Grain sale ban argued
WASHINGTON (UPII — The presidents of two major
grain companies that negotiated last weekend's ill-fated
grain sale to the Soviet Union disagreed Tuesday on
whether further sales were banned to Russia. China and
the oil-producing nations.
Edward Cook, president of Cook industries of Memphis,
Tenn., told the Senate Permanent Investigations subcom
mittee that such a ban was announced Saturday following a
White House meeting at which the companies agreed to
postpone the pending sale of 3.4 million in corn and wheat
to Russia
He said the ban statement was made by a State
Department official who had attended the meeting and that
Continental Grain Co. officials — the other firm involved —
were present at the lime the statement was made
However, Bernard Steinweg, executive vice president of
Continental, testified that he recalled no such statement
Greek elections approach
ATHENS (UPI) — Premier Constantine Caramanlis'
cabinet resigned Tuesday to make way for a caretaker
government to oversee Greece's parliamentary elections on
Nov. 17, the first after a seven-year military dictatorship
"Greek ministers who will contest the elections, with the
exception of Foreign Minister George Mavros and Defense
Minister Evangelos Averoff, have submitted their resigna
tion," government spokesman Panayotis Lambrias said
"The premier asked both ministers to retain their posts
because the noninterruption of their duties is considered
essential,” Lambrias told newsmen after the cabinet
meeting
Lambrias said three other ministers and undersecretar
ies who do not plan to take part in politics will keep their
cabinet portfolios.
Heath seeks national unity
LONDON (UPI) — Conservative party leader Edward
Heath renewed his call Tuesday for a government of
national unity to deal with Britain’s economic crisis if he is
elected in Thursday's general election. But he was rebuffed
by the Labor and Liberal parties
“At this meeting.’’ Heath told his daily campaign news
conference, "we will start the process of hammering out a
common policy for the crisis.”
He said he will call in labor, business and farm leaders
early next week for further talks
But Labor Prime Minister Harold Wilson dismissed
Heath's announcement as “a gimmick — a tactic to get
votes.”
“I plan to be at Chequers Saturday,” he said. Chequers is
the prime minister’s official country residence — an
indication Wilson expects still to be government chief after
the election.
Dominicans give warning
SANTO DOMINGO (UPI) — Dominican police today
warned the terrorists holding seven hostages in the
Venezuelan Consulate since a week ago Friday that their
chances of survival were impossible if they rejected the
government’s "final and definitive" offer.
In a nationwide television address. President Joaquin
Balaguer said Monday night his government would let the
leflisls leave the Dominican Republic in exchange for the
hostages He said the Dominican government would not
free a single political prisoner or pay any ransom de
mands
While there was no sign of special activity around the
corxloned-off constilale during the morning, a police official
appended a serious threat to Balaguer’s offer.
Troops asked for Boston
BOSTON i UPI I — The five members of the Massachu
setts legislative Black Caucus Tuesday asked U S. District
Judge W Arthur Garrity to send "at least a division" of
federal troops to Boston to curb violence in desegregation
of Boston schools.
Mayor Kevin H White also called for at least 12S federal
marshals to curb racial violence.
In one of several incidents Tuesday. 75 black students
stoned cars and broke windows at Boston Technical School
in Roxbury At least one car. believed that of a black
teacher, was burned.
Kissinger starts new trip
WASHINGTON tUPl) — Secretary of State Henry A
Kissinger today started on his eighth trip to the Middle
East in the last year, saying he expects “no concrete
results" for a permanent peace in the area.
"I am not going with any fixed ideas. " he told a news
conference Monday despite published reports that he will
present an elaborate plan to Arab and Israeli leaders He
left at midnight
"1 would like to point out that there will be no concrete
results in terms of agreements or dramatic announcements
that can be expected out of this trip."
Ford to veto Turkish cut
WASHINGTON (UPI) — President Ford will veto a
House-passed resolution on foreign aid that requires an
immediate end of U S. military assistance to Turkey if it
reaches his desk in that form, a White House spokesman
said Tuesday.
In a special presidential statement. Ford appealed to the
House "to reconsider its hasty act and, working with the
Senate, pass a bill that will best serve the interests of
peace."
The administration has contended cutting off aid to
Turkey through an act of Congress would only make it
harder to reach a peace agreement over the Cyprus crisis
The House voted Monday to cut off military aid to
Turkey until Ford certifies that "substantial progress" is
made toward an agreement for the removal of Turkish
forces on Cyprus.
Bank cuts prime rate
ATLANTA (UPI) — Trust Company of Georgia
announced Tusday that its prime interest rate is being
lowered from 12 to 11 75 per cent in line with reductions
made by other major banks around the country
It is the first time that a major Atlanta bank has reduced
the prime lending rate since last spring when the rate
began climbing to its current record of 12 per cent.

raise veterans education bene
fits by 23 per cent and create a
loan program to supplement

said. “The only drawback is
that the nine-month extension
will only apply to undergrad
uates. Once you become a
graduate and use up 36
months, you’re no longer eligi
ble ”
Many graduate students who
heard about the extension
thought it would apply to them
as well as to undergraduates,
according to Dominy.
"A lot of grad students are
depending on that extra nine
months to get their degree.” he
said. “They should write to
President Ford and their con
gressmen to get the bill
changed ”
Both the House and Senate
will get an opportunity to vote
on the bill by Friday, since
Congress adjourns then until
Nov. It. Dominy explained.
"Even if Congress passes the
bill, there's a better than even
chance that Ford will veto it
because it’s inflationary.” he
added.
The measure, estimated to
cost $780 million in the first
year, would permit loans up to
$600 a year if a veteran could
not get added help from other
federal education aid
programs.
An estimated four million
veterans who served from 1955
to 1966 in the Korean War era
and another seven million who
served since August, 1964, in
the Vietnam War era would be
eligible for the increased bene
fits.
Anderson, Hanley
elected by Coalition

persons of Coalition at a party
meeting Sunday night.
In other action. Coalition
affirmed its support of student
ministers Dottie Lee and Paula
Cheatham and discussed plans
for a winter quarter retreat.
Elections will be held at the
next meeting to fill vacancies
created by Henley, past trea
surer. and Anderson, past re-
coider. The next meeting will
be Oct. 27.
Quake hits
Puerto Rico,
West Indies
SAN JUAN. P R. (UPD - A
severe earthquake rocked the
West Indies from Guadeloupe
through Puerto Rico Tuesday
Most of the islands apparent
ly escaped severe damage but
considerable property damage
was reported on Antigua.
Four persons were reported
injured on Antigua but there
were no immediate reports of
casualties elsewhere.
Antigua police reported a
Danish tourist. James Fogh-
man. broke his arm when he
jumped from a hotel balcony
during the quake. Two women
suffered head injuries when
the walls of their home col
lapsed and a local disc jockey-
was seriously cut when he
jumped through a window in
his radio studio.
The historic old St. John's
Cathedral and several govern
ment buildings were among
property severely damaged.
Schools were closed for the
day and police patrolled the
streets to prevent looting from
damaged stores
On the nearby island of St.
Kitts, two Anglican churches
were reported damaged by the
quake, which according to the
US. Geodetic Observatory
here registered 7 on the open-
ended Richter scale, the
strongest reported in the
Caribbean region for several
years.
The observatory said the
quake, which occurred at 5:52
a m EOT apparently was cen
tered between St Kitts and
Guadeloupe, in the Leeward
Islands about :UNi miles east of
Puerto Rico. The tremor was
felt throughout Puerto Rico
and the U S Virgin Islands,
but no damage was reported
