McCarthy eyes 1972

lege community, this time
Georgia State University.
Mondav night and addressed a
batillion of peace seeking stu
dents on the topic of "Toward A
Responsible 1 Presidency
In the course of his remarks
to the overflow Sparks Hall
throng the Minnesota Senator
endorsed the peace candidacy
of Fifth-District congressional
nominee Andrew Young And
despite his retirement this year
from the Senate. McCarthy
said. It s a little loo earlv to
sav very much about the 72
election but I hope* to be a force
and we II have to see what
comes out of it
SPKAKINC from what ap
peared to be a few slips of loose
paper McCarthy began by re
counting what he tried to ac
complish in the American polit
ical system during his 68 presi
dential campaign lie said that
he attempted to discuss what
the office of the presidency
should be and how it should be
conducted
The former White House
aspirant noted that now the
Senate has begun to question
the powers of the President and
the decision making which es
tablishes foreign policy
MCCARTHY DISCUSSED
the traditional view of a strong
president as a good one and
said. "No one has distinguished
between strength and response
bilitv He used the example of
Franklin Roosevelt who. he
said, ruled in his first term
from a position of strength
when he tried to pack the Su
preme Court and purge some
Senators of their authority
The Minnesotan said that
FDR failed in his first term
and became successful through
legislation and executive lead
ership in his second term when
he moved to a responsible posi
tion by establisning congres
sional support and national uni
ty
Harrv Truman he said
had perhaps the best percep
tion of the office than any other
modern President He dis
counted his own role as Presi
dent and considered what the
office really meant
In an obvious swipe at Presi
dent Johnson. McCarthy said
that he is always concerned
about presidents who worry
about what history will sav
about them They should be
more concerned with what his
tory will say about the coun
try "
McCarthy credited Presi
dent Eisenhower with some
instances of great strength
when he resisted the military
which wanted to enter Vietnam
in 1954 Eisenhower was. he
said the last president to limit
space and military spending
THE SENIOR Senator from
Minnesota said that President
Kennedy s weaknesses
stemmed from his tendency to
yield to the wishes of the mili
tary and also from his support
of unlimited appropriations to
the military and space pro
jects
McCarthy said Kennedy's
strength and leadership arose
from his support of the Test
Ban Treaty, and legislation in
the fields of civil rights and
taxation
And now we come to Lyn
don Johnson said McCarthy
I hesitate to say very much
about him since I said so much

in the election Hut he did say
a few words about the man he
startt*d to run against in 1968
Johnson was considered a
strong president but his record
doesn't sustain that kind of in
terpretation
Johnson had. he said, the
same kind of foreign policy that
began under Kennedy, and he
yielded to the military by esca
lating the war Johnson also
failed to restrict military and
space spending said McCarthy
Johnson s domestic weak
ness said the Senator was
that he failed to control infla
lion by limiting spending during
a period of great military ap
propriations As a matter of
fact Johnson said we could af
ford two wars and maintain
domestic spending
IN REFERENCE to Robert
Mc.N'amera. former president
of Ford, and Johnson's Secre
tary of Defense. McCarthy-
said. "You know I think there
should be a rule against the
government hiring former
presidents of automobile manu
facturers They’re kind of like
baseball managers, they never
fail but someone is always re
hiring them
McCarthy returned to the
subject of Lvndon Johnson with
a tongue-in-cheek comment.
The fact that President John
son withdrew from the race
against me was a sign of weak
ness ."
McCarthy said Johnson's
withdrawal left the Vietnam
issue undecided. Had he run.
the issue would either have
lived or died with his success
It was kind of like cutting the
boat free from it's anchor while
the tide was rising He con
cluded that Johnson had less
regard for the Presidency than
his predecessors
Concerning F resident Nix
on s handling of the office.
McCarthy said. His term is
hard to evaluate in the areas of
leadership or streng V So far.
the Nixon Administration has
displayed a kind of halting inac
tion
McCarthy outlined five areas
through which a responsible
Presidency can be created
The office should not be
looked on as a personalized
one. he said I'm always
worried when the President
starts referring to himself in
the third person or as we

The second area towards
establishing a responsible pres
idency would be in the field of
respect for the courts, to lay
down orders of implementing
laws, he said
McCarthy said that the Su
preme Court has had to initiate
steps at enforcing laws
The Senator swiped at Presi
dent Nixon by saying. "I think
if he had sent up Carswell first,
then there would have been no
problem at confirming the
nomination of Haynsworth
But McCarthy said that the
Supreme Court is the last body
in the country which should
have regional balance
The more serious problem
is Nixon s concept of the
court, he said
MCCARTHY ADMITTED
that law and order was a con
cern of everyone, but he urged
that it not be used as an excuse
to abridge individual rights
"In 1970. we are facing almost
the same charges which were
used against us in the 50s
Back then some people were
accused of coddling commun
ists. now some are accused of
coddling criminals The verbs
and adjectives have remained
the same but the noun has
changed
McCarthy said that a presi
dent s third consideration in
building a responsive adminis
tration should be in his concept
of the role of the Congress He
said that it is essential that a
president understand the work
ing of the Ways and Means
Committee in the House and
the Foreign Relations Commit
tee in the Senate
The fourth area of considera
tion is political parties
These are more important
than most people realize."

eral government The Senatoi
concluded that fundamental to
each of the five elements in his
outline are the procedures by
which each area can be under
stood and utilized
A questioner asked if Mc
Carthy would support the up
coming demonstrations against
the war "I supported the first
moratorium last fall." he said,
and I spoke at the Washington
demonstration. I support a pro
test if it is well conducted, but I
think the case against the war
has been made
The Senator said that pro
tests which follow the first
demonstration have a tendency
to be like the Second Coming
the first one is always the
best."
