House approves
daylight savings
WASHINGTON — The House voted Tuesday to place the
country on daylight savings time year round until the end
of April 1975.
If the bill is passed by the Senate and signed into law by
President Nixon, almost everyone in the country would
have to turn their clocks ahead one hour beginning at 2
a m. on the first Sunday that falls 15 days after the law is
enacted.
Sirica plays first
of Watergate tapes
WASHINGTON — One of President Nixon s Watergate
tapes — marred by whistles, hums and garbled voices —
was played in public for the first time today in the court of
Federal Judge John J. Sirica.
The tape contained portions of conversations Nixon had
with his former key aides. John D. Hhrlichman and H R.
Haldeman. on June 20. 1972. Sirica ordered it played as
part of an effort to try to find out whether the taped
recordings had been altered in any way.
United cuts back
domestic service
WASHINGTON — United Airlines Monday announced
new cutbacks in domestic service including immediate
layoffs of 300 pilots and 650 flight attendants and
cancellation of 100 daily flights effective Jan. 7 because of
severe shortages of jet fuel
The cutbacks, announced by United President Edward E
Carlson, make up about 9 per cent of the airline’s
scheduled flights, and will save an estimated eight million
gallons of jet fuel a month
Irish murders continue
BELFAST — Police said Tuesday Irish Republican Army
iIRA) gunmen who riddled Anthony Braden’s car with
bullets may have killed the Roman Catholic father of five
by mistake.
Braden’s murder Monday was the sixth since Saturday in
what police described as a concentrated IRA campaign to
discredit Northern Ireland’s new coalition government
aimed at ending intercommunal strife.
Schools to consolidate
ATLANTA — A special legislative committee on
Georgia's Minimum Foundation Program of Education
releases its report Wednesday and is expected to
recommend wide spread consolidation of school districts.
State Rep Robert Farrar, D-Avondale Estates, co-chair
man of the committee, has been pushing for consolidation
of small districts into larger school systems.
The committee may recommend reducing Georgia's 188
school districts to around 90. averaging at least 10.000
students each.

A project which promises to
revamp the “boring class
room" syndrome encountered
by public school students and
instructors is underway within
the University College of Edu
cation.
This movement, known as
Competency Based Teacher
Education, <CBTE> will pro
vide a more personalized
learning experience for the
coming generations of students
presently enrolled in elemen
tary schools.
I’BTF WAS incepted at the
University in September by
faculty members in the College
of Education, under the leader
ship of I)r. Gilbert Shearron.
Shearron had attended an in
ternational seminar for the
movement in France, the pur
pose of which was to provide
"an intensive workshop in
competency-based teacher edu
cation practices and trends.’’
The University was one of
nine institutions to receive
federal funds during the plan
ning and development of CBTE
through 1970. The stated objec
tive was "to develop new
models for the education of
teachers.”
An article in the Journal of
Teacher Education defines CB
TE as "a teacher preparation
program which precisely speci
fies that teachers must exhibit
those competencies assumed to
promote desirable pupil learn
ing and-or demonstrate their
ability to promote desirable
learning among pupils "
EXHIBITION OF competen
cies is based on determined
learning needs of the elemen
tary school children. Members
of the faculty in the College of
Education are working with
education majors and public
school teachers to find out
what those needs are and to
translate their findings into
competency needs of prospec
tive teachers.
Thereafter, the education
major is responsible for per
formance within the elemen
tary school classroom.
The CBTE system imple
ments two stages of develop
ment which* focus on this
performance objective. Stage
one involves the module sys
tem in which each education
major is given a pretest on
certain subjects. If he scores
well, he may exempt instruc
tion in that particular module.
This practice eliminates the
overlap of learning.
At the end of each completed
module, a post-evaluation is
made for every student within .
that module to determine com
petence of the student’s in
classroom abilities.
STAGE TWO in the develop
ment of CBTE involves estab
lishing a comprehensive pro
gram model. The CBTE now in
effect is the program model of
the University of Georgia. Ac
cording to Shearron, the model
calls for a shift from essential
ly a training function to a re
search, development and train
ing function.
Although there have been
some difficulties encountered
by students involved in this
project, such as increased
workloads, most students and
faculty members are enthused
by CBTE
Many find that the transition
from pluralized student in
struction to the individualized
basis of teaching has made
new demands of the adaptabil
ity of both education majors
and their teachers. But. as
Shearron stated, "The problem
isn’t whether a student can
answer questions, but whether
or not he can teach.”
