Debaters visit UGA

The University's
lecture-going public heard a
transatlantic treatment of the
marijuana legalization issue
Wednesday night.
The debate team hosted
two British debaters on an
annual Speech Communication
Association of America tour
for a confrontation at
Memorial Hall.
The British debaters take
opposite sides on the
proposition, "Resolved that
America should legalize
marijuana." and team up with
members of the local debate
teams at 36 colleges on the
tour.
Peter Clarke of Oxford and
Ron Kilgore of the University
argued the affirmative, or as
the British call it, the
proposition.
The opposition was
presented by David Ross of
the University of Glasgow and
University debater Margaret
Snyder
Kilgore opened the debate
with allusions to George
Washington's plantation
diaries, which he said indicate
the father of the country grew
hemp plants at Mount
Vernon.
“And the father of our
country ought not be treated
like people are being treated
for having grass today,” he
said
THE SERIOUS THESIS of
the proposition was that
“legal prohibition is an
absolute failure and legal
control would be better,”
Kilgore said.
But serious debate did not
prevail. Kilgore’s ten-minute
speech wound up with a
quotation from Genesis
saying, "Let the earth bring
forth grass." Kilgore said God
and George Washington were
on the affirmative side.
David Ross gave the first
opposition speech and opened
with a few remarks about his
visit. “We find this Lester
Maddox Memorial High
School an extremely pleasing
place. We’ve enjoyed your
hospitality and eaten an
excellent meal. We’ve also
eaten in a University cafeteria.
“AND WE’RE looking
forward to the exciting night
life watching trucks pull
out at the AAP.” he said.
Ross said the prohibition
laws are not merely to protect
individuals from themselves,
but society from individuals.
He gave wrecks caused by
driving under grass influence
as an example of the need to
protect society.
Ross said legalization of
grass would lead to increased
consumption and would not
end organized crime’s control
of the grass market.
“The ethos of legalization is
essentially antisocial; under
the influence of grass a person
is a less stable, less responsible
citizen," Ross said.
He also said increase in
grass traffic carries a parallel
increase in hard drug
consumption.
DEBATING IN KILTS.
Peter Clarke made the second
proposition speech. In his
opening remarks he told the
audience it is a general rule of
etiquette in British debate to
keep the truth out of it.
Then he reiterated Kilgore’s
argument of the failure of
prohibition laws to prevent
consumption of grass.
Ms. Snyder’s opposition
speech focused on semantic
points of legalization. She said
the logic of the failure of
prohibition laws as deterrents
leads to the abolition of all
laws, since they aren’t always
successful as deterrents.
She said people who favor
legalization are bigoted against
the unskilled people who
make a living building jails to
contain marijuana users.
FINALLY. SHE said
smoking dope was escaping
and not solving any real
problems.
The visitors gave the
five-minute rebuttal speeches.
The format of the debate,
incidentally, was described by
University debate team
authorities as a hybrid
between American and English
forensic formats.
In the opposition rebuttal
Ross said using marijuana to
escape from reality connoted
a pessimistic approach on the
part of an individual who
decides there is no hope of his
making any improvements in
society.

Efforts fail
for Russia
LONDON (UPI) - The
Soviet Union has offered
China a nonaggression pledge
in a hasty effort to improve
their relations and undercut
Sino-American reconciliation,
diplomatic sources said
Thursday. China did not
react, the sources said.
They said the Soviets have
come forward with a number
of hints that they are willing
to let bygones be bygones and
resume cooperation backed by
sizable economic assistance
and expert help.
To top it off, Deputy
Foreign Minister Leonid
flyichov has been sent to
Peking, as head of the Soviet
delegation to the stalemated
talks with China on their
border dispute, with
instructions to offer minor
frontier changes as a starting
point for improved relations.
Despite the Soviet attempts
to ease tension, the regime of
Chairman Mao Tse-tung
remained unresponsive and
apparently is unwilling to go
beyond a minimum of formal
diplomatic contacts with
Russia, the sources said.
