with the head and
members of the department If
the candidate is a full profes
sor. interviews with the dean,
vice president and provost
should be arranged.
The provost's guidelines then
state Uiat the tenured members
of the faculty should meet to
decide on the candidate in ques
tion The responsibility for the
decision belongs to the dean or
department head, and he is not
bound by the vote of his faculty
PELLETIER STATED that
the department head then for
wards to the dean of his college
a dossier containing informa
tion pertinent to the appoint
ment. such as a letter stating the
needs of the department and
the duties the nominee is ex
pected to fulfill The letters in
cludes a statement of the nomi
nee's professional competence
as judged by his teaching activ
ity and effectiveness, research
activity and publication record,
university service activity, and
orofessional activities
The method and extent of the
search for the nominee and the
record of the vote of the ten
ured [acuity members on the
candidate also are mentioned
in the tetter
The dossier also should con
tain the standard biographical
and personal information on
the candidate, a complete list
of his publications, honors,
awards, invited lectureships
and other professional achieve
ments. and letters from several
authorities who can provide
critical, detailed evaluations of
him.
The provost's guidelines
state that the requisite to the
rank of assistant professor (or
above! is the Ph D degree in
fields where one is usual, and
the requirement for appoint
ment to the associate professor
rank is disUnguished perform
ance with regional or national
recognition in one's specialty
According to Pelletier, the
general requirement for ap
pointment to the rank of full
professor is national or interna
tional recognition in one's held
and not mere longevity in rank
"PARTICULAR ATTEN
TION will be given to insur
ing that a department or school
does not inbreed by hiring its
own graduates." Pelletier
states "Onlv in cases where
exceptional merit can be dem
