Brock bill establishes
mobile home regulations
Van Zandt-overtones of folk in country
WASHINGTON (UPI)
Sen. Bill Brock, R-Tenn.,
Monday introduced a bill to
establish s natonal safety
standards for mobile homes.
The bill is identical to one
introduced May 2 by Rep.
Louis Frey Jr., R-Fla., and now
being studied by the House
Banking and Currency Housing
Sub-committee
Brock said his bill would
help both sellers and buyers of
mobile homes by substituting
uniform standards for the
present “myriad of state
requirements with varying
inspection and enforcement
proceedings.'’
THb BILL would establish a
National Mobile Home Safety
Bureau in the Department of
H o u sing and Urban
Development that would draft
and enforce the safety coder
Hearings on Brock s bill are
expected to begin June 12
be f o re the housing
subcommittee of the Senate
banking, housing and Urban
Affairs Committee Brock is a
subcommittee member
In the House, the Banking
and Currency Committee is
considering attaching Frey’s
bill as a rider on the 1972
Housing Construction bill
which has already been
approved by the Housing
Subcommittee.
BROCK SAID the measure
would not only mean more
safety in mobile homes but also
would likely reduce insurance
rates which now run much
higher than for conventional
homes
“Insurance companies are
becoming increasingly
reluctant to insure certain
models due to the high risk of
loss," he said
For homes considered
insurable, the rates are high, he
said. The average $6,000
.nubile home insurance
premium is about 100,
equivalent to the cost for a
40,000 conventional home, he
said.
B> JIM PI I TIOREW
Last summer we weie silting
around one extremely boring
evening listening to a stack of
new record promos This is
usually a marginally pleasant
recreation when there’s
nothing else to do. The week's
stack was proving to be worse
ttian usual. Would-be and
alleged supeistars passed across
the turntable.
The first bars of an
unknown artist's album came
on and suddenly everyone's
attention was arrested — klik.
DAMN, who is that’?,
someone said. The music was
extra-clean plaintive country
with overtones of folk style.
I here was a blues undercurrent
in the successive songs that
made all the people in the
room immobile.
I had heard country before:
hi-way 84 truckstop jukebox.
Nashville, (ia. Legion Post
dances, Nashville Skyline, the
Opry, ( ash s Sun albums, hut
not like this Never.
I he musician was T ownes
Van /andt. a singer/composer
Irom Texjs. and the startling
album had the same name. I he
guitar, dohro. and harmonica
lines, all simple, blended in
with lyrics like "Came of age
and found a girl in a
Tuscaloosa bar/Ahh. but she
cleaned me out and hit it on
the sly. "
The effect was staggering
Eventually the people at the
"promo session’’ told friends
who listened to Van Zandt's
songs by now there were two
albums, the second being "For
the Sake of the Song" and
just couldn't believe i\
I reviewed the albums in the
notorious column and (natch)
hordes of eager new fans
stormed the local shops for
copies.
Then a new Ip came along.
"Delta Blues Momma." full of
the down-to-earth music and
unpretentious lyrics a few of us
had lo dii' io will. It tame to
be sorl ol a stock conversation
topic while sitting around on a
cold I riday night dusting off
old Stones albums. "Man.
wouldn’t it he nice lo hear this
guy live?” Popp, records

Now almost a year later the
information pops up that Van

well-deserved promotion and a

Townes is at the Last Resort

like a churbling hype sheet, go
