student is gearing his studies to
case the problem. And this
particular student has more
than just an academic interest
in the situation

U.S. Department of Interior’s
Bureau of Indian Affairs.
Skye, the son of a former
tribal chairman, is doing work
toward a Master of Arts degree
in real estate, with an emphasis
on computer appraisal.
“Land administration has
been one of the Indian’s
biggest problems,’’ Skye said.
“Because of the initial
allotment confusion, some
individual shares of Indian land
today take as much as five
years to accumulate one
penny.
“HOPEFULLY, we can
provide the people with
technical knowledge in land
administration, specifically
with computerized appraisal
services,’’ he said.
According to the South
Dakotan, it currently takes one
appraiser 12 months to do
about 180 narrative appraisals.
Using a computer, the same
number can be done in four or
five seconds, after the initial
field work, he said.
Since graduating from
Xavier University in New
Orleans 14 years ago, Skye has
worked continuously with the
Sioux Indians of North and
South Dakota, except for a
four-year naval stint.
He joined the Bureau of
Indian Affairs after receiving a
bachelor’s degree in business
administration, and worked
with the bureau’s credit branch
before entering the real estate
appraisal branch. During
